Haiti waangamizwa na Kimbunga... nani ana jali?
Bila shaka mmesikia habari ya jinsi vimbunga vilivyopiga visiwa vya Caribbean hivi karibuni, Kisiwa kilichoathjirika zaidi ni Haiti. Nashangaa hatusikii sana habari hizo. Mamia ya watu wamekufa huko.
Hatusikii kwa sababu Haiti ni taifa la weusi! Kingekuwa kisiwa cha wazungu tungesikia kwenye matangazo maombi ya michango ya kuwapelekea walioathirika misaada. Kungekuwa na airlift ya kuleta mayatima kulelewa hapa Marekani.
Mnakumbuka Tsunami iliyopiga Indonesia? Wale walichangiwa mapesa na kupelekewa misaada kibao.
Sasa ni wiki kadhaa tangu kimbunga kifanye maafa huko Haiti mbona hatusikii kitu? Kuna habari kuwa watu wanakufa shauri ya kukosa maji ya kunywa safi na chakula. Hapa Boston kuna maHaitian wanakusanya misaada ya kupeleka huko lakini ni ndogo sana kulinganisha na kama vile wangefanya kampeni ya kuomba umati wawachangie.
Husikii hata waandishi wa habari wakitangaza habari za Haiti.
Wadau, kisiwa cha Cuba na kiswa cha Haiti si mabli na Marekani. WaCuba wameonewa na Castro (wanavyodai). Wanaruhusiwa kukaa hapa Marekani bila maswali kama wanaweza kufika Marekani. WaHaiti nao wamenyanyaswa na Papa Doc na Baby Doc na wengine. Wengi wakifika Marekani wanarudishwa bila huruma. Hao waCuba ni weupe weupe. WaHaiti ni weusi. Ukienda kwenye kambi ya wakimbizi waHaiti huko Florida kina hali duni sana kulinganisha na cha waCuba!

MCHUNGAJI Christopher Mtikila amelazwa katika Zahanati ya Tarime mjini hapa baada ya kupigwa jiwe la kichwani wakati akihutubia kumnadi mgombea wake.
Kwa mujibu wa maelezo ya daktari anayemtibu Mchungaji Mtikila, Philemon Hungiro, kiongozi huyo ameumizwa vibaya na jiwe hilo kisogoni kiasi cha kushonwa nyuzi tatu.
Mtikila alisema alipigwa jiwe hilo na mtu asiyemfahamu wakati akimnadi mgombea ubunge kupitia chama chake cha DP, Denson Makanya, kwenye Uwanja wa Shule ya Sabasaba mjini Tarime.
Jiwe hilo alipigwa majira ya saa 11 jioni leo wakati akitoa ufafanuzi wa taarifa zake kuhusu kifo cha aliyekuwa Mbunge wa Tarime, Chacha Wangwe.
Wakati akiishambulia Chadema kuhusika na kupanga mauaji hayo, ndipo mtu huyo alipochoropoka kutoka nyuma na kumpiga jiwe la kisogoni.
Hata hivyo, Mchungaji Mtikila alidai kipigo alichokipata ni matokeo ya ahadi ya Katibu Mkuu wa Chadema, Dk. Wilbrod Slaa, kwamba damu itamwagika na kwamba kiongozi huyo akifika Tarime atapigwa mawe.

Wakati siku za kuelekea uchaguzi mdogo wa kumsaka mbunge wa Jimbo la Tarime zikizidi kukaribia, hali ya kisiasa mjini hapa imeanza kuwa tete baada ya wafuasi wa vyama vinavyoshiriki uchaguzi huo kuendelea kufanyiana visa mfululizo, vikiwemo vile vya kumwagiana pilipili na kuwatwangana mawe mikutanoni.
Uchaguzi huo mdogo, unatarajiwa kufanyika Oktoba 12, ili kujaza nafasi iliyoachwa wazi na aliyekuwa mbunge wa jimbo hilo, Marehemu Chacha Wangwe, aliyefariki mjini Dodoma Julai 28 mwaka huu baada ya kupata ajali ya gari.
Jana, muendelezo wa visa vya baadhi ya wafuasi wa vyama hivyo vya CCM, CHADEMA, NCCR-Mageuzi na DP ulifikia pabaya baada ya Mwenyekiti wa UDP, mchungaji Christopher Mtikila kupigwa jiwe la kichwa wakati akiwa kwenye mkutano wa kampeni kwenye viwanja vya Sabasaba.
Mtikila alijeruhiwa vibaya na kukukimbiziwa hospitali mjini hapa ambako inadaiwa alishonwa nyuzi saba.
Kutokana na vibweka vinavyoendelea katika kampeni za kuelekea siku ya uchaguzi huo, , viongozi mbalimbali wa vyama vilivyosimamisha wagombea wamekuwa wakitoa kauli tofauti kuhusiana na yanayojiri.

Yeye aliripotiwa kuwa kiongozi wa kwanza kufanyiwa vurugu wakati wa kampeni jimboni humo.
Mvungi alikumbana na kadhia ya kutimuliwa kwa mawe wakati akimnadi mgombea wa chama chake cha NCCR.
Baada ya hapo, Dk. Mvungi ambaye pia ni Mhadhiri katika Chuo Kikuu cha Dar es Salaam, alilaani tukio hilo na kueleza kuwa ni la hatari, kwani hakuna chama chenye hakimiliki ya jimbo hilo.

Baada ya kutosimamisha mgombea jimboni humo ili kuwapa fursa wenzao wa upinzani jimboni humo, Prof. Lipumba na chama chake wamekuwa katika wakati mgumu wa kuamua wamuunge mkono mgombea yupi baada ya wenzao kuwasaliti kwa kusimamisha mgombea zaidi ya mmoja, kinyume cha makubaliano.
Mkanganyiko huo unadaiwa kutokea baada ya vyama vinavyoungana nacho katika umoja wao wa vyama vikiwemo vya CHADEMA, TLP na NCCR-Mageuzi kushindwa kumsimamaisha mgombea mmoja, hasa baada ya NCCR na CHADEMA kusimamisha wagombea wawili tofauti.

Wakati huohuo, Jeshi la Polisi jimboni humo limesema liko makini katika kudhibiti vitendo vyote vinavyoashiria kuvunja amani.
Akizungumza na Alasiri juzi, Kamanda wa Polisi wa Mkoa wa Mara, Liberatus Barlow, amesema FFU na polisi wengine kibao waliomwagwa jimboni humo wamejipanga vilivyo katika kuhakikisha kuwa uvunjifu wa amani unadhibitiwa ipasavyo.

10. BE SELECTIVE IN FRIENDSHIPS.
Friendship is not charity, it's a give-and-take relationship. Your friends should be people you love, admire and respect. Don't be afraid to expand, or change your circle of friends. As you get older, you may head in a different direction than those you once considered your 'best friends forever'. As you evolve and mature, you may grow apart from friends who no longer fulfill you - it's ok! Hold this person in your heart, but be true to yourself when devoting time, energy and emotion to anyone you seriously consider a 'friend'.
9. RE-INVENT YOURSELF WHEN NECESSARY.
Self-reinvention is a way to constantly reflect and assess your goals and priorities in your personal, academic and professional life. The concept of self-reinvention allows you to reconsider your lifestyle and, at any given moment, change a particular course of action. The beauty of this process is that you don't have to beat yourself up about behavior you consider undesirable. You should actually feel great that you have enough sense to realize the error of your ways (whatever they may be), and can spontaneously commit to change. Congratulations - you just solved a problem!
8. PROTECT YOURSELF.
HIV/AIDS is the #1 killer of black women ages 19-27 in America . You are not corny or lame if you insist on an HIV test before having 'relations' with someone. In fact, you're responsible for your health. Do not allow someone else to make a life or death decision for you Please DO NOT FALL FOR the age-old trick: 'Look at me - what am I supposed to do now?!' All men 'play with themselves'. Politely tell your partner that he should focus on 'self- love' until you're certain that he deserves to enter your temple.
7. JEALOUSY IS A WASTED EMOTION.
People who love themselves and recognize their worth are unable to be jealous of others. Why? You should be so preoccupied with loving yourself and changing what you don't like, you have no time to worry about what others are doing. Being jealous of someone is a waste of energy. You cannot control other people and the choices they make, or the luck they have. Weak people let other's circumstances affect their self-love and/or self-worth. Resist the temptation to be envious, as it will get you nowhere. If anything, let other people motivate you to achieve certain goals for yourself.
6. CARRY YOURSELF LIKE A LADY.
Embrace that which makes you a woman, and by all means, take advantage of the privileges that we have. Force men around you to treat you with the respect they would their mother, aunt or sister. Insist that your doors be opened for you, order your food first in a restaurant, and sit in the front seat if you are the only female in the car. There is nothing wrong with being 'pleasantly demanding'. Along with the privilege of womanhood comes a certain responsibility. Being a true 'lady' means you exhibit manners that would make your grandmother proud, your clothes are tasteful and appropriate for your age, and your hair and nails are always clean. These little things make a big difference in how you are viewed by outsiders, and the quality of men that you attract.
5. KEEP UP WITH CURRENT EVENTS.
Staying in touch with what's going on in the world is very important. Not only is it important to be aware of national and global issues, it makes you a lot more interesting to others because you always have something to talk about. It doesn't take much to watch the news, read the newspaper on-line, or buy an issue of TIME magazine or Newsweek. Don't forget - parents and teachers are a great source of information on current events, and would love to have a conversation with you about something 'serious'.
4. Travel.
Do you have a passport? If not, get one. Before you are saddled with the responsibilities of a job and a family, take advantage of your freedom and travel. Instead of buying a new outfit, buy a plane ticket. See other parts of the world and observe other cultures. More importantly, have fun! Plan a trip with a friend to a social event in another city, a beach on an island, or a city in a foreign country. Capture your memories with photos or in a diary (or a blog). You will cherish them forever.
3. Be Proud To Be Black.
Black culture and heritage is based on strength, perseverance, and rich talents. You should have an overwhelming sense of cultural pride - as black people, we are so very special. Don't EVER feel as if you aren't equal to another person simply because you're black. If you have any question as to the importance of black people to our society, or how smart, beautiful, talented, funny and fascinating we are, start reading. Watch old movies. Read plays.. Go see plays. Buy tickets for dance and musical performances. Seek opportunities to study academic topics involving, or related to, black people. Talk to your relatives that lived through some of the historical events you've heard about. Get on the Internet and study people with whom you're familiar. Keep in mind, black pride doesn't mean exclusion of others. It is most impressive when you seek to educate other cultures about the beauty and greatness of being black.
2. Have a Cause.
As long as you're here, it is your duty as a human being to help make the world a better place. Let your natural talents and passion lead you to an issue that keeps your attention, and to which you can commit your time and money. Get involved with groups that already exist. If your particular cause is new or unique, start your own group and make your friends join. Helping others is an easy way to feel good about yourself, and invest in the future of your community.
This is #1 and most important, yet challenging, mission to accomplish. Self-love is critical to survival at any age, and may be quite a personal journey. Loving yourself means recognizing, developing and honoring a sense of self-worth. Loving yourself means you have zero tolerance for anyone or anything that doesn't love you and respect you. Loving yourself also means you must treat yourself well, simply because no one else will do it for you.

[The] Alaska Women Reject Palin rally was to be held outside on the lawn in front of the Loussac Library in midtown Anchorage. Home made signs were encouraged, and the idea was to make a statement that Sarah Palin does not speak for all Alaska women, or men. I had no idea what to expect.
The rally was organized by a small group of women, talking over coffee. It made me wonder what other things have started with small groups of women talking over coffee. It's probably an impressive list. These women hatched the plan, printed up flyers, posted them around town, and sent notices to local media outlets. One of those media outlets was KBYR radio, home of Eddie Burke, a long-time uber-conservative Anchorage talk show host. Turns out that Eddie Burke not only announced the rally, but called the people who planned to attend the rally "a bunch of socialist baby-killing maggots," and read the home phone numbers of the organizers aloud over the air, urging listeners to call and tell them what they thought. The women, of course, received some nasty, harassing and threatening messages.
I felt a bit apprehensive. I'd been disappointed before by the turnout at other rallies. Basically, in Anchorage, if you can get 25 people to show up at an event, it's a success. So, I thought to myself, if we can actually get 100 people there that aren't sent by Eddie Burke, we'll be doing good. A real statement will have been made. I confess, I still had a mental image of 15 demonstrators surrounded by hundreds of menacing "socialist baby-killing maggot" haters.
It's a good thing I wasn't tailgating when I saw the crowd in front of the library or I would have ended up in somebody's trunk. When I got there, about 20 minutes early, the line of sign wavers stretched the full length of the library grounds, along the edge of the road, 6 or 7 people deep! I could hardly find a place to park. I nabbed one of the last spots in the library lot, and as I got out of the car and started walking, people seemed to join in from every direction, carrying signs.
Never, have I seen anything like it in my 17 and a half years living in Anchorage. The organizers had someone walk the rally with a counter, and they clicked off well over 1400 people (not including the 90 counter-demonstrators). This was the biggest political rally ever, in the history of the state. I was absolutely stunned. The second most amazing thing is how many people honked and gave the thumbs up as they drove by. And even those that didn't honk looked wide-eyed and awe-struck at the huge crowd that was growing by the minute. This just doesn't happen here.
Then, the infamous Eddie Burke showed up. He tried to talk to the media, and was instantly surrounded by a group of 20 people who started shouting O-BA-MA so loud he couldn't be heard. Then passing cars started honking in a rhythmic pattern of 3, like the Obama chant, while the crowd cheered, hooted and waved their signs high.
So, if you've been doing the math Yes. The Alaska Women Reject Palin rally was significantly bigger than Palin's rally that got all the national media coverage! So take heart, sit back, and enjoy the photo gallery. Feel free to spread the pictures around to anyone who needs to know that Sarah Palin most definitely does not speak for all Alaskans. The citizens of Alaska, who know her best, have things to say.

Aid to Africa historical duty, not charity

President Jakaya Kikwete yesterday told the developed nations that it is their historic duty and moral obligation to help Africa. He said the help should not be considered as a charity.
President Kikwete made the statement at a high level meeting on Africa`s development needs held at the United Nations offices in New York.
``I would like to express Africa`s disappointment at the failure of the developed nations to honour their commitments to provide resources to deal with the challenges of Africa`s development. It is their historic duty; it is a moral obligation to help the needy in Africa. It is not charity,`` the chairman of the African Union said.
Kikwete said that development required high amounts of resources which Africa lacked, unfortunately because of its low levels of development.
``Africa has no sufficient resources to pull itself out of the poverty trap,`` he said, adding, ``The good thing is that all of us, in the continent and in the international community, recognise the question of Africa?s acute resource constraint. We also know that African governments have been taking measures to tackle their development challenges using the little resources available.``
Kikwete said the international community had been generous enough to assist African nations with resources to compliment their efforts, although the resources being committed and being made available are not sufficient to lift Africa out of the poverty trap quickly.
The AU head further pointed out that a lot of resources promised by the developed countries were not provided to needy Africans on time.
He recalled the Monterrey Consensus adopted by heads of state and government in March 2002, saying the consensus provided a key framework for financing development.
``We, in Africa, saw the adoption of the consensus as an important step in scaling up efforts to mobilise domestic and external resources for our development and that of other needy developing nations on this planet,`` Kikwete said.
?It is only prudent that, as we elevate Africa`s development agenda as a matter of global concern, we take stock as to where we are on the implementation of the Monterey Consensus and other decisions taken at different international fora,`` he added.
The AU chairperson said Africans were appreciative of several efforts that had been made in recent years to address the challenges of financing the continent`s development needs.
``These efforts are reflected in the 2005 World Summit Outcome, the 2005 Paris Declaration on Aid Effectiveness, and the 2005 G-8 Gleneagles Summit Declaration``, he said.
President Kikwete commended the G-8 countries for increasingly paying more attention to development issues affecting Africa, stressing that all these efforts had added momentum to commitments made by the world class leaders in the Monterrey Consensus.
``We in Africa are concerned at the persistent gap between what has been promised and what has been delivered. Collectively, the G8 are badly off track with their development assistance promises to Africa,`` he said.
He however, acknowledged that in total, G8 assistance to sub-Saharan Africa has increased by only USD 2.3 billion since 2004, when it should have increased by USD 5.4 billion over that period.
?If current trends continue, African countries will not be able to mobilise the resources required to finance the public investments critical to achieving the MDGs.
Now is the time, for friends of Africa in the developed world to walk the talk.
Not doing so now may be too late, as far as meeting the 2015 targets is concerned,? President Kikwete said.

Tuhuma dhidi ya watoto 16 wa vigogo ziliibuka wakati kashfa ya wizi wa fedha za Akaunti ya Malipo ya Madeni ya Nje (EPA), ikiwa imeshamiri kiasi cha kusababisha aliyekuwa gavana, Daud Ballali kusitishwa mkataba wake na kufanyika kwa mabadiliko kadhaa kwenye uongozi wa chombo hicho nyeti cha fedha.
Na Gavana wa BoT, Profesa Benno Ndulu, aliahidi kuzishughulikia tuhuma hizo wakati huo baada ya tuhuma hizo kushikiwa bango.
Jana, wafanyakazi wanane wa BoT, baadhi yao wakiwa wamejifunika nyuso kwa nguo na nywele za bandia, walifikishwa katika Mahakama ya Hakimu Mkazi Kisutu wakishtakiwa kwa tuhuma za kughushi vyeti na kutoa hati za uongo.
Wafanyakazi hao, wengi wao wakiwa wanawake, ni Justina J Mungai, ambaye imeelezwa kuwa ni mtoto wa Joseph Mungai, ambaye amewahi kushika wizara tofauti ikiwemo ya elimu, Christina G Ntemi, Siamini Eddie Kombakono, Janeth John Mahenge, Beatha Constantine Massawe, Jacquiline David Juma, Philimina Philibert Mutagurwa na Amina Mohamed Mwinchumu.
Wafanyakazi hao walifikishwa katika mahakama hiyo saa 4.00 asubuhi na kusomewa shtaka mbele ya Hakimu Neema Chusi. Wakili wa serikali, Edgar Luoga, akisaidiana na Mwendesha Mashtaka wa Taasisi ya Kuzuia na Kupambana na Rushwa (Takukuru), Abubakar Msangi, ndio walioongoza mashtaka hayo.
Washtakiwa hao kwa pamoja wanadaiwa kughushi vyeti vya kuhitimu kidato cha nne na kutoa hati za uongo kwa mwajiri wao, ambaye ni BoT.
Washtakiwa Mungai, Massawe na Mwinchumu, wanadaiwa kughushi vyeti hivyo mwaka 2001, wakati Ntemi, Kombakono, Mahenge na Mutagurwa wanadaiwa kughushi vyeti hivyo mwaka 2002. Vilevile anasema alihoji utaratibu wa kupata msamaha wa Rais, na iwapo anaweza kunufaika nao, lakini alijibiwa kuwa kutokana na kosa lake hawezi kuupata.
Anaongeza kusema kuwa, alihoji kuhusu utendaji wa Bodi ya Parole kwa wafungwa ambao waliotumikia kifungo kwa muda wa miezi 18 na kuonyesha tabia na mwenendo mnzuri, kama wanaweza kunufaika na Bodi hiyo na kupendekezwa kutumikia kifungo cha nje.
Musendo ambaye alikuwa Mhariri Mkuu wa gazeti la wiki la Family Mirror la Kiingereza, anasema aliwasilisha malalamiko hayo katika mkutano wa wafungwa mbele ya Mkuu wa Magereza wa Mkoa wa Pwani.
Anaendelea kusema huenda mambo hayo ndiyo yaliyopelekea yeye kuteuliwa kuwa mnyapara mkuu, wadhifa ambao alikuwa nao hadi anamaliza kutumikia kifungo chake.
Kwa mujibu wa Msendo inawezekana pia alichaguliwa kushika wadhifa huo kutokana na kujibu vema maswali mengi yaliyokuwa yakiulizwa na mkuu huyo wa magereza kuhusu matukio mbalimbali yaliyotokea hivi karibuni duniani.
``Mkuu wa Magereza alikuwa anauliza maswali mengi ya current affairs, nikawa najibu ipasavyo, inaweza pia ikawa sababu nyingine ya kuchaguliwa kwangu kuwa mnyapara mkuu wa wafungwa,`` anasisitiza.

Jukumu lingine lilikuwa ni kuhakikisha wafungwa waliopangiwa kazi wanafanya kazi zao kama walivyotakiwa, kukagua usafi wa gereza na kuhakikisha wafungwa hawapigi kelele na kuleta fujo gerezani.
Katika kutekeleza wajibu wake, Msendo anadokeza aliruhusiwa kumpiga kofi moja mgongoni mfungwa anayekaidi kufanya kazi alizopangiwa au kuleta fujo gerezani.
Msendo ambaye anaonyesha matumaini mapya katika maisha yake baada ya kutoka kifungoni, anasema amedhamiria kuandika kitabu kuelezea maisha aliyoyakuta gerezani.
Katika kitabu hicho, Msendo anataka kuishauri serikali kuangalia, kusimamia na kutekeleza kwa msingi haki za binadamu katika magereza.
Anasema wapo wafungwa wengi ambao wapo magerezani sio kwa sababu walifanya makosa, isipokuwa wameingia huko kwa bahati mbaya, kutokana na kubambikizwa kesi za uongo.

Irate parents seek police help to stone vaccination officials
TANZANIA has for the past two years been on higher scoreboards at Big Brother Africa (BBA) reality TV show, but this year’s representative Latoya Lyakurwa failed to sustain that impressive run as she became the first housemate to be evicted from the House on Sunday.
Multichoice Tanzania Marketing Manager, Furaha Samalu said yesterday that Latoya is expected to arrive in the country today aboard a South African Airways plane.
Latoya predecessors Mwisho Mwampamba made it to the final while Richard Bezenhedount scooped the title and the 100,000 US Dollars that go with the honour last year.
Latoya was out of the game after spending less than 30 days in the House alongside Tawana and the two were visibly clenching and freezing on the couch when the Master of Ceremonies-KB finally announced that Latoya was the housemate to leave.
After the announcement, her smile remained fixed on her face and helplessly she embraced Tawana, her newly-formed close friend, bidding her farewell.
Latoya said she saw it coming that she would be evicted and that she would miss all the boys in the House. She watched with great envy as the Housemates welcomed back Tawana.
Latoya hailed Big Brother for presenting her with a great platform to market her for a month. “I really needed that”, she said.
She promised to get in contact with all the Housemates after the project has ended. “Everybody is special in their own ways. I’ll get into contact with everyone. I’d love to go to Nigeria, Botswana, Angola...”

ABOUT SARAH PALIN
I am a resident of Wasilla, Alaska. I have known Sarah since 1992.
Everyone here knows Sarah, so it is nothing special to say we are on a
first-name basis. Our children have attended the same schools. Her
father was my child's favorite substitute teacher. I also am on a first
name basis with her parents and mother-in-law. I attended more City
Council meetings during her administration than about 99% of the
residents of the city.
She is enormously popular; in every way she's like the most popular
girl in middle school. Even men who think she is a poor choice and
won't vote for her can't quit smiling when talking about her because
she is a "babe".
It is astonishing and almost scary how well she can keep a secret. She
kept her most recent pregnancy a secret from her children and parents
for seven months.
She is "pro-life". She recently gave birth to a Down's syndrome baby. There is no cover-up involved, here; Trig is her baby.
She is energetic and hardworking. She regularly worked out at the gym.
She is savvy. She doesn't take positions; she just "puts things out
there" and if they prove to be popular, then she takes credit.
Her husband works a union job on the North Slope for BP and is a
champion snowmobile racer. Todd Palin's kind of job is highly
sought-after because of the schedule and high pay. He arranges his work
schedule so he can fish for salmon in Bristol Bay for a month or so in
summer, but by no stretch of the imagination is fishing their major
source of income. Nor has her life-style ever been anything like that
of native Alaskans.
Sarah and her whole family are avid hunters.
She's smart.
Her experience is as mayor of a city with a population of about 5,000
(at the time), and less than 2 years as governor of a state with about
670,000 residents.
During her mayoral administration most of the actual work of running
this small city was turned over to an administrator. She had been
pushed to hire this administrator by party power-brokers after she had
gotten herself into some trouble over precipitous firings which had
given rise to a recall campaign.
Sarah campaigned in Wasilla as a "fiscal conservative". During her 6
years as Mayor, she increased general government expenditures by over
33%. During those same 6 years the amount of taxes collected by the
City increased by 38%. This was during a period of low inflation
(1996-2002). She reduced progressive property taxes and increased a
regressive sales tax which taxed even food. The tax cuts that she
promoted benefited large corporate property owners way more than they
benefited residents.
The huge increases in tax revenues during her mayoral administration
weren't enough to fund everything on her wish list though, borrowed
money was needed, too. She inherited a city with zero debt, but left it
with indebtedness of over $22 million. What did Mayor Palin encourage
the voters to borrow money for? Was it the infrastructure that she said
she supported? The sewage treatment plant that the city lacked? or a
new library? No. $1m for a park. $15m-plus for construction of a
multi-use sports complex which she rushed through to build on a piece
of property that the City didn't even have clear title to, that was
still in litigation 7 yrs later--to the delight of the lawyers
involved! The sports complex itself is a nice addition to the community
but a huge money pit, not the profit-generator she claimed it would be.
She also supported bonds for $5.5m for road projects that could have
been done in 5-7 yrs without any borrowing.
While Mayor, City Hall was extensively remodeled and her office redecorated more than once.
These are small numbers, but Wasilla is a very small city.
As an oil producer, the high price of oil has created a budget surplus
in Alaska. Rather than invest this surplus in technology that will make
us energy independent and increase efficiency, as Governor she proposed
distribution of this surplus to every individual in the state.
In this time of record state revenues and budget surpluses, she
recommended that the state borrow/bond for road projects, even while
she proposed distribution of surplus state revenues: spend today's
surplus, borrow for needs.
She's not very tolerant of divergent opinions or open to outside ideas
or compromise. As Mayor, she fought ideas that weren't generated by her
or her staff. Ideas weren't evaluated on their merits, but on the basis
of who proposed them.
While Sarah was Mayor of Wasilla she tried to fire our highly respected
City Librarian because the Librarian refused to consider removing from
the library some books that Sarah wanted removed. City residents
rallied to the defense of the City Librarian and against Palin's
attempt at out-and-out censorship, so Palin backed down and withdrew
her termination letter. People who fought her attempt to oust the
Librarian are on her enemies list to this day.
Sarah complained about the "old boy's club" when she first ran for
Mayor, so what did she bring Wasilla? A new set of "old boys". Palin
fired most of the experienced staff she inherited. At the City and as
Governor she hired or elevated new, inexperienced, obscure people,
creating a staff totally dependent on her for their jobs and eternally
grateful and fiercely loyal--loyal to the point of abusing their power
to further her personal agenda, as she has acknowledged happened in the
case of pressuring the State's top cop (see below).
As Mayor, Sarah fired Wasilla's Police Chief because he "intimidated"
her, she told the press. As Governor, her recent firing of Alaska's top
cop has the ring of familiarity about it. He served at her pleasure and
she had every legal right to fire him, but it's pretty clear that an
important factor in her decision to fire him was because he wouldn't
fire her sister's ex-husband, a State Trooper. Under investigation for
abuse of power, she has had to admit that more than 2 dozen contacts
were made between her staff and family to the person that she later
fired, pressuring him to fire her ex-brother-in-law. She tried to
replace the man she fired with a man who she knew had been reprimanded
for sexual harassment; when this caused a public furor, she withdrew
her support.
She has bitten the hand of every person who extended theirs to her in
help. The City Council person who personally escorted her around town
introducing her to voters when she first ran for Wasilla City Council
became one of her first targets when she was later elected Mayor. She
abruptly fired her loyal City Administrator; even people who didn't
like the guy were stunned by this ruthlessness.
Fear of retribution has kept all of these people from saying anything publicly about her.
When then-Governor Murkowski was handing out political plums, Sarah got
the best, Chair of the Alaska Oil and Gas Conservation Commission: one
of the few jobs not in Juneau and one of the best paid. She had no
background in oil & gas issues. Within months of scoring this great
job which paid $122,400/yr, she was complaining in the press about the
high salary. I was told that she hated that job: the commute, the
structured hours, the work. Sarah became aware that a member of this
Commission (who was also the State Chair of the Republican Party)
engaged in unethical behavior on the job. In a gutsy move which some
undoubtedly cautioned her could be political suicide, Sarah solved all
her problems in one fell swoop: got out of the job she hated and
garnered gobs of media attention as the patron saint of ethics and as a
gutsy fighter against the "old boys' club" when she dramatically quit,
exposing this man's ethics violations (for which he was fined).
As Mayor, she had her hand stuck out as far as anyone for pork from
Senator Ted Stevens. Lately, she has castigated his pork-barrel
politics and publicly humiliated him. She only opposed the "bridge to
nowhere" after it became clear that it would be unwise not to.
As Governor, she gave the Legislature no direction and budget
guidelines, then made a big grandstand display of line-item vetoing
projects, calling them pork. Public outcry and further legislative
action restored most of these projects--which had been vetoed simply
because she was not aware of their importance--but with the unobservant
she had gained a reputation as "anti-pork".
She is solidly Republican: no political maverick. The State party
leaders hate her because she has bit them in the back and humiliated
them. Other members of the party object to her self-description as a
fiscal conservative.
Around Wasilla there are people who went to high school with Sarah.
They call her "Sarah Barracuda" because of her unbridled ambition and
predatory ruthlessness. Before she became so powerful, very ugly
stories circulated around town about shenanigans she pulled to be made
point guard on the high school basketball team. When Sarah's
mother-in-law, a highly respected member of the community and
experienced manager, ran for Mayor, Sarah refused to endorse her.
As Governor, she stepped outside of the box and put together of package
of legislation known as "AGIA" that forced the oil companies to march
to the beat of her drum.
Like most Alaskans, she favors drilling in the Arctic National Wildlife
Refuge. She has questioned if the loss of sea ice is linked to global
warming. She campaigned "as a private citizen" against a state
initiaitive that would have either a) protected salmon streams from
pollution from mines, or b) tied up in the courts all mining in the
state (depending on who you listen to). She has pushed the State's
lawsuit against the Dept. of the Interior's decision to list polar
bears as threatened species.
McCain is the oldest person to ever run for President; Sarah will be a heartbeat away from being President.
There has to be literally millions of Americans who are more knowledgeable and experienced than she.
However, there's a lot of people who have underestimated her and are regretting it.

residents. Many cities have more residents than the state of Alaska. No
legislative experience other than City Council. Little hands-on
supervisory or managerial experience; needed help of a city
administrator to run town of about 5,000.

*open & transparent: ??? Good at keeping secrets. Not good at explaining actions.
*has a developed philosophy of public policy: no
*"a Greenie": no. Turned Wasilla into a wasteland of big box stores and
disconnected parking lots. Is pro-drilling off-shore and in ANWR.
*fiscal conservative: not by my definition!
*pro-infrastructure: No. Promoted a sports complex and park in a city
without a sewage treatment plant or storm drainage system. Built
streets to early 20th century standards.
*pro-tax relief: Lowered taxes for businesses, increased tax burden on residents
*pro-small government: No. Oversaw greatest expansion of city government in Wasilla's history.
*pro-labor/pro-union. No. Just because her husband works union doesn't
make her pro-labor. I have seen nothing to support any claim that she
is pro-labor/pro-union.
WHY AM I WRITING THIS?
First, I have long believed in the importance of being an informed
voter. I am a voter registrar. For 10 years I put on student voting
programs in the schools. If you google my name (Anne Kilkenny +
Alaska), you will find references to my participation in local
government, education, and PTA/parent organizations.
Secondly, I've always operated in the belief that "Bad things happen
when good people stay silent". Few people know as much as I do because
few have gone to as many City Council meetings.
Third, I am just a housewife. I don't have a job she can bump me out
of. I don't belong to any organization that she can hurt. But, I am no
fool; she is immensely popular here, and it is likely that this will
cost me somehow in the future: that's life.
Fourth, she has hated me since back in 1996, when I was one of the 100
or so people who rallied to support the City Librarian against Sarah's
attempt at censorship.
Fifth, I looked around and realized that everybody else was afraid to say anything because they were somehow vulnerable.
CAVEATS
I am not a statistician. I developed the numbers for the increase in
spending & taxation 2 years ago (when Palin was running for
Governor) from information supplied to me by the Finance Director of
the City of Wasilla, and I can't recall exactly what I adjusted for:
did I adjust for inflation? for population increases? Right now, it is
impossible for a private person to get any info out of City Hall--they
are swamped. So I can't verify my numbers.
You may have noticed that there are various numbers circulating for the
population of Wasilla, ranging from my "about 5,000", up to 9,000. The
day Palin's selection was announced a city official told me that the
current population is about 7,000. The official 2000 census count was
5,460. I have used about 5,000 because Palin was Mayor from 1996 to
2002, and the city was growing rapidly in the mid-90's.

Kwa kweli nimefurahi sana kusikia kuwa Zephania Musendo, "Mzee Zeph" ametoka gerezani. Nilifanya naye kazi miaka mingi Daily News na nilisikitika sana nilivyosikia kuwa amehukumiwa kifungo cha gerezani eti kwa kuomba rushwa. Jamani, huko Bongo watu wangapi wanaomba rushwa na kupokea??? Na hao mafisadi wa mabilioni na mabilioni mbona hawaendi gerezani?
Mzee Zeph anasema ataandika kitabu kuhusu maisha yake ya gerezani. Kwa kweli mambo aliyodokoza yalitokea huko ni 'wake-up call' kwa serikali.

Human rights violation in prisons rife - ex-editor

Former `Family Mirror` editor Zephania Musendo, who was released from jail on Tuesday, said yesterday that human rights violations are rampant in the country`s prisons.
Musendo, who was serving a five-year jail term, cited congestion of inmates, mistreatment of prisoners, mixing juveniles and adults in prison cells and inadequate social needs as some of the violations.
Narrating his ordeal, Musendo said one of his worst recollections was on his first day when the prison warden ordered him and other convicts to strip naked as part of an inspection exercise.
``The inspection involves complete stripping of one\'s clothes. Some of the inmates before whom you have to strip naked are the age of your own children.
I consider this as one of the most degrading acts to humankind,`` lamented Musendo.
He mentioned bedding as another problem, as most of the mattresses used by the inmates are in a pathetic state.
According to Musendo, a prisoner has to rearrange a couple of rags of old mattresses to find comfort while sleeping in a certain formation that can accommodate as many prisoners as possible.
Receiving medical attention in prison is also another hurdle which, according to Musendo, needs to be looked into.
``Most medical officers are prison officers who tend to put first and foremost their role as prison officer rather than doctor. In most cases they tend to ignore a prisoner who complains of feeling unwell,`` said Musendo.
He cited a case where, despite telling a doctor that he had heart problems, the latter ignored him and assigned him heavy duties, causing him to collapse before he was taken back to his cell.
``I call on the government to employ civilian medical officers to ensure that prisoners are accorded proper medical services,`` said Musendo.
Musendo said he held no grudge against anyone, but said the only thing he looked forward to was being able to feed his family.
He said he planned to write a book to narrate his experience in prison.
``I call upon the society to understand that jail is hell and everyone should ensure that they do whatever they can to avoid going there,`` he said.
Musendo was sentenced to five years` imprsionment by the Kisutu Resident Magistrate`s Court in 2005 after he was convicted of soliciting and receiving a bribe.
He spent most of his jail term at Mkuza prison in Kibaha, Coast Region.

Panic as LUKU meters collapse

Tanzania Electric Supply Company`s (Tanesco) automatic vending machines in Dar es Salaam collapsed on Monday, putting customers using pre-paid meters popularly known as LUKU at risk of going without power for days.
A survey conducted by this paper in the city up to yesterday afternoon showed that nearly all LUKU (pay-for-power-as-you-consume-it) vending stations have fallen dead since Monday night.
Services are said to have returned to normal on Tuesday night before collapsing again yesterday morning.
Tanesco Communication Manager Badra Masoud said in an interview yesterday that the problem was caused by technical faults in the network linking up the machines.
Technicians from the giant state-run monopoly have been making frantic efforts to solve the problem, she explained.
``Our technicians have been working non-stop to solve the problem to spare our esteemed customers a protracted blackout that would also adversely affect the company financially,`` noted Masoud, without saying how much revenue the company had lost following the system failure.
``I cannot at the moment say exactly how dearly the problem has cost us. I will be in a position to speak about it later because we need to make some computations first``, she added.
According to the official, only Dar es Salaam is affected and vending stations in all other regions where they are in use are functioning normally.
Dar es Salaam apart, the LUKU system is in use in Arusha, Dodoma, Mara, Mwanza and Shinyanga regions and several major urban centres elsewhere.
Our survey shows that Dar es Salaam has more than 100 LUKU vending stations and Tanesco technicians managed to restore services at Mikocheni station late yesterday.
Meanwhile, scores of people were seen moving from one vending station to another in a futile attempt to purchase emergency power. Most of those interviewed wondered why Tanesco was tight-lipped over such a sensitive development, the first of its magnitude to hit its LUKU consumers.
The LUKU vending machines first came into use in Tanzania in 1995, with most installed in Dar es Salaam. They were chiefly meant for residential and commercial consumers but they are used by several other segments of the public.
Most other Tanesco consumers still use conventional electricity meters but the company has not been able to give any figures.
As we went to press, Tanesco apologised to its LUKU customers who had failed to purchase vouchers at various selling points in Dar es Salaam after the sudden malfunctioning of its computer network.
``The problem first occurred at 11.00 am on Monday
and repeatedly occurred until today (yesterday) when it was eventually resolved,`` read the statement issued by public relations manager Badra Masoud.
The Tanesco management also informed customers who had unsuccessfully tried to purchase LUKU vouchers through the National Microfinance Bank and been erroneously debited, that they would get back their money.
The statement advised city power consumers to purchase LUKU vouchers at the following selling points:
-BP Posta/Upanga petrol station
-Fuel station at Swahili Street, Kariakoo
-Magomeni petrol station.
-Tandika Maghorofani
-BP Sinza Kijiweni
-Tegeta Kibaoni
-Buguruni filling station

Baadhi ya walimu kati ya 200 ambao mkurugenzi wa Manispaa ya Kinondoni, Dar es salaam amedai kuwa hawatambui hivyo wakatafute nafasi mahali pengine.

MKURUGENZI wa Manispaa ya Kinondoni amewakana zaidi ya walimu 200 waliondamana hadi ofisini kwake kudai fedha za kujikimu ambazo hawajapewa tangu waripoti katika vituo vyao vya kazi mwezi Mei mwaka huu.
Akizungumza baada ya kupokea maandamano hayo, mkurugenzi wa manispaa hiyo, Noel Mahyenga alisema, hahusiki na walimu hao na wala hawatambui kama waajiriwa wa manispaa yake.
"Wanatakiwa kurudi ngazi ya mkoa ili kuangalia sehemu watakapowaweka kwa kuwa manispaa yangu haina upungufu wa walimu, ingawa tatizo hili nalifahamu," alisema mkurugenzi huyo.
Alipotakiwa kutoa maelezo kuhusu mshahara waliolipwa mwezi walioanza kufanya kazi, mkurugenzi huyo alidai kuwa, walilipwa kimakosa na kwamba kama watabahatika kupata sehemu za kwenda, ataongea na wizara ili wakatwe mshahara huo.
"Kulipwa mshahara, barua na mkataba wa kazi si hoja. Katika bajeti yangu sina pesa ya kuwalipa walimu hawa. Warudi mkoani. Kama walipangiwa Kinondoni ni makosa yalifanyika bila kujua. Nina walimu wa kutosha," alisema Mahyenga.
Majibu hayo yaliwasikitisha walimu hao.
"Nashindwa kuelewa tunapoambiwa kwamba sisi siyo waajiriwa wa Manispaa wakati tuna barua za kuripoti kazini na mikataba tunayo, na kama walijua sisi siyo waajiriwa kwa nini tumelipwa mshahara wa mwezi Julai?" alihoji Mwalimu Rehema Macha.
Akizungumzia suala hilo, Afisaelimu wa Mkoa wa Dar es Salaam, Makali Bernard alikiri kutokea tatizo hilo na kuongeza kuwa hahusiki.
"Nilishamaliza kazi ya kuwapangia vituo vya kufanyia kazi. Nashangaa kusikia kwamba Manispaa haiwatambui kama watumishi wao," alisema. "Kazi yangu ni kugawa vituo kama ninavyoagizwa na wizara. Hilo ni suala la mkurugenzi wa manispaa ambaye ndiye mwajiri wao."
Walimu hao walisema hali yao kifedha ni mbaya na kwamba fedha walizokuwa nazo zilishaisha siku nyingi, lakini bado wanaendelea kufundisha. Walidai kuwa baadhi yao walikuwa wamepanga vyumba, lakini wamefikia hatua wanaona watashindwa kulipia kodi ya pango, huku baadhi wakiwa wameanza kufukuzwa.
Mwanasheria wa Chama cha Walimu (CWT), Leonard Haule, aliwashauri walimu hao kurudi nyumbani na kwamba ataenda nao kwenye ofisi za manispaa hiyo kujua mustakabali wao.
Rais wa chama hicho, Gratian Mukoba alisema kuwa, hali hii inaonyesha kuwa mgomo wao waliopanga ufanyike Oktoba 15 utakuwa na nguvu.
"Kama wanaona walimu ni lazima waandamane ili wapate haki zao, tutawaonyesha tulivyochoka na usumbufu huo," alisema. "Kama wamefikia kuwakana wafanyakazi wao, hali inasikitisha."
