TAARIFA KWA UMMA KUHUSU SHUTUMA DHIDI YA
WAZIRI WA FEDHA YA KUHUSIKA NA UUZAJI WA KIWANJA CHA
NHC NA. 10 BILA KUZINGATIA TARATIBU

UTANGULIZI

1.0            Wakati PSRC ilipokuwa chini ya Wizara ya Mipango na
Ubinafsishaji, mwaka 2002 iliuza kiwanja Na. 192 kwa Mohamed
Enterprise (T) Limited (METL) na mwaka 2003 ikauza kiwanja Na. 191 kwa
Dar es Salaam RTC. Viwanja hivyo viliuzwa kabla ya PSRC kuvunjwa
tarehe 31 Desemba, 2007 na shughuli zake kukabidhiwa CHC tarehe 1
Januari, 2008, ambapo ndiyo shughuli za CHC zilihamishiwa Wizara ya
Fedha.

Kiwanja Na. 192 (au Na. 11 kwa sasa), cha GAPEX (iliyovunjwa na baadhi
ya mali zake kukabidhiwa PSRC) na kiwanja Na. 191 cha Dar es Salaam
RTC, vilikuwa katika eneo moja vikitumia barabara moja kuingia kwa
kupitia ndani ya kiwanja Na. 191 kutokea barabara ya Nyerere (Pugu
Road).  Hata hivyo, PSRC waliuza viwanja hivyo bila kwanza kutoa njia
(access road) kuingia kiwanja Na. 192.

2.0            Dar es salaam RTC walianza kupatiwa hati ya kiwanja
Na. 191, hivyo kukawa na mgogoro wa muda mrefu kwa sababu METL
hakuweza kupatiwa hati na Manispaa ya Temeke bila ya kuwa na njia.
Vile vile Dar es Salaam RTC kutokana na kero ya magari makubwa ya
METL, walikataa yasiendelee kupita katika kiwanja chao bila malipo.
Malipo ya madai ya Sh. 2.34bn ya barabara yanayodaiwa na Dar es Salaam
RTC hayakuwahi kulipwa na Serikali hadi sasa.

3.0            Kwa misingi hiyo PSRC ilitakiwa kutoa access road kwa
METL. Kamati ya Serikali chini ya CHC ilitafakari suala hilo nakuona
kwamba, kiwanja Na. 10 ambacho kiliwekwa chini ya PSRC kupitia mali za
TANGOLD iliyokuwa kampuni tanzu ya NMC, kingeweza kutumiwa kutatua
tatizo hilo. Kiwanja Na. 10 kilikuwa kimepangishwa kwa M/s Noble
Azania Investment Ltd (NAIL) na aliweka pingamizi asinyang’anywe na
PSRC.  METL alikubali kwamba endapo atapewa kiwanja hicho ili apate
barabara atachukua na kesi na madai ya NAIL.

4.0            Katika Mkutano wake wa Saba wa Bunge la Jamhuri ya
Muungano wa Tanzania, masuala kadhaa yalijitokeza na kujadiliwa.
Aidha, katika majadiliano hayo baadhi ya waheshimiwa wabunge
walichangia hoja za POAC na PAC kwa kumshutumu Mhe Waziri wa Fedha.
Baadhi ya Waheshimiwa Wabunge wakichangia hoja walisema kuwa, baadhi
ya Mawaziri ni wezi na kuwa wanatafuna fedha za Watanzania bila ya
woga, na kuwa Mhe. Waziri wa Fedha ameuza viwanja vya CHC. Aidha,
walidai kuwa, alihusika katika uuzaji wa mali ya Serikali katika
kiwanja Na. 10 barabara ya Nyerere na kwamba ameingilia utendaji wa
Mashirika ya Serikali ikiwamo CHC.

5.0            Tungependa kutoa ufafanuzi kuhusu hoja hizo kama
ifuatavyo:- Kiwanja Na. 10 barabara ya Nyerere hakikuuzwa na Wizara ya
Fedha, wala na Waziri wa Fedha. Kiwanja hicho kiliuzwa na aliyekuwa
Mwenyekiti na Kaimu Mkurugenzi wa CHC kinyume na maelekezo ya Wizara
ya Fedha na Kamati ya Wataalam (DTT), kwamba kiwanja hicho kiuzwe kwa
bei ya soko kwa kuzingatia Sheria na Taratibu.

6.0            Ukweli upo kwamba, baada ya maelekezo ya Wizara ya
Fedha kwamba bei ya soko na taratibu na sheria zitumike, Kamati ya
Wataalamu wa Serikali, ilikaa na kushauri kwamba taratibu na sheria ni
kutangaza ili kupata bei ya soko.

7.0            Bodi ya CHC ilikaa na kujadili maelekezo ya Wizara ya
Fedha na ushauri wa Kamati ya Wataalam. Baadhi ya Wajumbe wa Bodi
walishindwa kuelewa maana ya taratibu na sheria na bei ya soko, hivyo
Bodi iliagiza Waziri wa Fedha aombwe ufafanuzi. Mwenyekiti na Kaimu
Mkurugenzi Mkuu wa CHC walitumwa na Bodi wamwone Waziri wa Fedha ili
warudishe majibu kwenye Bodi. Waziri wa Fedha alitoa maelezo kwao
kwamba, tayari alishatoa maelekezo kwa maandishi hivyo waendelee kwa
kuzingatia maelekezo yaliyotolewa.

8.0            Aliyekuwa Mwenyekiti wa Bodi na Kaimu Mkurugenzi Mkuu
wa CHC hawakurudi kwenye Bodi baada ya kupata ufafanuzi kutoka kwa
Waziri wa Fedha, bali waliamua kuuza kiwanja hicho kwa bei ya
Mtathmini, badala ya kutangaza na kupata bei ya soko kama
walivyoelekezwa na Wizara ya Fedha na Kamati ya Wataalam. Aidha,
hawakurudi kwa Wizara ya Fedha kutoa taarifa ya utekelezaji wa
maelekezo ya Wizara.

9.0            Aidha ni vyema ijulikane kwamba, ukaguzi maalumu
uliofanywa huko CHC na Mkaguzi wa Nje, wakati wote wa ukaguzi Wizara
ya Fedha haikuhusishwa kutoa ufafanuzi au taarifa yoyote.

10.0        Tuhuma kuhusu kwamba, Wizara ya Fedha ilihusika katika
uuzwaji wa kiwanja hicho kwa kutoa maagizo kwa uongozi wa Shirika
kuuza kiwanja Na. 10 barabara ya Nyerere bila kuishirikisha Bodi ya
Wakurugenzi, hazina ukweli.

11.0        Hakuna maagizo yoyote ya Wizara ya Fedha yanayosema kuwa,
kiwanja Na. 10 barabara ya Nyerere kiuzwe kwa kampuni ya METL kwa
kiasi cha shilingi bilioni 2.46 bila kuzingatia sheria ya Manunuzi ya
mwaka 2004 na kanuni zake za mwaka 2006.

12.0        Kwa kuzingatia maelekezo ya Waziri wa Fedha ni dhahiri
kuwa, Mhe. Waziri wa Fedha, hakuhusika na uuzaji wa kiwanja Na. 10
barabara ya Nyerere na wala hakuingilia utendaji wa CHC. Maelekezo
aliyotoa yaliitaka CHC ifanye maamuzi kwa kufuata sheria, taratibu na
kanuni.

Badala yake, aliyekuwa Mwenyekiti wa Bodi pamoja na Kaimu Mkurugenzi
Mkuu wa CHC waliamua kuuza kiwanja hicho bila kuzingatia ushauri wa
Kamati ya Wataalam (DTT) na maelekezo ya Wizara ya Fedha.

13.0        Kwa misingi hiyo, tuhuma kwamba, Mhe. Waziri wa Fedha
alihusika na uuzaji wa kiwanja Na. 10 barabara ya Nyerere sio za
ukweli.

Chagga Funeral

A Tanzanian family was puzzled when the coffin of their dead mother arrived from the US . It was sent by one of her daughters. The dead body was so tightly squeezed inside the coffin that the face touched the glass lid!
 
When they opened the lid, they found a letter on top, which read as follows: -'Dear brothers and sisters, I am sending our mother's body to you for burial, since it has always been her wish to be buried in the compound of our ancestral home in Machame . Sorry I could not come along as I have been denied leave at work since we are short staffed this month. You will find inside the coffin, under Mama's body, 12 cans of canned fish,10 packets of Royco soup and 8 tins of hot chocolate. Please divide these among yourselves. On Mama's feet, you will find a new pair of Reebok shoes size 9 for Mushi’s eldest son.

Also, there are 2pairs of shoes for Urasa's and Kwayu's daughters.Hope the sizes are correct.Mama is wearing 6 American t-shirts. The large size is for Manka and the others are for my nephews. The 2 new Levis jeans that Mama is wearing are for the boys.

The Swiss watch that Koku wanted for her 21st birthday is on Mama's left wrist. Aunt Rebeka, Mama is wearing the necklace, earrings and the ring that you asked for. Please take them.The 6 white cotton socks that Mama is wearing must be divided among my teenage nephews. Please distribute all these accordingly and if anythingmore is required, let me know since our Pappa is also not doing well nowadays.

It’s the numbers that fascinate Dr. Godwin Godfrey, a 32-year-old Tanzanian who is finishing a five-year training course in Israel to become a pediatric cardiac surgeon.

When he graduates next summer, he will become the first and only pediatric heart surgeon in all of Tanzania – a country of 43 million people.

Tanzania’s Ministry of Health already has a waiting list of nearly 500,000 patients who desperately need his services.

The government, which sends most of its patients who need heart surgery overseas to countries like India, can only afford to care for about 100 people a year.

“You can see the chances of making it are slim,” says the surgeon. “A child on the waiting list with a serious heart condition may wait maybe three or four years and die of complications like heart failure.

“Sometimes it can be very depressing being a doctor in a poor country like Tanzania,” he says. “Too many times you see children dying in front of your eyes. You know that you are supposed to do something, like give them medicine, but you don’t have it.”

When he first started his training as a pediatric surgeon in Israel’s Wolfson Medical Centre under a program sponsored by the Save A Child’s Heart charity, Dr. Godfrey said he experienced something akin to “culture shock.”

“I always used to see a lot of death,” he says. “In our department in Tanzania [in the Bugando Medical Center in the city of Mwanza — an 850-bed hospital that serves 15 million people] you could have five or seven children die every day. When I got to Israel to train I realized we weren’t seeing any children die — even in a month.

“This was really an eye-opener. Whatever we were doing; it was wrong,” he says. “It opened my eyes. There is so much that we don’t know. There is so much equipment that we don’t have. There is so much medication that we don’t have.”

‘I always used to see a lot of death’

The son of a surgeon, Dr. Godfrey, who was born in a small town on the slopes of Mount Kilimanjaro, has been familiar most of his life with the difficulties of practicing medicine in a developing country.

After graduating at the top of his class in high school in Tanzania, he won a scholarship to study medicine at Makerere University in neighbouring Uganda. When he returned home to serve his internship, he deliberately selected the Bugando Medical Centre in Mwanza, Tanzania.

“Most of our doctors are actually located in Dar es Salaam, the capital,” he says. “That’s the biggest city and all the government offices are there. But with me being interested in surgery, I thought if I went to work in one of the big hospitals I wouldn’t get the hands-on experience that I wanted.”

In Mwanza, he was overwhelmed with work and because of a shortage of surgeons and specialists found himself doing everything from pediatric cases to orthopedic, ophthalmology and neuro-surgery.

When he started a residency in the Mwanza hospital, he shifted to cardiac surgery, but found himself stymied by a lack of equipment and expertise.

‘Being in Africa, in this hospital, we didn’t have the equipment to conduct open-heart surgery’

“Being in Africa, in this hospital, we didn’t have the equipment to conduct open-heart surgery,” he says. “So we have had to start building our unit from scratch.”

When Dr. Godfrey investigated the possibility of getting some expert training in cardiac surgery, he discovered the only place he could do so in Africa was in South Africa, Egypt, Morocco or Tunisia. But when he tried to apply, he was told those countries weren’t interested in training foreign doctors.

Then in 2006 a visiting German doctor, working for a Christian charity, suggested Dr. Godfrey should apply to study in Israel under a humanitarian project sponsored by the Save A Child’s Heart organization.

Over the last 15 years, cardiac surgeons operating out of the Wolfson Medical Centre in Holon, Israel, have treated more than 2,800 children with congenital heart diseases and adolescents with heart valve diseases.

Patients are now flown into Israel from all over the world for about 225 emergency operations each year, with 43% of the cases coming from Africa and 47% from neighbouring Arab states.

Save a Child’s Heart offered Dr. Godfrey a full five-year scholarship to study pediatric cardiac surgery and has methodically begun to help him train a complete surgery team to work with him in Tanzania.

“Heart surgery is teamwork,” says Dr. Godfrey, who was in Toronto this week to tour Sick Children’s Hospital. “It’s not just the work of a surgeon. You need a cardiologist, an anesthesiologist, an intensive care unit internist, people to operate the heart pumps and ventilators.”

‘We had to stop her heart, go in and close this hole and then start the heart functioning again’

Last summer, a team of 13 doctors from Save a Child’s Heart travelled to Tanzania to stage a cardiac clinic in Dr. Godfrey’s hospital and operated on 13 seriously ill children, including the first ever open-heart operation on a child in Tanzania.

Four year-old Laurencia Simon, the daughter of farmers who live in a mud hut without electricity or running water three hours drive from Mwanza, underwent the historic surgery.

“She had a hole in her heart,” Dr. Godfrey explains. “We had to stop her heart, go in and close this hole and then start the heart functioning again.”

“In places like Canada, you can do this operation any day,” he says “You don’t let patients with the condition become six months old or even a year, without the operation. But in Tanzania, this little girl was four years old and she could have died while being on a waiting list.”

Now, she is healthy and back in school.

In a very small way, things are about to change in Tanzania.

Zanzibar: a sinking tourist paradise

ZANZIBAR, Tanzania (eTN) - The tourist island of Zanzibar is celebrating the day of union with mainland Tanzania, while posing a sinking threat, not in the Indian Ocean, but in political turbulence, likely to damage the once famous paradise in East Africa.

Politics is currently dominating every corner of this beautiful tourist island that once earned fame from prominent world personalities including Bill Gates, The Aga Khan, and the famous South African singer, Sipho Mabhuse, who sang in his song, “Oh Zanzibar.”

While tourists are still flocking to Zanzibar’s warm tropical beaches to enjoy the African sun or playing with dolphins and taking the time to go scuba diving, residents and politicians are busy debating whether their lovely tourist island should separate from mainland Tanzania or not.

With a population of about 900,000, Zanzibar wants to separate from the mainland Tanzania, with a population of about 45 million, to form its own republic.

Critics of the 1964 union between the mainland (Tanganyika) are looking at the entire affair as the Biblical story of David and Goliath. They claim that the mainland, which is richer simply by virtue of its size, also has more natural resources than the island.

Compared to Zanzibar, the mainland has almost all tourist attractions available in Africa – wildlife, cultural and historical sites, beaches, geographical features like Mount Kilimanjaro, Ngorongoro Crater, and the Serengeti Plains.

Zanzibar tourism, however, is made up mostly of pristine sand beaches, deep water diving, unique and rich multi-racial cultures, and historical sites. But, the island is more aggressive in its tourism development than the Goliath mainland.

Tourism is currently the leading source of revenue to Zanzibar's economy, injecting 27 percent to the isle’s gross domestic product (GDP), while generating 72 percent of the isle’s foreign currency.

The island has seen a remarkable growth in tourism, with optimism to attract more holidaymakers there. Zanzibar is famous for its beaches, deep-sea fishing, scuba diving, and dolphin watching.

Its target is to attract high-class tourists to compete with other Indian Ocean island destinations, such as Seychelles, Mauritius, La Reunion, and Maldives.

Anti-union protesters see no reason to have the island be marketed as part of Tanzania instead of going alone. The slogan “Visit Tanzania, the Land of Kilimanjaro, Zanzibar, and the Serengeti” has no value to the island’s tourism.

There are circulating reports that Zanzibar wants to abandon the current Zanzibar Commission for Tourism to establish its own tourism board and part away from the Tanzania Tourist Board, which has been marketing the island’s tourism in key tourist sources.

As of this, Zanzibar wants to stand alone and compete with Seychelles, Mauritius, La Reunion, and Maldives - the other island state destinations.

Critics of the Union see no reason why Zanzibar is much poorer than the rest of Indian Ocean islands, despite its rich ocean resources, taking into account that most island states in the world are richer than hinterland states.

There are circulating reports that Zanzibar people also want to see their island become a republic and run alone as a free port like Dubai, Singapore, or Hong Kong, and take an opportunity to dominate business links in Eastern, Southern and Central Africa.

A recent visit by this writer to Zanzibar could attest to the real political situation there. Members of the parliament were discussing and complaining of “foreignization of the island’s tourism,” referring to the higher influx of Kenyans and Tanzanians from the mainland.

In reality, Tanzanians from the mainland are counted as foreigners in Zanzibar and could find it hard to live and work in the island unless with special arrangements.

During one Friday afternoon prayers, a preacher of a Mosque at the famous tourist area of Stone Town, critically advocated for the “Republic of Zanzibar” outside the United Republic of Tanzania.

The cleric gave several reasons to justify his comments, some being dictatorship rule by the President of Tanzania over the people of Zanzibar, unfair distribution of wealth between the two sides of the Union, poverty among Zanzibar people, and rights over oil control and foreign policy.

He blamed the American (US) and British governments for engineering the make-up of the Union and maneuvering the secrets behind it, at the same time applying diplomatic tactics to ensure that Zanzibar remains a part of Tanzania.

The cleric said Americans and the British had masterminded the set-up of the Union so as to undermine the island’s rights over Indian Ocean resources. He said American and British governments are standing on the backs of Zanzibar people for the interest of western nations to exploit the island’s resources in guise of security over the Indian Ocean.

After independence from Britain in 1961 and the Zanzibar Revolution in January 1964, Tanganyika and Zanzibar united on April 26, 1964 to form the present Tanzania.

Rich in tourism, Zanzibar remains poorer compared to the mainland tourist towns of Arusha and Moshi in the northern circuit. Children’s rights activists have been raised an alarm over escalating child labor in the island’s tourism, mostly those taking tourists to dolphin safaris.

Members of the island’s parliament have recently blasted their government over moral decay among the youths, as the tourism industry thrives, while the level of poverty increase.

At every step you stride at the tourist site of Stone Town, you find people talking union politics, and not only that, even food vendors and government staff talk politics and their rights to be free from the hegemony of Tanzania mainland. The question remains whether this tourist paradise is going to survive.

Kufundishia Kiingereza nchini: Ni Kasumba tu Inayodumaza Elimu!

Rais wa Kwanza wa Afrika Kusini huru, Nelson R. Mandela, aliwahi kusema katika nukuu zake nyingi za busara, kwa Kiingereza:“If you talk to a man in a language he understands, that goes to his head. If you talk to him in his language, that goes to his heart.” Kwa tafsiri yangu, ya Kiswahili: “Ukizungumza na mtu neno katika lugha anayoielewa, linamuingia kichwani. Lakini ukizungumza naye katika lugha yake, linamuingia moyoni mwake”.

Mbunge, Profesa Kulikoyela Kanalwanda Kahigi, ambaye ni mtaalamu wa lugha, akizungumza katika mjadala wa hotuba ya bajeti ya Wizara ya Habari, Vijana, Utamaduni na Michezo, bungeni mjini Dodoma Agosti mwaka 2011 alisema: “Lugha ni nguzo ya msingi ya kujenga uzalendo.

Vinginevyo utajengaje uzalendo kwa kutumia lugha ya kukopa ya kigeni?”.

Profesa Kahigi aliongeza: “Tunawafundishia vijana wetu kwa Kiingereza.

Je, tunawapa maarifa vijana wetu au tunawafurahisha mabwana zetu?”.

Hii ndiyo hali ilivyo nchini Tanzania, tuna kasumba ya Kiingereza, lugha ya kigeni na lugha ya kikoloni. Mpaka sasa, miaka 50 ya Uhuru wa Tanzania Bara, uamuzi haujafanywa wa kuitumia Lugha hii adhimu ya Kiswahili kufundishia nchini katika ngazi zote, pamoja na kuwa lugha hiyo ina vigezo vyote vya kukidhi kazi hiyo. Hii haina maana kukipuuza Kiingereza, ambacho watu wengine hapa nchini wanakiita kuwa ni “Kiswahili cha Dunia”. Ni vizuri Kiswahili kifundishwe vizuri, kitumike kufundishia na Kiingereza pia kifundishwe vizuri kama lugha na liwe ni somo la lazima kwa kila mwanafunzi kuanzia darasa la kwanza, hadi Sekondari, ili wanafunzi wote, wakifika kidato cha nne, kwa mfano, wazungumze na kuandika lugha hiyo kwa ufasaha mkubwa.

Kasumba imefikia kuona jambo hili kuwa ni kitu cha kawaida. Kwa mfano, ukimuuliza mtumiaji wa Kiswahili, je, sasa saa ngapi? Atakujibu, sasa ni saa 6. Lakini mwambie aangalie alivyorekebisha saa yake. Utaona mshale, badala ya kuwa katika sita, uko kwenye namba 12, kama vile walivyozoea Waingereza, kwa mfumo wao wa kujua wakati. Saa 6 ya mchana, kwa Kiswahili, Kiingereza siyo “Six o’clock” ni “Twelve o’clock”!

Kiingereza ni Lugha siyo Elimu

Swali la kujiuliza: Je ni kwa nini basi tunaendelea na kasumba hii ya kukipa kipaumbele Kiingereza na kupata kigugumizi cha kukitumia Kiswahili kufundishia katika ngazi zote?

Ubishi unaoenea kwa kasi ni kuwa Kiingereza ni “Lugha ya Kimataifa” na kwamba kwa kufundishia, vijana wetu watakuwa na elimu inayolingana kimataifa. Pili, kwa vile hakuna vitabu vya kutosha vya Kiswahili, ukilinganisha na vya Kiingereza, kufundishia Kiswahili, ni tatizo.

Sababu zote hizi zinamfurahisha zaidi Mwingereza tu.

Ukweli ni kwamba Kiingereza ni lugha tu na mtu anaweza akajifunza, na kwa utaalamu wa kisasa wa kufundisha lugha na nyenzo zilizopo, hata kwa miezi mitatu mtu anaweza akakielewa na kuzungumza. Lugha siyo elimu, isipokuwa ni chombo cha kusaidia kutolea elimu. Elimu ni uwezo mkubwa wa kuelewa na kugundua mambo, ili hayo unayoyaelewa na kuyagundua yatakusaidia kuleta mageuzi katika maisha yako na ya binadamu wengine, kutoka kiwango fulani na kwenda kiwango cha juu zaidi chenye kuleta manufaa na tija. Ili elimu nayo itolewe kwa vizuri zaidi ni lazima lugha ya kufundishia iwe ile ambayo anayefundisha na anayefundishwa wote wanaifahamu vizuri. Pili, hakuna vitabu vya Kiswahili nchini kwa sababu havina soko. Mara uamuzi wa kufundishia Kiswahili utakapochukuliwa, basi vitabu vya Kiswahili vitakuwa biashara kubwa na vitaanzishwa hata “viwanda” vya kufyatua vitabu vya elimu mbalimbali kutoka lugha za kigeni na kuwa vya Kiswahili.

Wataalamu Wamekwishathibitisha

Uwezo wa Kiswahili kufundishia ili hatimaye elimu ikue kwa kiwango kikubwa nchini na kujenga taifa la kujitegemea badala ya kuendelea kuwategemea wengine kwa kila kitu, siyo mahitaji ya kisiasa, bali ni jambo linalowezekana na lililothibitishwa na wanataaluma wa elimu na wa lugha pia.

Profesa John Kiango, Mkurugenzi wa Taasisi ya Uchunguzi wa Kiswahili Chuo Kikuu cha Dar es Salaam, wakati anamkaribisha Waziri Mkuu Mizengo Pinda kuzindua Taasisi mpya ya Kiswahili ya Chuo Kikuu cha Dar es Salaam, Julai 26, 2009, alisema: “Nikiwa mtaalamu wa lugha, napenda nichukue nafasi hii, kukuhakikishia kuwa Kiswahili kinaweza, na kikipewa nafasi kitaleta mageuzi ya kitaalamu na kiugunduzi nchini.”

Anaongeza:“Tafiti zimebaini kuwa nchi zote zilizo na ugunduzi asilia ambao siyo ule wa kuiga ni zile zinazotumia lugha zao. Nchi zinazotumia lugha za kigeni katika kutolea elimu zimebaki kuwa watumiaji wa teknolojia zilizogunduliwa mahali pengine, teknolojia ambazo tunauziwa kwa bei mbaya sana.”

Hatutaki tu kuuona ukweli. Kwa mfano, ukimuandaa mtaalamu wa Kilimo hadi anapata shahada, akija kuwa Bwana shamba kijijini, je elimu yake atawapatia wale wakulima kule vijijini kwa lugha gani? Kiingereza, alichojifundishia au kwa lugha ambayo walengwa wanaielewa? Kwa vile madhumuni ya elimu ni kwa watakaobahatika kuipata wawagawie maarifa na huduma wengine, kwa nini sasa tunalazimika hapa hapa nchini ambako tuna lugha yetu, kuifundisha elimu hiyo kwa lugha ya kigeni na ya kikoloni? Kama elimu utaipata kutoka China, ni dhahiri lazima kujifunza kwa Kichina.

Katika kitabu “Focus on fresh data on the Language of Instruction debate in Tanzania and South Africa” kilichoandikwa na Brigit Brock- Utne, Zubeida Desai na Martha Qorro, mwaka 2006, ikiwa ni sehemu ya matokeo ya tafiti za LOITASA (Language of Instruction in Tanzania and South Africa) ambayo ni Mradi wa NUFU (The Norwegian Programme for Development Research and Education) ulioanza mwaka 2001 na unaomalizika mwishoni mwa mwaka 2011, imebainishwa jinsi lugha ya Kiingereza ilivyokuwa tatizo katika ufundishaji kwenye shule za Sekondari nchini Tanzania.

Utafiti wa LOITASA ulifanywa katika shule mbili za Sekondari kwa kutumia utaratibu wa kufundishia somo la Baiolojia – darasa moja kwa Kiingereza na darasa jingine kwa Kiswahili. Kwa mujibu wa kitabu hicho, katika darasa lililokuwa linafundishiwa Kiingereza, wanafunzi walionekana kutochangamka na hawakuelewa kilichokuwa kinaendelea, wakati lile la Kiswahili, wanafunzi walikuwa wanachangia kwa uelewa wa hali ya juu na ukawepo mjadala wenye tija baina ya mwalimu na wanafunzi.

Tume ya Rais ya Elimu, iliyojulikana kuwa Tume ya Makweta (mwanasiasa na mwanataluma mashuhuri nchini) ilitoa mapendekezo ya kutaka Kiswahili kitumike katika ngazi zote, hatua kwa hatua, kuanzia kidato cha kwanza mwaka 1985 na Chuo Kikuu kuanzia mwaka 1992. Mapendekezo hayo mpaka sasa hayajatekelezwa.

Mapema tangu mwaka 1953, Shirika la Umoja wa Mataifa la Elimu, Sayansi na Utamaduni (UNESCO), lilitoa azimio lililosema, pamoja na mambo mengine, ni vema hasa kwa elimu ya msingi kwa watoto wadogo, kuwafundisha kwa lugha wanazozielewa vizuri na hasa lugha za mama zao.

Sasa, kama wataalamu wamekwishamaliza kazi yao na kuthibitisha kuwa Kiswahili ni lugha inayojitosheleza kwa msamiati karibu katika kila fani, mbona Kiswahili hakitumiki nchini katika kufundishia, hasa elimu ya juu? Kwa nini?

Jibu la uhakika ni kwanza, matokeo na athari ya kutawaliwa na Waingereza na hivyo kupandikiza ndani ya akili zetu hali ya kutojiamini wenyewe, kuanzia katika lugha na hata katika maeneo mengine. Kazi yetu ni kuwategemea wengine, wa nje tu. Pili, kasumba tu ya kawaida kwamba Kiingereza ndiyo elimu na tatu ni kusita kuchukua uamuzi.

Sera; Dira, Hazitekelezwi

Sera ya Elimu ya Mwaka 1995 nchini inasema kuwa Lugha ya Kufundishia ni Kiswahili na Kiingereza. Sera hiyo inafanyiwa mapitio, lakini katika maandiko ya awali ya marekebisho yanayopendekezwa, haionekani kwamba uamuzi unafanywa wa kukitumia Kiswahili katika ngazi zote.

Kwa mfumo wa sasa nchini, kuanzia shule ya awali hadi darasa la saba, lugha ya kufundishia ni Kiswahili, lakini kuanzia kidato cha kwanza hadi kwenye vyuo, lugha ni Kiingereza. Ingawa ukweli ni kwamba hata kwenye vyuo, mwalimu akiona haeleweki kwenye ukumbi wa mhadhara, huwa anabadilisha lugha na anatumia Kiswahili na mara mambo yanabadilika na kwenda vizuri.

Katika Sera imetamkwa rasmi kuwa: “Serikali itakuza elimu ya awali ya watoto wenye umri wa miaka 0-6. Elimu hii itahakikisha kudumishwa kwa maadili yetu kiutamaduni”. Lakini hali halisi ya sasa, ni tofauti na tamko la Sera. Siku hizi kuna shule za binafsi nyingi zilizochipukia zinazofundisha kwa Kiingereza, ziitwazo kwa Kiingereza “English-Medium Schools”, hata kwa zile za elimu ya awali, tena nyingine ada ni lazima kulipwa kwa fedha za kigeni, hasa za Kimarekani, Dola! Kwa msingi huo, haitawezekana kuwa elimu hiyo “itahakikisha kudumishwa kwa maadili yetu ya kitamaduni”, kama yenyewe inatolewa kwa lugha ya kigeni ya kikoloni na kulipiwa kwa fedha za kigeni!.

Dira ya Taifa ya Maendeleo 2025, sehemu yake inasema: “Tanzania haina budi ijijengee misingi ya kujitegemea inayotokana na mazingira ya ukombozi wa kisakolojia, kifikra na kuweza kujiamini ili jamii iweze kuamua kuliongoza gurudumu lake la maendeleo kwa lengo la kutosheleza mahitaji ya msingi ya watu wote, wanaume, wanawake na watoto”. Je, tutaliweza hilo kwa kufundishia lugha ya kigeni, ya kikoloni?

Ni Siasa, Uchumi na Utamaduni

Karibu nchi zote duniani, zinatumia lugha zao kufundishia. Lakini katika Afrika karibu nchi zote (isipokuwa Ethiopia, inayotumia lugha yake ya Amharic na maandishi yake, pamoja na nchi za Kaskazini mwa Afrika zinazotumia Kiarabu na maandishi yake) zinatumia lugha za kigeni za Kiingereza, Kifaransa au Kireno, zilizorithiwa kutoka kwa Wakoloni hao. Haishangazi basi kuwa miaka 50 sasa tangu ukoloni uondoke, bado tunakuwa tegemezi kutoka kwa wakoloni hao.

Msomi B.F.P. Masele, katika makala yake yenye kichwa cha habari:

“Kiswahili au Kiingereza? Siasa na lugha muafaka ya kufundishiaTanzania,” alikariri “janga” lilioikuta nchi ya Afrika ya Madagaska iliyoamua mwaka 1975 kutumia lugha yake ya asili ya Kimalagasi, inayofahamika na kutumika kwa ufasaha zaidi nchini humo, katika nyanja zote za maisha ya watu, ikiwa ni pamoja na kufundishia elimu ya awali hadi vyuo vikuu.

Kwa mujibu wa Masele, baada ya Madagaska kukumbwa na hali mbaya ya kiuchumi, nchi ya Ufaransa, iliyokuwa ikiitawala zamani, ilishinikiza kuwa Kimalagasi kifutwe kama lugha ya kufundishia au kutumika katika shughuli nyingine rasmi kitaifa. Serikali, ikalazimika kukirudisha Kifaransa kuwa lugha kuu Madagaska baada ya kupewa ahadi ya fedha kutoka Ufaransa ili itatue matatizo yake ya kiuchumi. “Hili ni somo muhimu sana kwa Tanzania na nchi zote zinazofanana nayo”, anasema Masele.

Masele anaongeza: “Utekelezaji wa maamuzi ya matumizi ya Kiswahili kufundishia katika ngazi zote za elimu umekuwa mgumu ingawa jambo lenyewe liko wazi kiutafiti, kitaaluma, kipedagogia na kimantiki tangu zamani. Ugumu unatokana na ukweli kwamba, ingawa Kiswahili ni suala linalohusu lugha, mizizi yake ya fitina imejikita katika uwanja nyeti wa siasa, huku siasa hii ikifungamana na masuala ya uchumi na utamaduni. Bila ya kuichokonoa mizizi hii kutoka katika siasa, uchumi na utamaduni ilikojificha, si tu itakuwa vigumu, bali haitawezekana kukithamini Kiswahili”.

“Waafrika,” Masele katika makala hiyo amemnukuu mtaalamu mwingine nchini, M.M. Mulokozi akisema: “ni watu wa pekee duniani waishio kwa vitu vya kuazima; utamaduni wa kuazima, dini za kuazima, lugha za kuazima, majina ya kuazima, teknolojia ya kuazima, fasihi/fani za fasihi za kuazima, nywele na rangi za ngozi za kuazima, sanaa za kuazima, mavazi ya kuazima, vyakula vya kuazima…vitu ambavyo wengi wetu vinatufanya tuwe viumbe bandia, vichekesho vya dunia.”

Hivyo basi ni maoni yangu kuwa, kwa vile miaka 50 imekwishapita tangu uhuru bila ya kukifanya Kiswahili kiwe lugha ya kufundishia nchini katika ngazi zote, maandalizi yaanze sasa kwa kufundishia Kiswahili Sekondari na baadaye Chuo Kikuu. Kwa namna hii, utamaduni wetu utaendelezwa, vijana wetu wanaopata elimu watajijua vizuri wanatoka wapi na wanakwenda wapi na watakuwa na kitu cha kujitambulisha kama taifa. Isitoshe elimu itapanuka mno na taifa litapata wataalamu wanaoweza kujitegemea na wazalendo na hivyo utajengeka utamaduni wa kuwaamini wataalamu wetu na siyo wa nje. Ikifikia hapo, kasi ya maendeleo nchini itakuwa kubwa mno, kwa muda mfupi sana, kiajabu.

Rais Kikwete Nchini Malawi Kuhudhuria Mazishi ya Profesa Mutharika

Rais Jakaya Mrisho Kikwete amewasili  mjini Blantyre ,Malawi  leo jioni kuhudhuria  Mazishi ya Profesa Bingu  wa Mutharika, aliyekuwa Rais wa Malawi., aliyefariki tarehe 5 April, 2012  Kufuatia matatizo ya Moyo
Rais Kikwete ni miongoni mwa Viongozi wakuu Saba kutoka nchi jirani na Malawi.

Nchi hizo ni Afrika Kusini, Benin, Kenya, Msumbiji, Zimbabwe na Zambia.

Wakati huohuo Ikulu inapenda kukanusha taarifa zilizonukuliwa na baadhi ya vyombo vya habari kudai kuwa Rais ametofautiana na Waziri Mkuu kuhusu aina ya hatua za kuwachukulia Mawaziri wanaotuhumiwa na ubadhirifu katika Wizara zao.

Napenda kueleza Umma kuwa taarifa hizo si za kweli.
Pia  nitumie nafasi  hii kuwatahadharisha waandishi wa habari  kuwa makini, waangalifu na wachambuzi wakati wa kupokea, kusikiliza na kuandika au kutangaza taarifa wanazopata.

Rais kikwete aliwasili kutoka Brazil alipokuwa amekwenda Kwa Ziara ya kikazi ya siku tano tarehe 21 April, 2012.

Kwa hivyo basi Rais hajapata taarifa yeyote rasmi kutoka kwa Waziri Mkuu, na bado anasubiri kupewa taarifa hyo rasmi Kwa vile suala la tuhuma hizo limetokea Bungeni.

Na kama kuna Waziri ambaye ameandika barua ya kujiuzulu, basi atakua amemuandikia Rais na kama zipo Rais ndiye atakaye zipokea na kuamua hatua inayofuatia.

Kwa hivyo sio busara hata kidogo kwa vyombo vya habari kueneza uongo na fitna zenye lengo la kuchonganisha si viongozi tu , bali  hata viongozi na wananchi kwa ujumla.

Rais Kikwete anatarajia kurejea nchini kesho  tarehe 23 April mara baada ya maziko.

Mbwa Bingwa wa Kuruka Kamba!

Katika mchezo wa Double Dutch, kamba mbili zinarushwa kwa wakati moja na inabidi uziruke bila kunaswa na kamba. Ni mchezo mgumu kwa Binadamu mwenye miguu miwili. Hebu mchezki huyo mbwa mwenye miguu minne ambaye anaruka hizo kamba bila matatizo pila inaelekea anapenda sana kuruka kamba.

Kama Kawaida WaKenya Washinda Boston Marathon!

WaKenya wakiona wakimbiaji katika Boston Marathon 2012
Wadau, Boston Marathon ilikuwa leo. Kama kawaida WaKenya wameshika nafasi zote za juu.  Lakini leo kulikuwa na joto si kawaida hapa Boston. Hadi wazungu wakasema "oh, waafrika wamezoea kukimbia katika joto, haki yao  kushinda. "

Na pia Chama ca Boston Marathon walisema kuwa wataruhusu wale ambao hawakukimbia leo kwa kuhofia joto, kukimbia katika Boston Marathon 2013.

Hivi lini MTanzania atashinda? Warudishe zile programu za kutafatua wanariadha katika mashule ya primary na sekondari Bongo.

Mshindi wa Kwanza wa Kike katika Boston Marathon 2012, Sharon Cherop akivuka Mstari wa Kumalizia

Kenyan men & women win, place, show at Unseasonable Boston Marathon


The top three winners in the men's and women's divisions of Monday's Boston Marathon were all Kenyan, according to the race's website.

Wesley Korir, 29, was tops among the men with an unofficial time of 2:12:41. Levy Matebo, 22, and Bernard Kipyego, 25, finished at 2:13:06 and 2:13:13, respectively.

Sharon Cherop, 28, was the fastest among the women with an unofficial time of 2:31:50. Jemima Jelagat Sumgong, 27, and Giorgino Rono, 31, finished second and third with unofficial times of 2:31:52 and 2:33:09.

This year's Boston Marathon was held in abnormally high temperatures - so warm that race organizers took several steps to warn participants and allow those concerned about the heat to run next year instead.

The race, which began in 1897 and bills itself as the world's oldest annually contested marathon, is typically held in relatively cool weather. The average temperature for an April day in Boston is 47 degrees - with a usual high of 56 and low of 40 degrees - according to the city and National Weather Service. When this year's race finished, the temperature was in the mid-70s.

With its rolling hills, the Hopkinton-to-Boston course is often considered among the nation's most grueling marathons even in ideal racing conditions.

KAMATI ya Maadili ya Baraza la Habari Tanzania (MCT) leo mchana imetangaza imesikitishwa na ukiukwaji mkubwa wa maadili uliojitokeza hivi karibuni kwa baadhi ya vyombo vya Habari ambavyo wakati vikiripoti kuhusu kifo cha Msanii Steven Charles Kanumba, vimemhukumu msichana Elizabeth Michael Kimemeta maarufu kama Lulu, kuwa amemuua msanii huyo.

Ukiukwaji huo umejitokeza hasa baada ya msichana huyo kufikishwa Mahakamani, ambapo baadhi ya magazeti yanayoheshimika katika jamii jana Alhamisi, Aprili 12, 2012 yaliandika vichwa vikubwa vilivyosomeka: Lulu Kortini kwa kumuua Kanumba na Lulu Kizimbani kwa mauaji ya Kanumba.

Kwa mujibu wa sheria na maadili ya Uandishi wa Habari mtu yeyote anayekamatwa kwa tuhuma yoyote ile ni mtuhumiwa mpaka atiwe hatiani na mahakama.

Kanuni hii ya siku nyingi katika fani ya uandishi wa habari inafahamika na waandishi na wahariri wote wanaoheshimu kazi yao.

Baraza pia limeshatoa matamko mara kadhaa kuwakumbusha wanahabari kujiepusha na uandishi wa habari au vichwa vya habari vinavyohukumu.

Baraza linafahamu fika kuwa kesi zilizoko Mahakamani ni kivutio kwa umaa kutaka kujua kinachoendelea ili kuona haki ikitendeka na pia wanahabari wana haki ya kujua na kuripoti yanayojiri huko na katika vyombo vingine vya sheria.

Lakini lazima ifahamike kuwa wakati wakitumia fursa na haki hiyo Wanahabari wanapaswa kuzingatia kanuni, miongozo na sheria zinazolinda haki za msingi zxa watuhumiwa na uhuru wa Mahakama.

Ni wazi kuwa vichwa vya habari vilivyoitajwa hapo juu vimeliingilia uhuru wa Mahakama kwa kuchapisha habari ambazo zinaonekana kushawishi au kushinikiza uamuzi wa Mahakama.

Wanahabari ni lazima watambue kuwa kuna taratibu na makubaliano ya kijamii juu ya namna gani taarifa zinavyopaswa kuripotiwa ili kutowadhuru watu wengine.

Hivyo basi , Baraza la Habari Tanzania linapenda kuwakumbusha tena wahariri kuhakikisha kuwa wanafanya kazi yao kwa kuzingatia maadili na weledi katika kuripoti mkasa huu unaogusa hisia za watu.

Baba mzazi wa Muigizaji wa kike wa filami nchini maarufu kama Lulu, ambaye anahusishwa na kifo cha marehemu Steven Charles Kanumba, ameibuka na kueleza kushtushwa sana na taarifa za kifo hicho pamoja na habari kuwa bintiye alikuwa na mahusiano ya kimapenzi na muigizaji huyo nguli na kuwa anahusika na kifo chake.

 Baba Lulu, ambaye alijitambulisha kwa jina la Michael Edward Kimemeta(49) mzaliwa wa Wilaya ya Rombo, Mkoani Kilimanjaro, kaiambia Globu ya Jamii leo huko Moshi kuwa alimtambua Steven Kanumba kama mwalimu wa mtoto wake Lulu,lakini hakuamini masikio yake baada ya kupata taarifa za kifo hicho, huku bintiye, anayedaiwa alikuwa na mahusiano ya kimapenzi na marehemu, anahusika.


Lulu alifikishwa mahakamani jana April 11, 2012 akikabiriwa na mashtaka ya mauaji ya Marehemu Steven Kanumba, ikiwa ni siku nne baada ya kifo cha msanii huyo. Alisema kuwa Elizabeth ama Lulu alizaliwa tarehe April 17,1995 katika hospitali ya Taifa ya Muhimbili jijini Dar es Salaam, na kwamba alimaliza elimu ya kidato cha nne katika shule ya sekondari ya Midway mwaka jana na kamba hivi sasa ana umri wa miaka 17.

Bw Kimemeta alisema kuwa ni vyema polisi kuwa makini katika uchunguzi wao kwa kuzingatia kuwa tukio hilo limejenga chuki na uhasama baina ya Lulu na ndugu, jamaa, marafiki na wapenzi wa marehemu Steven Kanumba. Alisema kuwa kilichomshtusha zaidi ni taarifa za polisi kusema kuwa kulitokea ugomvi kati ya Marehemu Steve Kanumba na Lulu,huku ikitajwa kuwa walikuwa wapenzi.

“Hatukutegemea kama Marehemu Kanumba angeweza kuwa na mahusiano y kimapenzi na binti yetu; kwanza ndiye tuliyekuwa tukimtegemea kwa kiasi kikubwa katika kuendeleza na kukikuza kipaji alichokuwa nacho Elizabeth”, alisema baba mtu. “Ninaomba Wanasheria na wanaharakati wa haki za kibinadamu kuingilia suala hili na kusaidia katika kupatikana kwa haki dhidi ya shtaka la mauaji linalomkabili binti yangu Elizabeth na pia naomba swala hili lisichukuliwe kishabiki ama kwa hisia bali haki ichukue mkondo wake”alisema.

 Alisisitiza kuwa jamii inatakiwa kutambua mazingira ya tukio hilo,ambapo chanzo kinasemekana ni ugomvi uliopelekea tafrani kwa Lulu kutuhumiwa kumsukuma Marehemu Kanumba kwa kile kinachodaiwa kuwa ulikuwa wivu wa kimapepenzi na haiyumkini hakukusidua kumuua hivyo yeye anashangaa bintiye kuhusishwa moja kwa moja na mauaji.

“Ushiriki wa mwanangu kuhusu mambo ya sanaa nilikwishapata wasiwasi na mama yake mzazi alikuwa akiwasiliana na Marehemu Kanumba enzi za uihai wake ambaye alikuwa anamhakikishia usalama wa Lulu na kusema kuwa ataendele kubaki kama mwalimu…..lakini leo nasikia alikuwa ni mpenzi - nilishtushwa” alisema Kimemeta.

Baba Lulu pia ameelezea kusikitishwa kwake kwa kushindwa kuhudhuria mazishi marehemu Steven Kanumba kuhofia usalama wake, na kusema mazingira yatakaporuhusu hata sita kufika nyumbani kwa marehemu Steven Kanumba na kutoa pole. Bw Kimemeta amesema kuwa anaungana na Watanzania wote kutoa pole kwa familia ya Marehemu Steven Kanumba na kutoa mkono wa pole kwa msiba huo mkubwa ambao haukutarajiwa.Kasema kuwa Kanumba alikuwa bado ni kijana mdogo aliyeonyesha umahiri kwenye sanaa na kwamba amecha pengo kwa familia yake na Tanzania kwa ujumla.

LULU: That Girl! Kasichana Kale!

Dear TGNP members, young feminists and those in support of our sisters, I think we have a role to play in understanding Lulu's case, its context and her future charges in relation to Kanumba’s death. This portrays a classic relationship between private and public life.

I think it is a platform for expanding and demanding for women’s right issues in our current context - the media space. We should follow up the tragedy to understand what is at stake in relation to women’s rights, images and representations on the media and legal spaces, specifically how domestic spaces make life so vulnerable.

Thus far, Lulu is in rumande, accused, suspected, or associated with Kanumba's death. Unfortunately, public opinion is against Lulu as she is condemned and demonized for her loose sexual conducts, a fact which could easily forge her rights in regard to the accusations or, if found innocent, her security in the public domain will be threatened.

I am not saying she is innocent, but I always wonder why only young superstar women are labeled as loose or malaya! And, yes, if she has been malaya or bad, so what? Is this only bounded/confined to a moral question? Is this about good girls and bad girls? Does this mean she deserves to be accused without being listened too? Does this justify one being declared guilty without a fair trial or being understood?

Some people say YES! Kaache kasote rumande ama kaende jela, maana, asiyefunzwa na mamaye atafunzwa na ulimwengu! I say NO, mnyonge mnyongeni lakini haki yake mpeni!

This is not a claim for being guiltless, rather it is a call to allow police and medical practices as well as procedures to rule the investigations, not the hyped media opinion of kale kasichana.

Justice is for everyone, those good and bad, those present and absent. If the investigation finds any association or relation of her conducts to be incriminating that will be a different question of the law and lawyers will choose positions.

Human right activists, feminists and the media, how do we associate ourselves with those labeled bad or indeed bad on culture lenses? Do we choose to remain in silence on whose lenses we are trading?

I speak not because she is a woman and young, as that could be doing injustice to our late Kanumba and being biased on a purely gender stance, rather it is to engage with the notion of good and bad girls in the media and its implication on women representation in general, and especially in our digital generation.

Lulu is still in rumande, maybe a quick and quiet visit will help us understand what is happening to her and perhaps make a decision if it is a case we might want to follow. We should start by getting facts right by acknowledging that Lulu is prejudged because of her character, and that can never be right or fair.

This is not about Lulu, it is about Wema, Ray C, Yasinta, and many young women like her in the movie and music industry; the platform is rough and tough, providing different experiences to female artists, of which we know very little about.

We need to start engaging with these spaces, as these young women define the good and bad girls in subtle but very important ways!

This is not about that girl! It is about understanding what is happening in domestic spaces, where both men and women rights could easily be abused in silence. It is about engaging with misunderstood women using our lenses to make sense of their stories and realities so as to inform ourselves on diverse issues facing women. It is about understanding the perceptions and cultures that influence practices and outcomes of laws.

I pray for Kanumba the Great that he may rest in peace and, at this point, I should declare that he was one of the Tanzanian actors that I gave respect to for his achievements; however, his latest movie MOSES, which is centered on hate on women, left me wishing to meet him and chat about impacts of such contents on women. Indeed he has left us very young. He will be greatly missed.

As he rest in peace tomorrow and justice is found for his sudden death, let Lulu - before the law and public - be judged and treated with fairness regardless of being that girl - kasichana kale!

Elizabeth Hakutakiwa kujibu chochote Mahakamani hapo kwani mahakama hii haina mamlaka ya kusikiliza kesi za mauaji.

Kesi hiyo imeahirishwa na kupangwa kusikilizwa tena april 23 mwaka huu.

Muigizaji huyo aliletwa mahakamani hapo kwa mwendo wa kasi kama mshale na kwa ulinzi mkali na pia ndivyo alivyoondolewa Mahakamani hapo kiasi kwamba hakuna hata mwandishi alieweza kupata picha ya Muigizaji huyo mwenye tuhuma za mauaji Na kupandishwa katika gari ndogo nyeupe aina ya suzuki grand vitara yenye nambari za usajiri T 848 BNV huku kwenye kioo nambari zake zikisomeka PT 2565.

Ajifunika ushungi, avaa kandambili

Msanii wa uigizaji wa filamu nchini, Elizabeth Michael Kimemeta (18), maarufu kama Lulu, amefikishwa katika Mahakama ya Hakimu Mkazi Kisutu, jijini Dar es Salaam, akikabiliwa na mashtaka ya mauaji ya msanii mwenzake, Steven Kanumba (28).

Tukio la msanii huyo kufikishwa mahakamani hapo jana na kusomewa mashtaka lilikuwa kama mchezo wa filamu baada ya polisi kufanya siri na hata kugombana na baadhi ya waandishi wa habari waliotaka kuingia katika chumba cha mahakama kufuatilia kesi hiyo.

Kesi hiyo ilisomwa mbele ya Hakimu Mkazi wa Mahakama hiyo, Augustina Mmbando.

Kabla ya kusomewa mashtaka hayo, hakimu alimtaka Lulu kutojibu chochote kuhusu tuhuma zinazomkabili.

Wakili wa Serikali, Elizabeth Kaganda, alidai kuwa Aprili 7, mwaka huu katika eneo la Sinza Vatican, jijini Dar es Salaam, mshtakiwa alimuua Kanumba.

Kwa mujibu wa Mwenendo wa Sheria ya Makosa ya Jinai (CPA), Lulu hakutakiwa kujibu chochote kwa kuwa mahakama hiyo haina mamlaka ya kusikiliza kesi za mauaji.

Hata hivyo, mara upelelezi utakapokamilika, kesi hiyo itahamishiwa Mahakama Kuu ya Tanzania, Kanda ya Dar es Salaam kwa ajili ya kusikilizwa.

Kaganda alidai upelelezi bado haujakamilika, hivyo akaiomba mahakama kupanga tarehe ya kuitajwa kwa kesi hiyo.

Hakimu Mmbando alisema mshtakiwa atakaa mahabusu hadi Aprili 23, mwaka huu, kesi hiyo itakapotajwa.

Wakati mshtakiwa huyo akisomewa hati ya mashtaka alidai mahakamani hapo kwamba, umri wake sio miaka (18) kama ilivyoandikwa kwenye hati ya mashtaka bali ana miaka (17).

Pia wakati mashtaka yanasomwa hali mahakamani hapo ilikuwa shwari, huku watu wengine wakinong’ona bila kuwa na uhakika kuhusu msanii huyo kufikishwa mahakamani kutokana na kutoonekana kwa wanafamilia wake na watu wa karibu.

Mazingira ya Lulu kufikishwa mahakamani hapo yalikuwa kama mchezo wa kuigiza kutokana na jeshi la polisi kufanya kuwa siri kubwa.

Gari aina ya Suzuki Vitara liliingia katika viunga vya mahakama hiyo muda ambao haukufahamika likiwa na makachero wa Jeshi la Polisi wanne, wanawake wawili na wanaume wawili na mshtakiwa.

Lilifuatiwa na gari lingine aina ya Toyota Land Cruiser lililokuwa na askari polisi saba waliovaa sare za jeshi hilo wakiwa na silaha.

Hata hivyo, baada ya muda NIPASHE kupitia chanzo chake ilipata taarifa ya msanii huyo kufikishwa katika viunga vya mahakama hiyo na kwamba jalada la kesi yake lilikuwa limeshapangiwa hakimu.

Hatua hiyo ilisababisha waandishi wa habari za mahakama kujipanga na kuweka lindo katika kila kona ya jengo la mahakama hiyo huku wengine wakiwa kwenye mlango wa kutokea mahabusu, kwenye korido za milango ya kuingia katika ofisi za mahakimu.

Hata hivyo, kundi la waandishi waliokaa katika korido ya ghorofa ya kwanza kuelekea kwenye ofisi za mahakimu, ghafla saa 5:20 asubuhi walifanikiwa kumuona mshtakiwa huyo akiwa katikati ya makachero wanawake wawili na nyuma wanaume wawili akiwa amejifunika ushungi wa rangi ya udhurungi, gauni kubwa maarufu kama ‘dira’ la rangi ya njano na kandambili za rangi nyekundu.

Waandishi hao walikimbilia msafara huo uliokuwa na askari wanne pamoja na mshtakiwa, lakini kabla ya kuingia chumba cha hakimu, askari aliyekuwa ameshika simu ya upepo mkononi aliwazuia waandishi kuingia.

Hali hiyo ilisababisha majibishano ya muda na mwishowe alibadili nia ya kuzuia wanahabari hao kufanya kazi yao.

Mshtakiwa alisomewa mashtaka yake na baadaye alipitishwa njia ya mlango wa nyuma hadi kwenye gari aina ya Suzuki Vitara yenye namba za usajili T848 BNV yenye vioo visivyoonyesha ndani (tinted).

Ingawa gari hilo lilikuwa na namba za kirais, kwenye vioo liliandikwa namba PT 2565, na iliondoka mahakamani hapo kwa kasi kumpeleka mshtakiwa mahabusu ya Segerea kusubiri upelelezi wa kesi hiyo kukamilika.

Mapema jana saa 3:35 asubuhi, NIPASHE ilizungumza kwa njia ya simu na Kamanda wa Mkoa wa Kipolisi Kinondoni, ACP Charles Kenyela kuhusu hatima ya kufikishwa mahakamani kwa msanii huyo, mazungumzo yalikuwa kama ifuatavyo:

NIPASHE: Shikamoo afande.

Kamanda Kenyela: Marahaba. Nipigie baadaye niko kwenye kikao.

NIPASHE: Sawa afande. Lakini nilitaka kujua kama Lulu atapelekwa mahakamani leo (jana) na itakuwa mahakama gani Kinondoni au Kisutu?

Kamanda Kenyela: Mmmh! Kwa kweli bado uchunguzi unaendelea. Hivyo, jalada liko kwa Mkurugenzi wa Mashtaka Nchini (DPP).

NIPASHE: Ahsante afande. Shida yangu ilikuwa hiyo tu endelea na ujenzi wa Taifa.

Kamanda Kenyela: Nashukuru sana mwandishi.

Kanumba alifariki dunia usiku wa kuamkia Jumamosi Aprili 7, mwaka huu, baada ya kudaiwa kutokea ugomvi kati yake na Lulu.

Maelfu ya watu, wakiwamo mawaziri, wabunge, viongozi wa siasa, vyama vya kiraia, wasanii wenzake na wananchi wa kawaida, walijitokeza katika msiba huo nyumbani kwake, Sinza Vatican, jijini Dar es Salaam na kwenye shughuli za kumuaga viwanja wa Leaders Club na kuuzika mwili wake katika makaburi ya Kinondoni.

The prime suspect in the death on Saturday of local film star Steven Kanumba spoke out on the tragedy for the first time just a day before tens of thousands of people gathered for his funeral yesterday.Elizabeth Michael, alias Lulu, broke her silence on Monday—two days after she was arrested. Investigators at Oysterbay police station had to engage a crime psychologist to get her to open up on the events leading up to the death of the star who had just been invited to Hollywood in the United States.

Highly placed police sources told The Citizen in an exclusive interview yesterday that Lulu, girlfriend of the deceased, started narrating what had transpired on the night the 28-year-old died after meeting the psychologist.

“The suspect, who had refused to cooperate with police detectives from the Kinondoni regional police office, has now managed to speak for three hours with the psychologist,” the sources said on condition of anonymity since they are not official spokespersons of the Tanzania Police Force.

The psychologist from the Criminal Investigation Department (CID) headquarters in Dar es Salaam chatted candidly with the suspect for three hours on Monday, a day before Kanumba was buried.

Lulu reportedly told the investigators that Kanumba phoned her on the fateful night asking her to join him for an outing. She went to his home but told him she did not really want to go out and that she preferred to return home.

Kanumba allegedly wanted Lulu to accompany him to a Mashujaa Band show at Vingunguti, and became furious when she refused to accompany him.

According to the sources, the misunderstanding between the two developed into a quarrel, with Kanumba demanding to know what it was that she had left at her home.“According to Lulu, the deceased locked the door to his room,” said the sources. “In a panic, she unlocked the door and fled.”

Lulu is quoted as saying that she managed to escape after he fell and had no idea what transpired after her departure.

The sources said police have also interrogated another suspect, a Bongo Flava musician (name withheld), who gave Lulu a lift when she left Kanumba’s Sinza residence. “I am sorry, brother, I cannot comment on that issue,” he told The Citizen before he hang up.

According to detectives, other suspects have also been lined up for questioning. The sources could not say how long the interrogations would take.

In another development, the sources said heavyweight politicians related to Lulu have been sending her consolation text messages pledging to assist her. “Their involvement with the suspect could complicate our investigations,” said the sources.

Yesterday, this paper reported that Kanumba died of a brain injury caused by a sudden blow to the head.

One of the doctors who examined Kanumba’s body at Muhimbili National Hospital hinted that the actor died on the spot after suffering such severe brain damage that he collapsed and stopped breathing.

His sudden death sent shockwaves across the country, East Africa and West Africa—particularly Ghana and Nigeria—where he had achieved prominence in the continent’s leading film industry, Nollywood. He had returned home from a trip to Ghana just a few days before his death.

President Jakaya Kikwete joined mourners on Sunday, calling the fallen star a brilliant ambassador who sold Tanzania far and wide through the screen.

Mauti ya Steven Kanumba yanatukumbusha wanadamu ukweli huu; kuwa maisha yetu hapa duniani ni mafupi sana. Hivyo, lililo jema kwetu wanadamu ni kuishi kwa kutenda yalo mema. Kuwatendea mema hata tunaodhani wametukosea, maana, tutawasaidia kujifunza kutenda mema. Na ni mwanadamu gani asiyekosea?

Na moja ya adhabu kubwa mwanadamu unaweza kuipata humu duniani kutoka kwa wanadamu wenzako ni adhabu ya kutengwa na wanadamu wenzako.

Msichana Lulu ameshapata na anaendelea kuipata sasa, adhabu kubwa sana kutoka kwa wanajamii. Adhabu ya kupewa hukumu ya mauaji na kutengwa na wengine. Lulu , ambaye ni mmoja wa waliokuwa karibu na marehemu Kanumba hata katika dakika zake za mwisho maishani, na ambaye alikuwa mpenzi wa Kanumba, hakuweza kushiriki mazishi ya mpenzi wake. Hiyo nayo ni adhabu kubwa kwa Lulu kupewa na wanadamu wenzake.

Yumkini Lulu ana mapungufu yake kama mwanadamu, lakini, kwa sasa hastahili adhabu kali hiyo kutoka kwa wanajamii. Kwa kosa ambalo hakuna aliye na hakika leo kuwa amelitenda. Ndio, Lulu aweza kuwa mwanadamu mwenye mapungufu yake mengine, lakini , hayo yasitufanye wanadamu tuwe na haraka ya kumpa hukumu isiyo ya haki. Na kwenye mienendo ya maisha, ni mwanadamu gani asiye na mapungufu?

Maana, tangu mara ile ilipofahamika, kuwa msichana Elizabeth ‘ Lulu' Michael alikuwepo kwenye mazingira ya kutokea kwa kifo cha Kanumba, basi, jamii, huku ikisaidiwa na vyombo vya habari, haraka ikapata wa kumnyoshea kidole. Na hukumu ya Lulu kutoka kwa wanajamii walo wengi ikawa imetolewa hapo. Kwamba Lulu ndiye muuaji. Kwa sasa, hukumu hiyo haiwezi ikawa ya haki mpaka pale wenye mamlaka ya kututhibitishia hilo watakapofanya hivyo.

Na hata kama ugomvi, uliotokana na wivu wa kimapenzi , wa Lulu na mpenzi wake ulipelekea mauti ya Kanumba, bado maelezo tuliyoyasikia hayamwonyeshi Lulu kuwa na dhamira ya kutaka kutenda maovu anayohukumiwa na wanajamii kuwa kayatenda. Hivyo, naye, kama mwanadamu, anastahili msamaha kutoka kwa wanajamii wengi walo wema.

Kenya, Tanzania Issue Tsunami Warnings

NAIROBI (Reuters) - Kenya and Tanzania issued tsunami warnings along their eastern Indian Ocean coastlines after a powerful 8.6 magnitude earthquake struck off Indonesia on Wednesday.

Some 164 people were killed and more than 2,300 were displaced in Kenya, Tanzania, Madagascar, Seychelles, and Somalia after the disastrous 2004 Asian tsunami.

The waves are expected to hit the Kenyan coast, a popular tourist destination, at about 1700 GMT, officials said. One person in Kenya was killed in the 2004 tsunami.

"The government of Kenya has consequently issued a tsunami warning for the people living along the Kenyan coastline," Esther Murugi, the minister of state for special programmes said in a statement.

"The water levels are expected to rise up to 2 to 3 metres in areas of Malindi, Lamu, up to Kiunga while in Kilifi, Mombasa up to Shimoni, the levels are expected to rise up to 2 metres," she said.

Senior Assistant Director at Kenya's Met office, Ali Mafimbo, said an alert had been issued to keep people on the lookout and to stay out of the sea once they saw water levels receding.

Tanzania said it expected waves of up to 1.5 metres to hit the coastline between 1600 GMT and 1800 GMT.

"There will likely be huge waves in the Indian Ocean � all fishermen and other vessels should keep off the sea," Tanzania's Meteorological Agency director, Agness Kijazi, told Reuters.

"People should evacuate coastlines, especially in northern parts of the country."

Madagascar's National Office for Disaster and Risk Management said they did not expect the tsunami to cause damage on the Indian Ocean island.

"We don't expect the wave to have a big impact on Madagascar. We are not planning to move anybody. We urge people not to panic," Louis de Gonzague Rakotonirainy said, before the latest wave of aftershocks.

"In the event the situation develops, the inhabitants of the east coast will be advised to move to higher ground. A meeting is taking place right now to evaluate the situation."
