Nimelazimika leo Jumamosi, tarehe 18 Februari, 2012 kutoa taarifa hii kwa vyombo vya habari kufuatia mkutano wa DCI Robert Manumba na waandishi wa habari jana (17/02/12) kuongelea, pamoja na mambo mengine, hali yangu ya afya na kuhitimisha, kienyejienyeji tu kuwa “sikunyweshwa sumu” ila naumwa tu ugonjwa wa ngozi bila kufafanua ugonjwa huo wa ngozi umesababishwa na nini!
Napenda nisisitize mapema kabisa kuwa msimamo huo wa Jeshi la Polisi umenikera sana katika hali niliyonayo ya ugonjwa, kwanza kwa kuingilia mchakato wa matibabu yangu na uchunguzi wa kina kuhusu kiini chake unaoendelea hospitali ya Apollo nchini India ambako bado sijahitimisha matibabu yangu; pili kwa ufinyu wa uelewa unaojitokeza bayana kwenye tamko la Jeshi la Polisi unaosisitiza kuwa “sikunyweshwa sumu” wakati sumu si lazima unyweshwe ili ikudhuru, inaweza kudhuru hata kwa kugusishwa tu; na tatu kwa Jeshi la Polisi kujiingiza kwenye suala ambalo kwa takriban mwaka mzima halijawahi kuwa na dhamira ya dhati ya kulielewa au kulichunguza mbali na kulifanyia mzaha kupitia magazetini.
Itakumbukwa kuwa tarehe 9 Februari, 2011 nilimwandikia barua IGP Said Mwema kumtaarifu kuhusu njama za kuondoa maisha yangu na ya viongozi wengine. Kwa kutambua kuwa Jeshi la Polisi la Tanzania daima husisitiza kuletewa ushahidi kwanza ndipo lifanyekazi, nilihakikisha nimeainisha katika barua hiyo kila ushahidi nilioupata au kupewa. (Utaratibu huu wa Jeshi la Polisi kusubiri kuletewa ushahidi mezani, kama ambavyo mahakimu wanavyosubiri ushahidi mahakamani, haupo popote pale duniani (ila Tanzania tu) kwani kazi ya msingi ya Polisi si kuletewa, ni kutafuta ushahidi. Polisi wanachohitaji duniani kote ni kupata clue au tetesi tu. Hiyo inatosha kufukua ushahidi wote unaohitajika). Pamoja na kujitahidi kuanika kila aina ya ushahidi niliokuwa nao, mambo manne yalijitokeza ambayo yalionyesha wazi kuwa Polisi hawakuwa na dhamira ya dhati ya kupeleleza suala hilo:
(i) Siku chache baada ya kumkabidhi IGP barua hiyo, nilitumiwa timu ya “wapelelezi” ofisini kwangu kuja kuchukua maelezo yangu ya ziada. Timu hiyo ilikuwa inaongozwa na ACP Mkumbo, afisa wa polisi ambaye wiki chache zilizokuwa zimepita alikuwa miongoni mwa askari waliotuhumiwa kupokea rushwa kwa lengo la kumbambikizia madawa ya kulevya mtoto wa Mwenyekiti wa IPP, Reginald Mengi, suala ambalo mpaka leo hii uongozi wa Polisi umeshindwa kulitolea maelezo ya kuridhisha. Kwa msingi huo, nilikuwa nimeletewa mtuhumiwa wa rushwa/ ujambazi kuendesha uchunguzi wa watuhumiwa wengine wa ujambazi! Nikatambua mara moja kuwa zoezi zima lilikuwa la mzaha, tena mzaha mkubwa!
(ii) Wiki chache baada ya barua yangu kuwasilishwa kwa IGP na timu ya ACP Mkumbo “kuanza kazi”, Jeshi la Polisi likachukua hatua ya kuwapongeza na kuwazawadia askari niliowatuhumu kushirikiana na majambazi! Huhitaji kuwa profesa wa falsafa kuelewa kuwa huo ulikuwa ujumbe tosha wa kunipuuza.
(iii) Hivi karibuni tuhuma za askari polisi kujihusisha na vitendo vya ujambazi mkoani Morogoro zilipopamba moto na kuwagusa askari “wale wale” niliowatuhumu kwenye barua yangu, IGP alichukua hatua ya kuwahamishia mikoa mingine!
(iv) ili kunikatisha tamaa kabisa, barua yangu ya “siri” kwa IGP ikavujishwa kwa makusudi kwenye vyombo vya habari na kuchapishwa kama habari ambayo ilikebehi na kukanusha taarifa nzima niliyotoa, sijui kwa faida ya nani! Lakini huu ni mchezo wa kawaida kwa polisi kwani hivi karibuni Mhe. Waziri Samuel Sitta alipohojiwa na ofisa mwandamizi wa Jeshi la Polisi ofisini kwake, wakiwa wawili tu, taarifa ya kikao hicho ikawa kwenye moja ya magazeti ya mafisadi ikikebehi ushahidi aliotoa Sitta! The integrity of the police force leadership is on the line.
Nimeelezea vizuri katika barua yangu kwa IGP kuwa kundi hilo la mauaji lilikuwa limeelekezwa kuniua kwa kutumia sumu, taarifa ambayo kwa karibu mwaka mzima Polisi hawakutaka kuifuatilia kwa sababu wanazozijua wenyewe. Sasa huu msukumo mpya wa Jeshi la Polisi kutaka kujua kama nilipewa sumu au la na kukurupuka kutoa tamko hata kabla ya kunichunguza nilivyo, kunihoji mimi na wasaidizi wangu ofisini na hata kuongea na mabingwa wa Kihindi wanaonifanyia uchunguzi, umetokea wapi? Si ni polisi hawahawa ambao, badala ya kushukuru, wamekuwa wakikerwa na tahadhari ambazo Waziri Sitta amekuwa akitoa ili suala hili lichunguzwe kwa kina?
Aidha napata taabu kuamini kama DCI Manumba na wenzake waliisoma taarifa halisi ya matatibabu yangu au walisoma taarifa “nyingine”, na kama waliisoma taarifa hiyo wenyewe au “walisomewa”! Nasema hivyo kwa kuwa alichokisema DCI Manumba kwa wandishi wa habari hakifanani kabisa na picha iliyo kwenye taarifa halisi ya Apollo ambayo inatamka wazi kuwa kuna kitu kwenye bone marrow kinachochochea hali niliyonayo, kitu ambacho mabingwa wanahangaikia kukijua, kukidhibiti /kukiondoa huku vyombo vyetu vya dola vikipelekeshwa na mafisadi kusema bila msingi wa kisayansi wala aibu: “hakulishwa sumu”, “hakulishwa sumu”!
Nimesoma darasa moja Kitivo cha Sheria Mlimani na DCI Manumba. Baadaye IGP Mwema alikuwa mwanafunzi wangu wa sheria Mlimani. Vigogo hawa wawili wa usalama wa raia nchini hawajanitendea haki, nao wanajua. Wanajua vilevile kuwa sitakaa kimya au kumung’unya maneno come what may pale ambapo haki inakanyagwa.
Tuendelee kuombeana afya na uhai ili tutendeane haki na vilevile tuitendee nchi yetu haki kwa kuvimalizia viporo vinavyokera vya Dowans, EPA, Kagoda n.k. kwa maslahi mapana ya Taifa letu.

Je, Mheshimiwa Harrison Mwakyembe Alipewa Sumu?
Hivi karibuni, Mh. Harrison Mwakyembe alipelekwa kutibiwa nje ya nchi kutokana na ugonjwa wa ajabu aliyopata. Watu wengi walisema kuwa huenda aliwekewa sumu shauri ya maoni yake makali dhidi ya serikali hasa kuhusu mafisadi. Kuna mdau SM ameleta maoni yake.

Works deputy minister Dr Harrison Mwakyembe has been rushed to India for treatment of a skin related disease.
Dr Mwakyembe, who is also Member of Parliament for Kyela, left the country yesterday morning accompanied by his wife, Linah.
To see him off at the airport was Works minister Dr John Magufuli and other people, including the IPP Executive Chairman, Reginald Mengi.
The family spokesperson, Victor Mwambalaswa, said Dr Mwakyembe is suffering from a skin disease.
Speaking on the phone from his home to our sister paper Nipashe before he left, Dr Mwakyembe said that he was going to India for further medical checkup but did not disclose what he was suffering from.
He dismissed reports that he was seriously ill, stressing that he was not in bad condition.
For his part, Dr Mwakyembe’s personal assistant, Salum Nkambi said he has been receiving many calls from well-wishers seeking to know the condition of their lawmaker.
Nkambi said the health status of Dr Mwakyembe was not bad as reported in the media (not The Guardian).
Chama Cha Mapinduzi publicity secretary Nape Nnauye, who had driven the deputy minister to the airport, said Mwakyembe was flying to Mumbai, India where he will undergo medical checkup.
He said Dr Mwakyembe was not accompanied by a doctor because his condition was not bad.
President Jakaya Kikwete on Saturday saw Dr Mwakyembe at his residence at Kunduchi Beach in Dar es Salaam.
Water minister Prof Mark Mwandosya, who left the country in June for medical treatment in India was admitted at Applo Hospital where he is still undergoing treatment.
Prof Mwandosya started feeling unwell when he was attending the budget parliamentary session in Dodoma in June this year.
He was first rushed to Muhimbili National Hospital (MNH) before being referred to India for specialised treatment.
On Saturday he spoke by phone to Radio One saying that his condition was improving.

AFYA ya Naibu Waziri wa Ujenzi, Dk Harrison Mwakyembe, ni tete baada ya kuugua ugonjwa uliomsababisha kuvimba mwili wote.Habari zilizopatikana na kuthibitishwa na yeye mwenyewe zinaeleza kuwa, alianza kuwashwa ngozi miezi mitatu iliyopita kabla ya hali kubadilika siku za karibuni na hatimaye kuvimba sehemu kubwa ya mwili wake.
Mwakyembe alilieleza gazeti hili jana kuwa, baada ya hali yake kubadilika alianza kupata matibabu katika hospitali mbalimbali jijini Dar es Salaam akiwa nyumbani kwake Kunduchi Beach.Akizungumza na gazeti hili kwa shida, Dk Mwakyembe alisema hajui chanzo cha ugonjwa huo wa ngozi, daktari wake ndiye anaweza kuelezea kwa usahihi.
“Ni kweli naumwa nipo nyumbani, hata sura yangu imebadilika. Sasa hivi namsubiri daktari wangu, nilisikia natakiwa kupelekwa India kwa matibabu, nasubiri kauli yake si mimi niamue,” alisema na kuongeza;
“Siwezi kusema nimelishwa sumu, ninachosema mimi nimevimba kweli mwili mzima naumwa kweli hapa nimelala na sijui umenipataje kwa simu kwa sababu huwa siiwashi muda huu una bahati kweli”.
Mke wa Dk Mwakyembe Mkewe Linah Mwakyembe alipozungumza kwa njia ya simu na Mwananchi Jumapili, alisema kwa mujibu wa daktari wake, Dk mumewe anasumbuliwa na ugonjwa wa ngozi unaojulikana kitaalamu kama Exfoliative Dermatitis.
“Alianza kuugua muda mrefu kidogo, kama miezi mitatu iliyopita, hali hiyo ilikuwa inatokea na kupotea hadi sasa ambapo hali imekuwa mbaya zaidi,” alisema.
Alisema madaktari waliomfanyia uchunguzi kwa nyakati tofauti katika kipindi hicho walitoa majibu tofauti na kuongeza kuwa wapo waliosema hali hiyo ilisababishwa na kisukari na mwingine ambaye hakutaka kutaja jina lake, alisema kulikuwa na chembechembe za sumu katika damu yake.
“Baada ya ngozi yake kubadilika sana na hali kuwa mbaya, tulienda hospitali na madaktari walitupa majibu tofauti, wapo waliosema ni kisukari na kuna mwingine alisema kuna chembechembe za sumu,” alisema Linah na kufafanua kuwa daktari aliyedai hivyo hakuwapa maelezo zaidi.
Kwa mujibu wa Linah, ngozi ya Dk Mwakyembe inawasha na inakuwa kama inatoa mba mwili mzima hadi kichwani.
Aliongeza kuwa daktari wake ameshauri ufanyike uchunguzi wa kina zaidi ili kujua kama atahitajika kupatiwa matibabu nje ya nchi.
“Walipendekeza afanyiwe uchunguzi zaidi, hivyo kama kutakuwa na ulazima wa kupatiwa matibabu zaidi nje ya nchi basi watatueleza,” alisema Linah.
Alisema kuwa leo ndio watapata jibu kama atahitajika kwenda nje au kuendelea na matibabu hapa nchini.
Alisema kumekuwa na uvumi mwingi juu ya ugonjwa wa Dk Mwakyembe na kusisitiza kuwa wao kama familia wanasikiliza kinachosemwa na madaktari na kile watakachoshauri.
“Sisi tunaendelea kusubiri kile kitakachogundulika baada ya uchunguzi huo na kama kutakuwa na mengine tutajulishwa na kujua hatua itakayofuata,” alisema Linah.
Exfoliative Dermatitis Kwa mujibu wa maelezo ya kitabibu, ugonjwa huu huweza kusababisha madhara makubwa ya mwili na matatizo mengine hivyo kuhitaji uangalizi wa karibu wa kitabibu.
Ugonjwa huu ukikomaa husababisha ngozi ‘kuwaka moto’ na huathiri wanawake na wanaume lakini zaidi wanaume wenye umri kuanzia miaka 55.
Dalili Dalili za ugonjwa huu ni kuwashwa, mwili kuishiwa nguvu pia sehemu ya juu ya ngozi hupukutika.
Chanzo kwa mujibu wa maelezo ya kitabibu, sababu za ugonjwa huo bado hajizulikani, hata hivyo matukio ya ugonjwa huu mara nyingi yanahusishwa na magonjwa mbalimbali ya ngozi, madhara ya dawa kama penicillin, sulfonamides, isoniazid na phenytion.
Rais Kikwete amtembelea Baadaye mchana Rais Jakaya Kikwete alifika nyumbani kwa Dk Mwakyembe Kunduchi Beach kumjulia hali.
Mwakyembe ambaye ni Mbunge wa Kyela mwaka 2008, aliongoza Kamati Teule ya Bunge iliyochunguza kashfa ya Mkataba wa Kampuni ya Kufua Umeme ya Richmond.
Katika baraza jipya la mawaziri ambalo Rais Kikwete aliliunda mwaka jana, alimteua Dk Mwakyembe kuwa Naibu waziri wa Ujenzi akimsaidia Dk John Magufuli.
Mikasa ya Mwakyembe
Mei 21 mwaka 2009 Dk Mwakyembe alinusurika kufa katika ajali mbaya ya gari eneo la Ihemi kilomita 40 kutoka Iringa mjini akiwa safari kutokea Mbeya kwenda Dar es Salaam.
Kwa mujibu wa taarifa za Polisi, gari alilokuwa akisafiria Toyota Landcruiser T362ACH, liliacha njia saa moja asubuhi baada ya kukanyaga shimo na tairi ya upande wa kulia kuchomoka na dereva wake, Joseph Msuya (30), kupoteza mwelekeo kabla ya gari hilo kutoka nje ya barabara upande wa kushoto na kuparamia mti kisha kupinduka.
Ajali hiyo ilitokea wakati dereva wa Dk Mwakyembe akijaribu kulipita lori kabla ya kukanyaga shimo hilo.
Dk Mwakyembe na abiria wengine waliokolewa na Wasamaria wema pamoja na trafiki wawili waliokuwa kwenye basi dogo wakisafiri kutoka Iringa kwenda Njombe.
Baada ya ajali hiyo alilazwa katika Hospitali ya Mkoa wa Iringa. Ilifahamika kuwa aliumia taya kisha alihamishiwa Dar es Salaam kwa matibabu.
Mkuu wa Jeshi la Polisi (IGP) aliunda tume iliyoongozwa na Mkuu wa Kikosi cha Usalama Barabarani wakati huo, Kamanda James Kombe, kuchunguza chanzo cha ajali hiyo. Matokeo yalionesha kwamba ilisababishwa na uzembe wa dereva wake, Msuya.

PRESS RELEASE
I have been saddened and embarrassed by the statement released by the National Traffic Commander of the Tanzania Police Force, Commissioner James Kombe, on Monday, May 26, 2009, which was published and broadcast by various media organisations, regarding the road accident that I succumbed to on Thursday, May 21, 2009, at 7:10 am, at Ifunda, in Iringa Region. The Police statement refutes the statements made by myself and my driver regarding the accident and advises me to refrain from making further statements about the accident on the basis that I have no expertise whatsoever on road accidents. I obtained that statement through the “Tanzania Daima” newspaper, published on Tuesday, May 26, 2009, and as the Tanzania Police Force has not disowned it, I consider that statement to be true and correct.
Irrespective of the fact that I am convalescing at my residence as advised by my doctors, I have been forced to break my silence and make this brief press statement in order to prevent the deliberate distortion of the facts that is being conducted by the press, in particular, the “Tanzania Daima” newspaper and some Police officers, for reasons best known to themselves on this matter. I would like to express my disappointment regarding this matter regarding the course of action taken by the Police, which is more political in nature, rather than being investigative, which is the normal procedure, as following:
1) In the event that a criminal offence has occurred, it is the duty and responsibility of the Police to investigate and collect evidence related to the offence in order to present all the facts to the relevant judiciary organ, that is, the Court, which has the expertise of examining the evidence presenting, separating lies from the truth and arriving at a conclusion. To that effect, the steps taken by the Police to form a “Special Committee” to examine the statements made by myself and my driver, as well as collecting additional evidence and reaching a conclusion at a later stage (outside of the judiciary process) that the statements made by myself and my driver were not truthful, is a violation of the division of duties and powers of state organs, or, in other words, it is the obstruction of the Judiciary Process, contrary to the Constitution of the Nation. The appropriate course of action that I consider the Police should have taken would have been the presentation of what the Police allege to be additional evidence collected in an official Police investigation, in a Court of Law, not presenting the same at a Press Conference!
2) The decision taken by the Special Committee of arresting and charging my driver, whom the Special Committee has pre-judged as being untruthful and negligent, thus being liable to prosecution in a Court of Law, is not commensurate with Good Governance and our Foundations of Human Rights that are protected by the Constitution, it converts the Court as being the rubber-stamp organ of Police decisions and judgments.
3) Prior to the occurrence of the road accident I was awake. I insist that I witnessed the entire event up to point where I was struct by an object on my head and lost consciousness. However, the Special Committee claims that I was asleep and I had been awake I would have sustained serious injuries. The Committee claims that as I was asleep I received lesser injuries; my seat was found to be in the reclined position, which is their deduction that I was asleep. I would have expected such claims to have been made by a witchdoctor who uses divining tools to make decisions, not the Tanzania Police Force which has the appropriate expertise, for two main reasons: First, my trip started from Makambaku where I had slept, therefore I would not have fallen asleep within only one hour from Makambaku to Ifunda during the cold May season in the early hours of the moning! Second, when the car overturned, my seat came off and covered me in front. I was removed from the vehicle by moving the seat and it became reclined, a fact that the Special Committee claims was their “expert evidence” that attributes that I was asleep during the accident! I declare that the actions of the Police in utilizing the media to disown statements made by the main witnesses in this case, that is, me and my driver, is sufficient evidence of the counterproductive arrogance and senselessness of some of the leaders who have been given vital roles and duties in state organs.
4) Due to the fact that the laws of the country require the quasi-judicial bodies to adhere to the principles of natural justice, what prevented the Special Committee to interview me and my driver in order to satisfy the principles of natural justice and obtain a more clear picture of the accident? Had my and my driver been given the opportunity to be heard, I am certain that the report of the Special Committee would not have been read to the Press for fear of embarrassing the Police for being negligent and not adhering to the standards of professionalism and investigative procedure. In addition, I have serious doubts whether the Inspector General of Police, Said Mwema, who formed the Special Committee, had the opportunity to peruse Commissioner Kombe’s report before it was released to the press!
5) The accident took place at 7:10 am, shortly afterwards the Iringa RPC alleged and was quoted by “The Citizen” newspaper of the following day that the cause of the accident was a road pothole, and that the accident was not the result of any conspiracy or any act of sabotage. The Iringa TANROADS Manager countered the Iringa RPC’s statement that the road pothole was too small to have managed to cause the accident of a vehicle of the type of Toyota Landcruiser, which has large wheels. To this, I have three questions: First, what pressed the Iringa RPC to appear and even prior to interviewing the accident victims, make such a statement that the cause of the accident was the pothole? Second, who told the RPC that the accident was the result of a conspiracy or sabotage, to the extent of him being forced to make a press statement as early as he did? Third, what were the reasons that the Special Committee identified that accounted to the Iringa TANROADS Manager to differ with the Iringa RPC as to the actual cause of the accident?
6) In the “Tanzania Daima” edition of Sunday, May 29, 2009, the driver of the lorry (whom me and my driver mentioned in our written statement taken by the Police) was quote as saying the following: that he did not hit my car; that my driver was driving at high speed and he was negligent; and that the Police were in agreement with the statement made by that driver. To this, I only have three questions: First, what prevented the Special Committee and up to now is preventing the Police from properly interviewing the lorry driver, through the “Tanzania Daima” reporter? Second, apart from taking such steps at a very late stage, why are the Police afraid of detaining the lorry and inspecting it in order to find it whether there are any signs of being involved in an accident in order to find telltale signs of it being involved in hitting my car? Third, why are the Police completely avoiding from mentioning the lorry in their press statements while pedestrian and other witnesses to the accident and one Road Traffic Officer witnessed the lorry as being parallel to my car for quite some time prior to the accident?
7) In the “Tanzania Daima” report, the lorry driver claims to have witnessed the accident occurring in front of him, however, he did not stop to assist, he went on with his trip. What is the interpretation of the experts of the Special Committee regarding the actions taken by the said driver?
8) The report of the Special Committee of the IGP is commensurate in all aspects with the various reports published by the “Tanzania Daima” newspaper since the accident took place, such that the report could have been written (without Commander Kombe and his colleagues being required to burn fuel to travel to Iringa) by using the reports of that newspaper alone. What are the relationships between some of the senior Police officers and this newspaper? What is the relationship between the said lorry and the “Tanzania Daima” newspaper and/or Iringa Police officers?
9) The report of the Special Committee, according to the “Tanzania Daima” newspaper of May 26, 2009, requested me to refrain from making technical reports! I have several questions to ask: First, what technical expertise is required to make an account of an event that one has witnessed? For example, if my house was burnt, according to the mandate of the Special Committee, I will be prohibited by stating that the cause of the fire was a lantern or candle, until after having waited for Kombe and his special team of “experts” to come and conduct their divination, as they did with my accident? Second, we have witnessed many accidents in the country; passengers and drivers have always been an important source of information to the Police in order to discern the cause of the accidents. Why should the procedures be contravened in the accident of Dr. Mwakyembe, exclusively (whereas the main witnesses in the accident are prevented from speaking)? Third, if the real issue here is the comprehension of the relevant governing laws in that juridsdiction, the investigative and prosecution procedures, who among Kombe’s committee members can claim to have a better and broader understanding than myself? [Dr. Mwakyembe is a lawyer and legal expert by profession.]
10) We have experienced several accidents as a Nation, that caused injuries and casualties of citizens and leaders, resulting in a multitude of questions regarding the causes of those accidents, without the Police intervening in the freedom of expression of the victims, or even the formulations of Special Investigative Committees! However, my accident, that with the guardianship and blessings of The Almighty God, did not result in any loss of life, is being surrounded with deliberate controversy and debacle, to the extent of a Special Investigative Committee being formed, with the sole purpose of gagging the mouths of the main victims and others from speaking out. The hype of the Police, to investigate and interfere with every single statement made by me, coming up with countering statements is resulting from what calling, is being promoted by whom and for whose benefit?
Let me conclude by making these three additional statements, briefly: First, any person who is sound of mind cannot defend the negligence of his driver as in so doing he will be digging his own early grave! Likewise, any wise and sage person cannot accept the unjust prosecution of another person, of being labeled as a liar. That is sinful!
Second, our Police Force is a very important organ in the safety and security of the people, which hold the faith and support of all citizens without prejudice. It should never be involved in political machinations, and it should be seen as to observe the enforcement of the law according to the principals of natural justice and the Constitution of our Nation.
Third and last, when the accident took place, my first statement was: This is a normal accident and I leave everything to The Almighty God. However, the machinations of the Police of creating an environment of “plausible deniability” are giving me a sense of great trouble and a belief that the accident was anything but normal. Along with that fear, I still leave everything to The Almighty God who has the Final Decision.

I have been saddened and embarrassed by the statement released by the National Traffic Commander of the Tanzania Police Force, Commissioner James Kombe, on Monday, May 26, 2009, which was published and broadcast by various media organisations, regarding the road accident that I succumbed to on Thursday, May 21, 2009, at 7:10 am, at Ifunda, in Iringa Region. The Police statement refutes the statements made by myself and my driver regarding the accident and advises me to refrain from making further statements about the accident on the basis that I have no expertise whatsoever on road accidents. I obtained that statement through the “Tanzania Daima” newspaper, published on Tuesday, May 26, 2009, and as the Tanzania Police Force has not disowned it, I consider that statement to be true and correct.
Irrespective of the fact that I am convalescing at my residence as advised by my doctors, I have been forced to break my silence and make this brief press statement in order to prevent the deliberate distortion of the facts that is being conducted by the press, in particular, the “Tanzania Daima” newspaper and some Police officers, for reasons best known to themselves on this matter. I would like to express my disappointment regarding this matter regarding the course of action taken by the Police, which is more political in nature, rather than being investigative, which is the normal procedure, as following:
1) In the event that a criminal offence has occurred, it is the duty and responsibility of the Police to investigate and collect evidence related to the offence in order to present all the facts to the relevant judiciary organ, that is, the Court, which has the expertise of examining the evidence presenting, separating lies from the truth and arriving at a conclusion. Huko kwetu kusini, kuna imani kubwa sana na mambo ya uchawi, si uongo. Wadau, sasa naona hii story ya Dr. Mwakyembe, itakuwa sinema kiboko hapo baadaye. Alivyowaumbua mafisadi na baada ya hapo kuugua ghafla na wazee wa kijijini kutokea kumsaidia.

Siku chache tu baada ya Mbunge wa Jimbo la Kyela, Mhe. Dk. Harrison Mwakyembe kuugua ghafla wakati akiwa bungeni na kukimbiziwa kwenye zahanati ya ukumbi huo mjini Dodoma, limeibuka jopo la wazee mbalimbali maarufu mjini Kyela lililokuja juu na kudai kuwa kuumwa kwa mbunge wao huyo si bure na kwamba sasa wanajipanga katika kuhakikisha kuwa hadhuriwi na mambo ya kiuchawi.
Na kwa kuanzia, wazee hao wamesema tayari wameshaunda kamati ya wenzao kumi, ambao wamepiga kambi katika Kijiji cha Nduka kilichopo wilayani Kyela kwa ajili ya kupeana mbinu kali za kiulinzi kabla ya kufunga safari ya kuelekea Dodoma, ili hatimaye wakaonanane na mbunge wao huyo kipenzi na kumueleza kusudio lao la kumpa ulinzi kijadi.
Wakizungumza na PST mjini Kyela, wazee hao waliokataa kuandikwa majina yao gazetini kwa sababu walizodai kuwa ni za \'kiufundi\', wamesema kamati yao hiyo ya wazee kumi mahiri wa mambo ya kijadi, itaanza kwa kufuatilia kiundani ili kujihakikishia kile wanachoamini kuwa kweli, kuugua ghafla kwa mbunge wao huyo ndani ya Ukumbi wa Bunge la Jamhuri ya Muungano wa Tanzania kumetokana na kulogwa.
``Baada ya hapo, kama itabainika kuwa ugonjwa uliompata (Dk. Mwakyembe) umetokana na mikono ya watu wanaokwazika na kazi yake ya kututetea sisi na Watanzania wengine, kitakachofuata ni kumganga na kisha kumtengenezea ulinzi imara ili asidhuriwe tena,`` akasema mmoja wa wazee hao.
Wakasema wamepata wasiwasi mkubwa juu ya kuugua ghafla kwa mbunge wao huyo, hasa baada ya kusikia habari za kuwepo kwa hofu ya vitendo vya kishirikina kufanyika ndani ya Jengo la Bunge.

Hata hivyo, kuna taarifa kuwa sasa Dk. Mwakyembe yuko buheri wa afya na jana alirejea tena Bungeni kwa ajili ya kuungana na wenzie katika kuijadili bajeti ya Serikali kwa mwaka wa Fedha wa 2008/09.

Wakasema wamepata wasiwasi mkubwa juu ya kuugua ghafla kwa mbunge wao huyo, hasa baada ya kusikia habari za kuwepo kwa hofu ya vitendo vya kishirikina kufanyika ndani ya Jengo la Bunge.
``Tunajua kuwa siku zote Serikali haiamini mambo haya... na hata mheshimiwa si mfuasi wa mambo haya. Lakini yeye ni mtu wetu muhimu sana. Tukigundua kuwa alichezewa, sisi tutamlinda kwa namna tunayoijua hata kama mwenyewe akikataa,`` mzee mwingine akaongeza.
Alasiri ilipojaribu kuwasiliana na Dk. Mwakyembe ili kupata maoni yake kuhusiana na kikosi cha wazee hao kinachodai kutaka kumpa ulinzi maalum, hakuweza kupatikana kwenye simu yake ya mkononi. Hata hivyo, kuna taarifa kuwa sasa Dk. Mwakyembe yuko buheri wa afya na jana alirejea tena Bungeni kwa ajili ya kuungana na wenzie katika kuijadili bajeti ya Serikali kwa mwaka wa Fedha wa 2008/09.
Dk. Mwakyembe amejijengea heshima kubwa baada ya Kamati yake iliyotumwa na Bunge kufuatilia mkataba tata baina ya Serikali na Kampuni ya Kuzalisha Umeme ya Richmond kuibua udhaifu mwingi, ambao mwishowe ulimfanya Waziri Mkuu Edward Lowassa na mawaziri wengine watatu kujiuzulu.
Aidha, umahiri wake ulimfanya Rais wa Jamhuri ya Muungano wa Tanzania Bwana Jakaya Kikwete amteue kuwa mmoja wa wajumbe waliounda Tume ya Jaji Bomani iliyopitia mikataba ya Madini na kuwasilisha mapendekezo yake (kwa Rais) hivi karibuni.
