SAN JUAN, Puerto Rico - The U.S. has charged a Guantanamo prisoner with war crimes for the deadly 1998 al-Qaida attack on the American embassy in Tanzania.
The Pentagon said Monday that Ahmed Khalfan Ghailani could receive the death penalty if convicted by a military tribunal at the U.S. military prison.
The charges against Ghailani include murder and attacking civilians for his alleged role in a bombing that killed 11 people and wounded hundreds.
He is the 15th person charged in the military tribunals at Guantanamo, where trials are expected to get under way in late spring or early summer.

Federal Judge: Enough With the Stupid Names

After Judge Cabrera’s historic ruling, little Clitoria Jackson will likely undergo a name change.
(DETROIT) In a decision that’s expected to send shockwaves through the African-American community—and yet, give much relief to teachers everywhere—a federal judge ruled today that black women no longer have independent naming rights for their children. Too many black children—and many adults—bear names that border on not even being words, he said.
“I am simply tired of these ridiculous names black women are giving their children,” said U.S. Federal Judge Ryan Cabrera before rendering his decision. “Someone had to put a stop to it.”
The rule applies to all black women, but Cabrera singled out impoverished mothers.
“They are the worst perpetrators,” he said. “They put in apostrophes where none are needed. They think a ‘Q’ is a must. There was a time when Shaniqua and Tawanda were names you dreaded. Now, if you’re a black girl, you hope you get a name as sensible as one of those.”
Few stepped forward to defend black women—and black women themselves seemed relieved.
“It’s so hard to keep coming up with something unique,” said Uneeqqi Jenkins, 22, an African-American mother of seven who survives on public assistance. Her children are named Daryl, Q’Antity, Uhlleejsha, Cray-Ig, Fellisittee, Tay’Sh’awn and Day’Shawndra.
Beginning in one week, at least three white people must agree with the name before a black mother can name her child.
“Hopefully we can see a lot more black children with sensible names like Jake and Connor,” Cabrera said.
His ruling stemmed from a lawsuit brought by a 13-year-old girl whose mother created her name using Incan hieroglyphics.
“She said it would make me stand out,” said the girl, whose name can’t be reproduced by The Peoples News’ technology. “But it’s really just stupid.”
The National Association of Elementary School Teachers celebrated Cabrera’s decision.
“Oh my God, the first day of school you’d be standing there sweating, looking at the list of names wondering ‘How do I pronounce Q’J’Q’Sha.’?” said Joyce Harmon, NAEST spokeswoman. “Is this even English?”
The practice of giving black children outlandish names began in the 1960s, when blacks were getting in touch with their African roots, said historian Corlione Vest. But even he admits it got out of hand.
“I have a niece who’s six. I’m embarrassed to say I can’t even pronounce her name,” said Vest, a professor at Princeton University. “Whenever I want to talk to her, I just wait until she looks at me and then I wave her over.”
Cabrera’s ruling exempted black men because so few of them are actually involved in their children’s lives.

filamu zilizotengenezwa kati ya Januari 2007 hadi Machi 31, 2008, kwa
ajili ya kuwania tuzo hizo.
Khalili alisema kuwa, jopo la majaji litakutana baada ya Aprili 18
kuchagua watakaowania tuzo za Vinara wa Filamu Tanzania 2008.
Alisema fomu za kushiriki kuwania tuzo hizo zinapatikana katika vituo
vilivyotangazwa awali ambavyo ni ofisi za Baraza la Sanaa la Taifa
(BASATA) kwa Omari Mayanga, pia zinapatikana kwa wasambazaji wa filamu

3-29-08 UPDATE- More than 80 feared dead in Tanzania mining accident
MIRERANI, Tanzania (AFP) — More than 80 miners are feared dead after floods swept pits in northern Tanzania on Saturday, a survivor and police said.
Rescue operations were hampered by lack of equipment at the Mirerani Tanzanite gemstone mines near the northern city of Arusha, around 450 kilometers (280 miles) north of the capital Dar es Salaam.
"It started raining at two o'clock (2300 GMT) in the morning. We struggled and I managed to get out at three o'clock," said one surviving miner, Elia Fanuel.
"I know there is no hope of finding anybody alive. We will just look for the bodies to give them a decent burial," he told AFP. It was unclear if there were more survivors.
Police said six bodies had been recovered while mine owners said there were 87 people underground when the disaster struck.
"We have so far received six bodies and we are still searching for others," said the official, who was at the scene but declined to be identified.
"The owners of the pits said 87 were underground at the time of the floods," he added.
"We have the reports of the missing miners and rescuers have been rushed to the scene," Manyara regional commissioner Henry Shekifu told AFP.
"There have been heavy rains for the last seven days in the area. Similar cases occurred in the past, but this is worse because it involves a lot of people," he added.
Miners heading back to Arusha from the Mirerani and neighbouring pits told AFP they feared their colleagues were dead.
Torrential rains hampered communications in the region as well as the rescue operation, with many vehicles involved in the effort stranded several miles from the site of the disaster.
A lack of equipment also impeded the rescue operation.
"The (search) operation will continue but mining activity has been suspended," said Khalid Mandia, the district chief.
Tanzanite, a purple-blue shimmering stone, has been found only in northern Tanzania and in 2005 a leading gemstone miner said it unearthed the world's largest tanzanite stone weighing about three kilograms (6.6 pounds).
The lure of striking riches has drawn thousands of miners to Mirerani, which resembles a gold-rush town dotted with brothels, bars and hardware stores supplying the miners.
Tanzanite is believed to be limited to east Africa's Rift Valley region and the pits where the accident happened are located in the heart of Maasai land, a short distance from Mount Kilimanjaro.
The gemstone was discovered by Maasai tribesmen in 1967.
The east African nation's mining sector has expanded rapidly over the past decade after it adopted liberal economic policies in the mid-1980s.
Tanzania is the continent's third-largest gold producer after South Africa and Ghana and is also rich in diamonds, emeralds, rubies and sapphires.
The mining sector contributes less than three percent of the nation's GDP but the rate should reach 10 percent by 2025 according to a development plan outlined by the government.
3-29-08 ARUSHA, Tanzania (AP) -- A government official says 75 miners are missing and believed to have died in mines following heavy rains in northeastern Tanzania.
Manyara Regional Commissioner Henry Shekifu says mine owners reported the 75 men went missing Friday as heavy rains pounded their mines in Mererani, 25 miles southeast of Arusha.
Shekifu says the government is trying to get equipment to the mines to drain the water in hopes of retrieving the men.

Dawasco to introduce 300 water selling kiosks

The Dar es Salaam Water and Sewerage Corporation (Dawasco) has announced new plans to use trucks to distribute water at designated selling points in Dar es Salaam. The water utility firm says it will introduce kiosks and start physical distribution of water, apart from installing water pipes.
Dawasco Public Relations Manager Badra Masoud told The Guardian that water kiosks would be placed in areas that face acute water crisis, adding that the services would be offered at affordable price. According to the official, a 10-litre container will be selling at 20/- and a 20-litre one at 30/-.
``The facility will be managed by DAWASCO employees. A respected and trustworthy member of the community will be picked to manage these kiosks,`` said Masoud. On the monitoring of sales, she said the company would directly deal with the appointed sales persons who would be required to submit collected money against meter records.
Masoud said collections from the respective water points would be divided equitably - part of the money would go to the maintenance of the facility and the other for paying the salary of the manager. According to the official, Dawasco has drawn up a two-year plan to put up 300 water-kiosks in Dar es Salaam. She added that all problematic areas would be covered satisfactorily.
Meanwhile, DAWASCO has dismissed as baseless claims that its workers have polluted the water source at Ruvu, saying the security level at the location was too high for that to be done.
``Those were mere rumours. No one is allowed to stay close to the source. Even those who are going for a study tour must be scrutinised thoroughly before they are allowed in. How come that a stranger could find his way in? asked Masoud.
As part of Water Week celebrations, a number of Dar es Salaam residents turned up at Mnazi Mmoja grounds to clear their outstanding debt balances, according to the official.

Testing A New HIV/AIDS Vaccine May Endanger Patients

Bethesda, MD (AHN) - American researchers said that the two field tests of an HIV/AIDS vaccine failed to explore its safety and efficacy on volunteers but may have a chance of being infected by the disease.
Both tests were stopped last September and seven other trials of similarly created AIDS have been either sopped or postponed indefinitely.
The STEP and Phambili used the vaccine made from a common respiratory virus called adenovirus type 5 that had been weakened and then loaded with fragments of HIV. Both studies were stopped after the STEP study was proven useless and may be harmful.
The working hypothesis for what went wrong is that the vaccine somehow primed the immune system to be more susceptible to HIV infection - a scenario neither foreseen nor suggested by previous studies.

TAMPA, Fla.: San Diego coach Bill Grier came up with a couple of ways to prepare for 7-foot-3 Hasheem Thabeet.
"We had one of our kids get on the shoulders of another one of our kids and practice all week, then we held brooms up all around," Grier said Thursday.
He was joking.
But his ideas may not have been too far fetched. The 13th-seeded Toreros (21-13) haven't faced anyone with Thabeet's size and shot-blocking ability â€” a major concern heading into Friday's first-round NCAA tournament game against No. 4 seeded Connecticut (24-8) in the West Region.

When he accepted the award at the Big East banquet, clips of his blocks played on a big screen â€” a glaring flashback for all his victims sitting in the room. Thabeet's ensuing speech included a line thanking his teammates for allowing opponents to penetrate so he could swat so many shots.
"That's part of what I do," Thabeet said. "But it's not like I have to block everything for the team to win. I'm a small part of the team defense."
Most would disagree. Even coach Jim Calhoun lauded his post player for UConn's success.
"We would not be sitting here today with 24 wins without him," Calhoun said. "He's a factor even if he doesn't block his shot. If he gets there and blocks a couple, you're going to be very careful. If you try to shoot a second one, then you're very competitive. You try to shoot the third one, then (you're) very stupid. ... He can change a game."
Big men have made a big impact in the NCAA tournament the last two years.
Florida's Al Horford and Joakim Noah swatted some shots and altered many others at one end, then forced teams to collapse so much that it often created wide-open 3-pointers for their teammates. With Horford and Noah leading the way, the Gators became the first team in 15 years to repeat as national champions.
Throw in Ohio State's Greg Oden and Georgetown's Roy Hibbert, and centers were the center of attention in last year's Final Four.
Thabeet took notice.
"It does change the game a lot, when centers can block shots, run the floor, pass the ball, rebound and score," he said.
Thabeet is averaging 10.4 points and 7.9 rebounds, and shooting 60 percent from the field and 70 percent from the free throw line.
Not bad for someone who's been playing basketball for just five years. He grew up playing soccer in Dar Es Salaam, Tanzania, then turned to hoops at age 15. At 6-8 and still growing, friends suggested he try basketball, which would allow him to get a college education in the United States.
He searched the Internet, contacted a few small colleges and ended up at Cypress Christian School in Houston.
Although he was considered a project coming out of high school, he had offers from Louisville, Cincinnati and UConn. He chose the Huskies in hopes of following in the footsteps of some of the school's top shot-blockers like Donyell Marshall, Emeka Okafor, Josh Boone and Hilton Armstrong.
Thabeet averaged 6.2 points and 6.4 rebounds as a freshman and probably could have entered the NBA draft a year ago. But he decided to return for at least another year â€” and another shot at getting the Huskies back to the NCAA tournament.

"He's a great shot blocker," Grier said. "You see some teams on film keep trying to challenge him, and he keeps blocking shots. ... We have to be smart about it, but at the same time, we can't play in fear of him."

Ila wenye magari wanatakiwa kupisha waenda kwa miguu. Kila siku napita pale na lazima niseme huwa wakati wenye magari hawaheshimu waenda kwa miguu! Wanakupita kwa mbele au nyuma bila kujali.
Sasa leo asubuhi maskini, huyo mwanaume alikuwa anavuka barabara na lori ya SHAW's supermarket, tena zile kubwa kabisa 18 wheeler ilikuwa inapinda kona. Jamaa alikanyagwa na magari ya nyuma na kuburuzwa hadi kwenye taa nyingine pale mbele ya Dunkin Donuts na Liquor Store. Hiyo lori imesajiliwa Maine. Sidhani kama malori yanaruhusiwa kupita kwenye hiyo barabara nyakati hizo.
Kulikuwa na alama ya madamu na nyama za binadamu kwenye barabara! Hiyo alama ya damu inaonyesha jamaa alivyoburuzwa! Watu walioshuhudia wanasema kuwa ilibidi watu wapige makelele kumwambia dereva wa lori kuwa amemkanyaga mtu!
