ICC Sends 2 Convicted Warlords to Congo Prison
THE HAGUE, Netherlands (AP) - The International Criminal Court has sent two militia leaders convicted of committing war crimes in the Democratic Republic of Congo to that country to serve the remainder of their prison sentences.
The court announced that Thomas Lubanga and Germain Katanga were transferred to a Congolese prison on Saturday.
Lubanga was sentenced in 2012 to 14 years for using child soldiers in his militia during fighting in the mineral-rich eastern region of Ituri. Katanga was sentenced in 2014 to 12 years for crimes including being an accessory to murder.
Katanga's punishment was reduced by appeals judges and he is due to complete his sentence Jan. 18.

WAZIRI wa Nchi, Ofisi ya Rais-Menejimenti ya Utumishi wa Umma na Utawala Bora, Angellah Kairuki, ameiagiza Idara ya Usimamizi wa Rasilimaliwatu (Utumishi) kuwachukulia hatua watumishi waliobainika kutumia vyeti visivyo vyao, kupata ajira serikalini.
Kairuki amesema hayo jana alipotembelea idara hiyo katika muendelezo wa ratiba yake ya kutembelea Idara/Vitengo vya Ofisi ya Rais Menejimenti ya Utumishi wa Umma.
“Watumishi wote waliobainika kupitia Mfumo Shirikishi wa Malipo ya Mishahara ya Watumishi wa Umma (Payroll), kwamba wametumia vyeti visivyo halali wachukuliwe hatua stahiki,” amesema Kairuki.
Amemtaka Mkurugenzi wa Idara ya Usimamizi wa Rasilimali watu Utumishi, Emmanuel Mlay kutafuta ufumbuzi wa kumaliza tatizo la watumishi wanaotumia vyeti vya kughushi.
“Muwasilishe vyeti vyao Baraza la Mitihani kwa ajili ya uhakiki na baada ya uhakiki muwachukulie hatua stahiki watumishi wanaoonekana kutumia vyeti visivyo halali kwao,” alisisitiza.
Naye, Mkurugenzi Msaidizi Idara ya Usimamizi wa RasilimaliwatuUtumishi, Leonard Mchau, alisema kuwa Ofisi ya Rais-Menejimenti ya Utumishi wa Umma, imehakiki watumishi 704 na kati ya hao, watumishi 219 baada ya vyeti vyao kuhakikiwa na Baraza la Mitihani, waligundulika waliajiriwa kwa vyeti vya kughushi.
Hata hivyo, Mchau aliongeza kuwa baadhi ya watumishi hao waliobainika kughushi vyeti ili kujipatia ajira serikalini, wamekimbia vituo vyao vya kazi. Mchau aliwaasa wananchi kuepuka mchezo wa kughushi vyeti, ili kujipatia ajira Serikalini.

Term Limits Lifted for Rwanda

KIGALI, Rwanda (AP) - The head of Rwanda's electoral commission said late Friday partial results show Rwandans have voted to lift term limits in order to allow President Paul Kagame extend his rule.
More than 98 percent from 21 out of 30 districts, representing 70 percent of registered voters, voted to lift term limits for Kagame, Mbanda Kalisa said. Kagame's supporters celebrated the announcement in the capital, Kigali.
Kagame, 58, is ineligible to run in 2017 because the Rwandan constitution limits a president to two terms. But if Rwandans approve the referendum, Kagame would be able to run for an additional seven-year term and then two-five year terms, which means he could possibly stay in power until 2034.

Kagame became president in 2000 after being Rwanda's de facto leader since the end of the country's genocide in 1994. He is credited with stabilizing the country and promoting economic growth after the mass killings, but critics say he is an authoritarian ruler who does not tolerate opposition and he is accused of human rights abuses.
Rwanda's political opposition criticizes the referendum as undemocratic and the U.S., a key Rwandan ally, has opposed Kagame's bid to stay in power.
The Chairman of the National Electoral Commission Mbanda Kalisa said partial results will be released later Friday.
Many of the 6.4 million registered voters are expected to participate in the referendum.
Kagame voted at Rugunga polling station in the capital, Kigali, accompanied by his wife and daughter.
"What is happening is people's choice. Ask people why they want it," he said maintaining that it's the wish of the Rwandan people that he extends his term. He said he would announce his candidature "any time."
Ninety-two per cent of Rwandans want President Paul Kagame for third term, according to a survey conducted by Ipsos, a global research firm, that was released this week.
"President Kagame is a hero and statesman like former Tanzania President Julius Nyerere," says Dan Gatera, a voter in Nyamata, east of the country. "The constitution should not be used to limit presidents who have talents."
Western diplomats voiced concerns about the vote. The European Union is worried that the opposition was not given adequate time to campaign against the referendum, said Michael Ryan, head of the EU delegation to Rwanda.
"There should have been adequate time for debates, and educating people about the changes made in the constitution," Ryan told journalists.
The Democratic Green Party of Rwanda is the only opposition party which rallied Rwandans to vote against changing the constitution to extend presidential term limits.
Erica Barks-Ruggles, the U.S. Ambassador to Rwanda, said she is concerned because the referendum was organized very quickly.
The move to change Rwanda's constitution was prompted by a petition signed by more than 3.7 million people. The petition was endorsed by the Senate and the lower house of Parliament last month and later by the country's Supreme Court.
If Rwanda's term limits are changed and Kagame runs again, he will join a growing list of leaders in East and Central Africa whose governments have prolonged their rule by changing the limits on presidential terms.
In 2005, Ugandan lawmakers changed that country's constitution, allowing President Yoweri Museveni to seek re-election in 2006 and 2011. He is running again in 2016.
Neighboring Burundi has political unrest that started earlier this year when President Pierre Nkurunziza run and won a third term that many oppose saying it goes against the two five-year term limit imposed by the constitution.
There have also been protests in Congo over efforts by President Joseph Kabila, who has been in power for 15 years, to prolong his time in office.

Uvaaji wa Chupi - Afya ya Uzazi

Leo naomba nikukumbushe somo la Afya ya uzazi. Somo hili litafafanua faida na hasara au madhara yatokanayo na uvaaji wa nguo za ndani hasa Chupi.
Uvaaji wa chupi kihistoria ulianza karne ya 19 baada ya uvumbuzi wa viwanda na mapinduzi yake yaliyoambatana na mapinduzi ya teknolojia.
Enzi za mama zetu na babu zetu uvaaji wa chupi haukuwepo hapa Tanzania. Uvaaji wa chupi uliletwa na wamisionari na wakoloni wakati wanaleta dini Africa. Kabla ya hapo waafrica hatukuwa na utamaduni wa KUVAA chupi.
Mtoto akizaliwa hakuvalishwa chupi kamwe kama ilivyo Leo.
Mwanamke pia enzi hizo alikuwa havai chupi. Mwanaume naye pia alikuwa havai chupi? Watu wote walikuwa hawavai chupi. Mwanamke alikuwa hachuchumai chini pindi akijisaidia kutokana na kwamba hawakuwa wanavaa chupi hivyo wakitaka kujisaidia haja ndogo walikuwa wanasimama tu na kupanua miguu na kuanza kukojoa.
Nyakati za leo ambapo uvaaji chupi kwa wanaume na wanawake uko juu sana kuanzia watu tunapokuwa watoto wadogo hali ya Afya ya viungo vya uzazi imeendelea kuwa mbaya sana. Yafuatayo ni baadhi ya madhara ya kuvaa chupi :
1. Magonjwa ya "Urinary tract infection" au UTI hayataisha kwako.
Hii hasa ni kwa wanawake wanavaa nguo nyingi kwa wakati mmoja na kwa muda mrefu zaidi ya saa kumi. Unavaa chupi, lakini tight, suruali ya jinzi, nk halafu unashinda na hizo nguo kuanzia asubuhi unapoenda kazini hadi saa mbili usiku unaporudi home. Hiyo ni hatari sana.
Mwanamke anayefanya kazi zinazompasa kuwepo kazini zaidi ya masaa 8 namshauri asiwe anavaa chupi kabisa. Chupi ivaliwe nyakati za hedhi tu. Kama hauko kwenye siku zako vaa suruali tu bila chupi. Au vaa underskirt pekee yake kwa ndani na ndoo uvae nguo yako ya kawaida. Hii itakuepusha na kuugua UTI. Ukiacha sababu za ngono UTI husababishwa na bacteria wanaopendelea mahali penye unyevu na joto. Kwa hiyo mwanamke akivaa nguo nyingi bacteria hao hujipatia joto la kutosha kuzaana.
Mwanamke ni vyema ukaepuka kuvaa nguo za kubana mwili sana ili kuepukana na uwezekano wa kupafanya ukeni pawe na joto sana na ikitokea bacteria mmoja tu akaingia humo atazaa haraka sana na kujikuta UTI inakuwa rafiki yako. Vaa sketi bila chupi au kama kuvaa suruali ni lazima hakikisha unavaa suruali peke yake. Jizoeze tu utazoea. Na ukizoea kuvaa nguo bila chupi utainjoi sana.
2. Magonjwa ya kuvu au fungus hayatakoma kwako.
Bado niko kwa wanawake, kama nilivyoeleza mwanzo hapo magonjwa ya fungus yanasababishwa pia na kuvaa chupi kwa muda mrefu. Chupi inayovaliwa kwa zaidi ya saa 8 lazima italeta ukungu au uvundo sehemu nyeti. Huo uvundo waweza kuleta fungus ukeni. Fungus za ukeni hazina tofauti na zile za miguuni kwa wanaume wanaovaa viatu kwa muda mrefu bila usafi miguuni wa kutosha.
Chupi inakuwa kama socks za wanaume. Mwanamke avaae chupi muda mrefu bila kuruhusu upepo upite ndani ni watapata fungus ukeni sawa na mwanaume anayevaa socksi zisizofaa kiafya. Chupi au socks zinazofaa ni zile za pamba au cotton.
Of course sababu za kupata ugonjwa wa fungus kwa mwanamke siyo tu kuvaa chupi inayobanaaaa kwa muda mrefu ni pamoja na kutawadha kwa kutumia maji ambapo maji hayo huacha unyevu ambao hutengeneza uvundo unaopelekea fungus ukeni.
Wanawake wengi hawajui kutawadha kwa kutumia maji. Wengi wamalizapo kujitawadha haja kubwa ndipo hurudi kujisafisha ukeni. Hii ni hatari sana kwani bacteria watokanao na kinyesi unawahamisha kutoka nyuma na kuwaleta mbele.
Mwanamke unapaswa kutawadha kwanza mbele kisha umalizie nyuma. 🐓🐕
Yaani hakikisha kuwa uchafu wa nyuma unaoweza kuwa umebakia kwenye vidole vyako usiuingize ukeni kwa namna yoyote ukijarib kuchunguza wanawake wengi hufuga kucha tena mkono wa kushoto iwje akitawadha uchafu usibaki kwenye kucha? tena kwa usahaulifu anajifashia mkono huo huo wenye kucha ndefu ambazo tayari zipo contaminated?. Tawadha pande zote lakini uhakikishe kuwa haviingiliani mbele na nyuma. Sawa dada yangu?? Uko poa hapo??
Kikubwa hapa ni usafi wa mbele na nyuma. Usafi wa chupi zetu. Uvaaji chupi wetu.
Kwa mfano uwapo safarini tena safari ndefu ya zaidi ya saa 8 ni vyema ukasafiri bila kuvaa chupi isipokuwa tu kama uko kwenye siku zile za adabu. Hata kama uko kwenye siku za adabu ni vyema ukasafiri bila kuvaa manguo mengi sana yanayobana mwili. Vaa chupi na sketi au suruali isiyoubana sana mwili wako.
3. Chupi husababisha ugumba kwa wanaume.
Sababu nyingi za ugumba tunaweza ukizipata kutoka kwa madaktari wetu wa hospitali zetu. Lakini kwangu mimi sababu nyingine ya ugumba wa wanaume kuwa ni kuvaa chupi zinazobana sana.
Mwanaume wengi siku hizi hawavai chupi. Anavaa kaptura au boxa badala ya chupi. Tena havai kaptura inayobana sana. Anavaa isiyobana viungo muhimu kwa uzalishaji wa watoto. Mbegu za kiume huzalishwa kwa wingi wakati wa baridi. Kuvaa chupi inayobana kwa muda mrefu husababisha korodani kuchemka sana na kushindwa kuzalisha mbegu nyingi. Mwanaume mwenye mbegu chache hushindwa kutungisha mimba kwani mbegu zake zinakwenda ukeni huku zikiwa dhaifu na kushindwa kuogelea ukeni.
4. Chupi husababisha miwasho sana kwenye mapaja ya mwanaume na mwanamke.
Epuka kuvaa chupi zinazobana ili kuepukana na miwasho.

Kesi ya Rufaa ya Talaka ya Thadei Mtembei Imeahirishwa

KESI ya rufaa ya madai ya talaka dhidi ya mfanyabiashara na Mkurugenzi wa shule ya sekondari ya St Mathew, Thadei Mtembei imeahirishwa baada ya wakili wa Mtembei, Mussa Kyoboya kudai mrufaniwa yuko India kwa matibabu.
Kesi hiyo inasikilizwa na Hakimu Mfawidhi wa Mahakama ya Wilaya ya Temeke, Tarimo.
Katika kesi hiyo, mpeleka rufaa, Magreth Mwangu anawakilishwa na wakili Chacha Mrungu. Kesi hiyo ilikuja mahakamani juzi ambapo mrufaniwa alitakiwa kupeleka majibu ya rufaa.
Hata hivyo, wakili wake alisema majibu hayako tayari kwani kuna vipengele ambavyo alitakiwa kusaini, lakini ilishindikana kutokana na kuwa nchini India kwa matibabu. Kesi hiyo imepangwa kuendelea Desemba 16 mwaka huu.

Maamuzi ya Mahakama ya Kizuiani yalishindwa kufuata sheria kwa wazee wa baraza kushindwa kutoa maoni yao.

NAMUGONGO, Uganda (AP) - Pope Francis on Saturday honored the Ugandan Christians who were burned alive rather than renounce their faith a century ago, urging today's Catholics to follow in their missionary zeal and spread the faith at home and abroad.
A somber Francis prayed at shrines dedicated to the 23 Anglican and 22 Catholic martyrs who were killed between 1885 and 1887 on the orders of a local king trying to thwart the influence of Christianity in his central Ugandan kingdom. According to historians, the Christians were also killed because they refused the king's sexual advances, citing the church's opposition to homosexuality.
At Namugongo, outside the capital, Kampala, where most of the martyrs were burned alive, Francis prayed first at the gruesome sanctuary dedicated to the Anglicans, kneeling before part of the same tree where they were tortured before being executed. He then prayed at the Catholic shrine and celebrated Mass in their honor to mark the 50th anniversary of the Catholics' canonization.
As many as 2 million people were expected to attend the Mass, including Ugandan President Yoweri Museveni, the president of South Sudan and the descendant of the king who ordered the deaths.
Francis urged them to use the martyrs' example of faith to be missionaries at home by taking care of "the elderly, the poor, the widowed and the abandoned."
"This legacy is not served by an occasional remembrance or by being enshrined in a museum as a precious jewel," he said. "Rather we honor them and all the saints when we carry on their witness to Christ, in our homes and neighborhoods, in our workplaces and civil society, whether we never leave our homes or we go to the farthest corner of the world."
The Argentine pope knows of what he speaks. When he joined the Jesuit order as a young man, he longed to be a missionary in Japan. But his superior told him to stay home for health reasons, and he later developed a ministry in the slums of Buenos Aires that has formed the basis of his papacy.
During his two days in Uganda, Francis is expected to touch on some of the same themes he emphasized during the first leg of his trip in Kenya: corruption, poverty and giving young Christians hope and encouragement. After the Mass on Saturday, Francis has a rally with young people, a visit to a charity and a meeting with local priests, seminarians and nuns on his agenda.
Some of the pilgrims attending the Mass had been here all night to honor the martyrs and see the pope, braving rains and sleeping on mats to guard against the mud that turned the grounds into chocolate-colored muck.
"They are so important because they sacrificed their life because of their religion," said Beneh Ssanyu, 27, who showed off the mud encrusting her sandals and pants - evidence of her arrival at 1 p.m. Friday that scored her a prime front-row seat.
Security at the shrine was tight, with those entering the main area passing through metal detectors and police boats monitoring the moat surrounding the altar where Francis celebrated the service.
Francis has made a point on his foreign travels to honor local martyrs in hopes of inspiring a new generation of missionaries. When he was in South Korea, for example, he beatified 124 missionaries who helped bring the faith to the Korean Peninsula. He has also spoken out frequently about today's martyrs, the Christians in the Middle East and Africa who have been slaughtered by Muslim militants.
The history of Uganda's martyrs has helped shape the Catholic Church here, with huge numbers of pilgrims flocking to the Namugongo shrine, many of them Africans arriving from as far away as Congo and Tanzania. Most of the pilgrims walk long distances to the site to underscore their faith.
King Mwanga II of Buganda Kingdom ordered the martyrs killed during a period of political and religious turmoil as he tried to assert his authority amid the growing influence of missionaries from Europe.
But the history of the martyrs also shows a personal grudge Mwanga held against them: After the martyrs converted to Christianity, they began rebuffing his sexual advances since church teaching forbid homosexuality - a humiliation that was part of the reason they were ordered killed, according to the history of the killings, "African Holocaust" by J.F. Faupel.
"It is absolutely true. It is a fact," said Bishop Giuseppe Franzelli, a longtime Italian missionary in Uganda. "When they became Christians, they saw that this was not according to the Gospel, the teaching of Christ and they said no."
The little-known history might help explain why homosexuality remains so taboo today in Uganda, which is 47 percent Catholic and has criminalized homosexuality.
The Vatican has refused to say whether Francis will discuss gay rights openly while here.
On Sunday, Francis heads to his final destination, the Central African Republic.

Even Obadiah was so afraid to tell the King that Prophet Elijah had arrived with a message to the people but Elijah forced him to bring up King Ahab to listen to the message and destroy the alters of worshiping idols instead of the read God," she added.

Mheshimiwa Magufuli ametoa agizo hilo baada ya kupokea taarifa kuwa wadau mbalimbali wamechanga kiasi cha shilingi milioni 225 kwa ajili ya kugharamia hafla ya wabunge katika siku ya uzinduzi wa Bunge.
Dkt Magufuli amesema alipata taarifa za kuwepo kwa michango hiyo ya fedha na kutoa maelekezo kuwa zitumike kwa kiasi kidogo kwa ajili ya hafla hiyo na sehemu kubwa zipelekwe katika Hospitali ya Taifa ya Muhimbili ili zikatumike kununulia vitanda na hivyo kupunguza tatizo la wagongwa wanaolala chini kutokana na uhaba wa vitanda unaikabili hospitali hiyo.
“Nilipoambiwa kwamba zimechangwa shilingi milioni 225 zimekusanywa kwa ajili ya sherehe, nikasema fedha hizo zipelekwe katika hospitali ya Taifa Muhimbili zikasaidie kununua vitanda” alisema Dkt Magufuli na kusisitiza kuwa “kwa kufanya hivyo tutakua tumejinyima sisi wenyewe lakini tutakua tumewanufaisha wenzetu ambao wanamatatizo makubwa yanayoweza kutatuliwa kwa fedha hizo”.
Awali akitoa taarifa ya michango hiyo Ofisa wa Spika wa Bunge Bwana SAID YAKUBU amesema jumla michango iliyopatikana na shilingi milioni 225 na kwamba fedha zilizotumika katika hafla hiyo ni shilingi milioni 24 tu baada ya kuzingatia maagiza ya Rais Magufuli.
Katika Hafla hiyo Rais Magufuli amekabidhi vyeti vya kutambua mchango wa wadau waliochangia fedha wakiwemo Benki za NMB, CRDB na Benki ya Afrika pamoja na Mifuko ya Hifadhi ya Jamii ya PSPF na PPF.

Visa Waiver Program
- Every prospective VWP traveler undergoes counterterrorism screening and must receive approval through DHS’ Electronic System for Travel Authorization (ESTA). Through ESTA, DHS evaluates whether individuals are eligible to travel to the United States under the VWP before they are allowed to board a carrier bound for the United States.
- The counterterrorism check draws on information from U.S. law enforcement and intelligence agencies. DHS uses this information to decide if the travel poses any law enforcement or security risks. Without DHS approval through ESTA, VWP travelers cannot travel to the United States and must appear in person for a visa interview if they still want to travel to the United States.
- Any individual applying for a U.S. visa undergoes thorough biographic and biometric screening against U.S. law enforcement and counterterrorism databases. Biometric screening includes checks based on fingerprints and/or facial recognition software. No visa can be issued unless all relevant concerns are fully resolved.
- Information submitted during an ESTA application is shared with consular officers to help them determine whether a visa should be issued after an ESTA application has been denied.
- As part of this screening process, information that identifies suspected or known violators of the law and other persons of concern will be provided to the appropriate law enforcement, national security, and/or counterterrorism agency.
- This process has been enhanced repeatedly to improve security and more effectively identify individuals who might pose a threat to the United States.
- Travelers must be a citizen of a VWP country to use the program. Residence in a VWP country, or the possession of refugee travel documents issued by a VWP member state, does not qualify an individual for VWP travel.

- DHS, in consultation with the Department of State, continuously adapts the VWP to address current threats.
- These security enhancements are part of our continuing assessments of U.S. security in the face of evolving threats and challenges, and our determination to stay one step ahead of those threats and challenges.
