Chuo Kikuu cha Dar es Salaam ni namba 12!!!!! Miaka ya 1970's nadhani ilikuwa namba 2 nyuma ya Makerere.

Tanzania's university of Dar es |Salaam is the top ranked East African University at position 12 in the continent according to the 2014 university web rankings list released by 4icu.org that shows popularity of higher institutions online.
The university which is based at the port city of Dar es Salaam beat other regional heavy weights including Kenya's University of Nairobi at position 17 and Makerere university in Uganda while Rwanda's College of Arts and Social Sciences, university of Rwanda was at position 39.
Kenya however managed to sneak in the highest number of institutions on the top 100 list with five universities as compared to Tanzania's two, Uganda one and Rwanda's one.
4icu says it considers various variables while putting up the web ranking including: the Google Page Rank, Alexa Traffic Rank, Majestic Seo Referring Domains, Majestic Seo Citation Flow and the Majestic Seo Trust Flow. According to 4icu there were a number of universities without websites including two universities from Uganda namely Fairland University and the Uganda Pentecostal University, Rwanda's Kavumu College of Education, Rukara College of Education, while Katavi University of Agriculture in Tanzania also does not have web presence. Apart from web ranking 4icu also recognized universities official social media accounts.
4icu says the aim of its website is to provide an insight into the popularity of university websites especially to international students and academic staff to help them understand how popular a specific University/College is in a foreign country.

Darasa la Saba sasa kujiunga Vyuo Vikuu
Wanasema kuwa waliomaliza darasa la nane zamani walikuwa na elimu bora kuliko waliomaliza Form Six ya sasa. Sasa kuna mpango wa kuwaruhusu waliomaliza darasa la saba kujiunga na Vyuo Vikuu. Binafsi, sidhani kama mtu aliyeamaliza darasa la saba ataweza masomo ya Chuo Kikuu hata kama ana uzoefu wa kazi. Nakumbuka nilipokuwa TSJ tulikuwa na waliomaliza Darasa la Nane, na uzoefu wa kazi, lakini walipata shida kwenye masomo.

Tume ya Vyuo Vikuu Nchini (TCU), imepanga kuanza
kuwadahili wanafunzi wa kujiunga na masomo ya vyuo vikuu kwa kutumia
uzoefu wao.
Udahili huo utakaoanza mwaka huu wa masomo
2013/14, utakuwa ukiwahusisha wale ambao elimu yao imeishia darasa la
saba na kuendelea, lakini walikosa sifa ya kuendelea na masomo kwa ngazi
ya chuo kikuu.
Kupitia utaratibu huo mpya, mtahiniwa atajiunga na
Chuo Kikuu kulingana na fani atakayoiomba na atatakiwa kufanya mitihani
mitatu na kufaulu kwa wastani wa daraja B.
Mkurugenzi wa Ithibati na Ubora wa Elimu ya Juu
kutoka TCU, Dk Savinus Maronga aliliambia gazeti hili kuwa baada ya
kuona kuna watu wengi wanaopenda kuendelea na masomo ya elimu ya juu,
lakini wameshindwa kutokana na kutokuwa na vigezo, TCU imeamua kuanzisha
mitihani hiyo maalumu.
Alisema kuwa mfumo huo unaojulikana kama
‘Recognition of Prior Learning’ (RPL), utamwezesha mwombaji kudahiliwa
vyuoni kupitia tume hiyo kama wanavyofanya watahiniwa wengine.
Sifa zinazotakiwa
Kuhusu sifa za kujiunga, Dk Maronga alisema kuwa mwombaji anatakiwa kuwa na umri kuanzia miaka 25 na kuendelea, sambamba na kuwa na elimu isiyopungua darasa la saba.

Kiingereza, ambayo ndiyo inayotumika kufundishia vyuoni,”alisema Dk
Maronga na kuongeza:
“Kuna watu wameishia darasa la saba, lakini
wamefanya kazi katika eneo moja, mfano karani wa mahakama, mwandishi wa
habari kwa muda mrefu. Hivyo mfumo huu utawawezesha kuendelea na masomo
bila tatizo.”
Vigezo
Mkurugenzi huyo alisema, kutakuwa na mitihani ya masomo matatu, ambayo mtahiniwa ili apate nafasi ya kuendelea na masomo ni lazima afaulu kwa wastani wa daraja B.

Alisema daraja la kwanza linaloanza na alama A ni
75-100, daraja B+ ni 60-75, B ni 50-59, C ni 40-49, D ni 35-39 na daraja
E ni 0-34.
“Katika mitihani mitatu atakayoifanya, atatakiwa
kupata wastani wa daraja ‘B’ na somo husika la fani yake atatakiwa
kupata alama B ili kuwa na vigezo vya kupata cheti kitakachomwezesha
kuendelea na masomo yake,”alisema Dk Maronga.
Alibainisha kuwa mitihani itakayokuwa ikitumika kudahili
watahiniwa itakuwa ni wa somo la Kiingereza na Hisabati utakaokuwa na
alama 30.
Mtihani wa Pili utakuwa na alama 30 ambao ni
mtihani wa Maarifa na wa tatu utakuwa na alama 40, utakaokuwa ukitokana
na fani husika ya mwombaji.
“Mfano mtahimiwa anataka kusomea sheria au
uandishi wa habari, atatakiwa kufaulu kwa asilimia 50 somo husika, hivyo
endapo atakosa kupata asilimia 50 ya somo lake hatapata cheti
kitakachomwezesha kuendelea na elimu ya juu,”alisema Dk Marango na
kuongeza:
“Cheti tutakachompatia mtahiniwa kitakuwa halali
kwa kipindi cha miaka mitatu na baada ya hapo mwombaji atatakiwa kufanya
upya mitihani hiyo.”
Viambatanisho
Kutokana na maelezo ya TCU, mwombaji anatakiwa kuambatanisha cheti cha kuzaliwa au hati ya kusafiria,wasifu wake pamoja na vyeti vya ushiriki mzuri kutoka sehemu anayofanyia kazi.

kutoka kwa mwajiri na nakala ya kozi za awali alizokwishafanya.
Vituo vya Mitihani
Mkurugenzi huyo alisema mitihani itafanyika kati ya Mei na Juni mwaka huu katika vituo vinne vilivyoandaliwa katika vyuo.

masuala ya usimamizi na utawala,uhasibu, sheria na Teknolojia ya Habari
na Mawasiliano (ICT).
“Kwa kuwa ndiyo tunaanza, tumeamua kutenga vituo
vinne, lakini mwakani tunatarajia kuongeza viwe vingi ili kukidhi
mahitaji ya wananchi walio wengi,”anasema Dk Maronga.

Chuo Kipya cha Zanzibar School of Health
Chuo cha Zanzibar School of Health kinamilikiwa na Zanzibar School of Health Company Limited.
Tuna wingi wa Shukrani kwa vile Chuo cha Zanzibar School of Health kinatowa mafunzo ya Afya kutokana na ruhusa kutoka Wizara ya Afya Zanzibar.Wanafunzi wanaosoma hapo ni 45 kwa Fani ya Psychology na 88 kwa Fani ya Uuguzi.
Chuo kimeajiri Walimu wenye Sifa kusomesha Fani husika na pia kimeajiri Wafanyakazi wa ngazi mbali mbali ili kuleta ufanisi wa Chuo. Tunayo azma ya kuanzisha na kuendeleza mtandao wa Elimu ya Masafa
ikiwemo ushauri wa Afya wa Masafa yaani Tele Medicine kupitia mitandao ya kimataifa na ya kitaifa. Chuo kinafanya taratibu ya kuwawezesha wanafunzi kupata mazoezi ya vitendo nje na ndani ya Zanzibar. Kuna
azma pia ya kuanzisha Continuing Medical Education kupitia mtandao,semina ,na kongamano za kiwengo cha kimataifa.
Chuo kimepeleka Ombi Baraza la Taifa la Elimu ya Ufundi (Nacte), na kupata Form maalum kwa ajili ya usajili kwa ngazi ya NACTE baada ya kupata Usajili Rasmi kwa Ngazi ya Baraza la Wauguzi la Zanzibar kwa Fani ya Uuguzi na baada ya kupata barua ya kutokuwa na pingamizi kutoka Wizara ya Afya za Serikali ya Mapinduzi Zanzibar kuundesha Masomo ya Psychologia Nasaha yaani Counseling Psychology ya Tumaini University College Iringa. Chuo kimejisali na Taasisi ya kodi TRA ,ZRB Taassisi ya Usajili wa Kampuni ya Zanzibar na kupata Zanzibar Government Certificate of Incorporation.
Chuo kimepitisha Mtaala wake wa Diploma ya Nursing chini ya ukaguzi na masahihisho ya Zanzibar Council of Nurse Midwives na kupata School Registration Certificate number PNS/01 ya tarehe 29.09.2011 .
Chuo kitashukuru ikiwa Wawakilishi wetu watapata Nafasi kutembelea Chuo hich ili waweze kutupatia Ushauri wao wa Busara.
Baada ya kukamilisha hesabu za Budget ,Chuo kimewaslisha Form za Maombi kwa Usajili wa NACTE. Pia Chuo kina azma ya kuanzisha Fani zifuatatazo:
1. Diploma in Speech and Language Therapy
2. Diploma in Clinical Pharmacy
3. Diploma in Physiotherapy
4. Diploma in Clinical Medicine
5. Diploma in Medical Laboratory Technology
6. Doctor of Medicine Degree
Chuo kimeunda Board ya Taaluma na kimewaalika wajumbe kutoka Wizara ya Afya kueomo kwenye Board hio. Chuo kinachangia maendeleo ya Taifa kwa kutowa ajira kwa wataalam 10 wa Tanzania kufanya kazi Chuoni hapo . Aidha Chuo kimewasilisha Maombi Wizara ya Ardhi kwa kupatiwa Eneo la Kujenga Teaching Hospital yenye Vitanda 200 ,Maabara ya kisasa, na Taasisi ya Elimu ya Afya ambazo itakuwa na kiwango cha Kimataifa.
Vile vile Cho kimewasiliana na na Baraza la Mitihani yaani NECTA kwa madhumuni ya kuanzisha Shule ya Sekondari maalum na kituo cha kufanya Mitihani ya Kitaifa na Kimataifa.Sasa Chuo kinaandikisha Wanafunzi hao ili waweze kufanya Mitihani ya Kimataifa .
Uongozi wa Chuo unashukuru Wananchi wa Zanzibar na Tanzania kwa ujumla kwa kuwaunga mkono kwa kuleta vijana wao kusoma Chuoni hapo na unaahidi Umma wa Nchi hii Elimu bora yenye Ufanisi wa Hali ya Juu.
Chuo kingependa pia kuendelea kupata Ushirikiano ili kiweze kutimiza ahadi zake za kuendeleza Nchi yetu na kutumikia Umma.

Kiingereza ni Kasumba!
Kufundishia Kiingereza nchini: Ni Kasumba tu Inayodumaza Elimu!
• Angalia Saa yako, unahesabu Saa kwa Kiswahili, lakini lazima utakuwa umeirekebisha isomeke kwa Kiingereza!

Rais wa Kwanza wa Afrika Kusini huru, Nelson R. Mandela, aliwahi kusema katika nukuu zake nyingi za busara, kwa Kiingereza:“If you talk to a man in a language he understands, that goes to his head. If you talk to him in his language, that goes to his heart.” Kwa tafsiri yangu, ya Kiswahili: “Ukizungumza na mtu neno katika lugha anayoielewa, linamuingia kichwani. Lakini ukizungumza naye katika lugha yake, linamuingia moyoni mwake”.
Mbunge, Profesa Kulikoyela Kanalwanda Kahigi, ambaye ni mtaalamu wa lugha, akizungumza katika mjadala wa hotuba ya bajeti ya Wizara ya Habari, Vijana, Utamaduni na Michezo, bungeni mjini Dodoma Agosti mwaka 2011 alisema: “Lugha ni nguzo ya msingi ya kujenga uzalendo.
Vinginevyo utajengaje uzalendo kwa kutumia lugha ya kukopa ya kigeni?”.
Profesa Kahigi aliongeza: “Tunawafundishia vijana wetu kwa Kiingereza.
Je, tunawapa maarifa vijana wetu au tunawafurahisha mabwana zetu?”.
Hii ndiyo hali ilivyo nchini Tanzania, tuna kasumba ya Kiingereza, lugha ya kigeni na lugha ya kikoloni. Mpaka sasa, miaka 50 ya Uhuru wa Tanzania Bara, uamuzi haujafanywa wa kuitumia Lugha hii adhimu ya Kiswahili kufundishia nchini katika ngazi zote, pamoja na kuwa lugha hiyo ina vigezo vyote vya kukidhi kazi hiyo. Hii haina maana kukipuuza Kiingereza, ambacho watu wengine hapa nchini wanakiita kuwa ni “Kiswahili cha Dunia”. Ni vizuri Kiswahili kifundishwe vizuri, kitumike kufundishia na Kiingereza pia kifundishwe vizuri kama lugha na liwe ni somo la lazima kwa kila mwanafunzi kuanzia darasa la kwanza, hadi Sekondari, ili wanafunzi wote, wakifika kidato cha nne, kwa mfano, wazungumze na kuandika lugha hiyo kwa ufasaha mkubwa.
Kasumba imefikia kuona jambo hili kuwa ni kitu cha kawaida. Kwa mfano, ukimuuliza mtumiaji wa Kiswahili, je, sasa saa ngapi? Atakujibu, sasa ni saa 6. Lakini mwambie aangalie alivyorekebisha saa yake. Utaona mshale, badala ya kuwa katika sita, uko kwenye namba 12, kama vile walivyozoea Waingereza, kwa mfumo wao wa kujua wakati. Saa 6 ya mchana, kwa Kiswahili, Kiingereza siyo “Six o’clock” ni “Twelve o’clock”!
Kiingereza ni Lugha siyo Elimu
Swali la kujiuliza: Je ni kwa nini basi tunaendelea na kasumba hii ya kukipa kipaumbele Kiingereza na kupata kigugumizi cha kukitumia Kiswahili kufundishia katika ngazi zote?
Ubishi unaoenea kwa kasi ni kuwa Kiingereza ni “Lugha ya Kimataifa” na kwamba kwa kufundishia, vijana wetu watakuwa na elimu inayolingana kimataifa. Pili, kwa vile hakuna vitabu vya kutosha vya Kiswahili, ukilinganisha na vya Kiingereza, kufundishia Kiswahili, ni tatizo.
Sababu zote hizi zinamfurahisha zaidi Mwingereza tu.
Ukweli ni kwamba Kiingereza ni lugha tu na mtu anaweza akajifunza, na kwa utaalamu wa kisasa wa kufundisha lugha na nyenzo zilizopo, hata kwa miezi mitatu mtu anaweza akakielewa na kuzungumza. Lugha siyo elimu, isipokuwa ni chombo cha kusaidia kutolea elimu. Elimu ni uwezo mkubwa wa kuelewa na kugundua mambo, ili hayo unayoyaelewa na kuyagundua yatakusaidia kuleta mageuzi katika maisha yako na ya binadamu wengine, kutoka kiwango fulani na kwenda kiwango cha juu zaidi chenye kuleta manufaa na tija. Ili elimu nayo itolewe kwa vizuri zaidi ni lazima lugha ya kufundishia iwe ile ambayo anayefundisha na anayefundishwa wote wanaifahamu vizuri. Pili, hakuna vitabu vya Kiswahili nchini kwa sababu havina soko. Mara uamuzi wa kufundishia Kiswahili utakapochukuliwa, basi vitabu vya Kiswahili vitakuwa biashara kubwa na vitaanzishwa hata “viwanda” vya kufyatua vitabu vya elimu mbalimbali kutoka lugha za kigeni na kuwa vya Kiswahili.
Wataalamu Wamekwishathibitisha
Uwezo wa Kiswahili kufundishia ili hatimaye elimu ikue kwa kiwango kikubwa nchini na kujenga taifa la kujitegemea badala ya kuendelea kuwategemea wengine kwa kila kitu, siyo mahitaji ya kisiasa, bali ni jambo linalowezekana na lililothibitishwa na wanataaluma wa elimu na wa lugha pia.
Profesa John Kiango, Mkurugenzi wa Taasisi ya Uchunguzi wa Kiswahili Chuo Kikuu cha Dar es Salaam, wakati anamkaribisha Waziri Mkuu Mizengo Pinda kuzindua Taasisi mpya ya Kiswahili ya Chuo Kikuu cha Dar es Salaam, Julai 26, 2009, alisema: “Nikiwa mtaalamu wa lugha, napenda nichukue nafasi hii, kukuhakikishia kuwa Kiswahili kinaweza, na kikipewa nafasi kitaleta mageuzi ya kitaalamu na kiugunduzi nchini.”
Anaongeza:“Tafiti zimebaini kuwa nchi zote zilizo na ugunduzi asilia ambao siyo ule wa kuiga ni zile zinazotumia lugha zao. Nchi zinazotumia lugha za kigeni katika kutolea elimu zimebaki kuwa watumiaji wa teknolojia zilizogunduliwa mahali pengine, teknolojia ambazo tunauziwa kwa bei mbaya sana.”
Hatutaki tu kuuona ukweli. Kwa mfano, ukimuandaa mtaalamu wa Kilimo hadi anapata shahada, akija kuwa Bwana shamba kijijini, je elimu yake atawapatia wale wakulima kule vijijini kwa lugha gani? Kiingereza, alichojifundishia au kwa lugha ambayo walengwa wanaielewa? Kwa vile madhumuni ya elimu ni kwa watakaobahatika kuipata wawagawie maarifa na huduma wengine, kwa nini sasa tunalazimika hapa hapa nchini ambako tuna lugha yetu, kuifundisha elimu hiyo kwa lugha ya kigeni na ya kikoloni? Kama elimu utaipata kutoka China, ni dhahiri lazima kujifunza kwa Kichina.
Katika kitabu “Focus on fresh data on the Language of Instruction debate in Tanzania and South Africa” kilichoandikwa na Brigit Brock- Utne, Zubeida Desai na Martha Qorro, mwaka 2006, ikiwa ni sehemu ya matokeo ya tafiti za LOITASA (Language of Instruction in Tanzania and South Africa) ambayo ni Mradi wa NUFU (The Norwegian Programme for Development Research and Education) ulioanza mwaka 2001 na unaomalizika mwishoni mwa mwaka 2011, imebainishwa jinsi lugha ya Kiingereza ilivyokuwa tatizo katika ufundishaji kwenye shule za Sekondari nchini Tanzania.
Utafiti wa LOITASA ulifanywa katika shule mbili za Sekondari kwa kutumia utaratibu wa kufundishia somo la Baiolojia – darasa moja kwa Kiingereza na darasa jingine kwa Kiswahili. Kwa mujibu wa kitabu hicho, katika darasa lililokuwa linafundishiwa Kiingereza, wanafunzi walionekana kutochangamka na hawakuelewa kilichokuwa kinaendelea, wakati lile la Kiswahili, wanafunzi walikuwa wanachangia kwa uelewa wa hali ya juu na ukawepo mjadala wenye tija baina ya mwalimu na wanafunzi.
Tume ya Rais ya Elimu, iliyojulikana kuwa Tume ya Makweta (mwanasiasa na mwanataluma mashuhuri nchini) ilitoa mapendekezo ya kutaka Kiswahili kitumike katika ngazi zote, hatua kwa hatua, kuanzia kidato cha kwanza mwaka 1985 na Chuo Kikuu kuanzia mwaka 1992. Mapendekezo hayo mpaka sasa hayajatekelezwa.
Mapema tangu mwaka 1953, Shirika la Umoja wa Mataifa la Elimu, Sayansi na Utamaduni (UNESCO), lilitoa azimio lililosema, pamoja na mambo mengine, ni vema hasa kwa elimu ya msingi kwa watoto wadogo, kuwafundisha kwa lugha wanazozielewa vizuri na hasa lugha za mama zao.
Sasa, kama wataalamu wamekwishamaliza kazi yao na kuthibitisha kuwa Kiswahili ni lugha inayojitosheleza kwa msamiati karibu katika kila fani, mbona Kiswahili hakitumiki nchini katika kufundishia, hasa elimu ya juu? Kwa nini?
Jibu la uhakika ni kwanza, matokeo na athari ya kutawaliwa na Waingereza na hivyo kupandikiza ndani ya akili zetu hali ya kutojiamini wenyewe, kuanzia katika lugha na hata katika maeneo mengine. Kazi yetu ni kuwategemea wengine, wa nje tu. Pili, kasumba tu ya kawaida kwamba Kiingereza ndiyo elimu na tatu ni kusita kuchukua uamuzi.
Sera; Dira, Hazitekelezwi
Sera ya Elimu ya Mwaka 1995 nchini inasema kuwa Lugha ya Kufundishia ni Kiswahili na Kiingereza. Sera hiyo inafanyiwa mapitio, lakini katika maandiko ya awali ya marekebisho yanayopendekezwa, haionekani kwamba uamuzi unafanywa wa kukitumia Kiswahili katika ngazi zote.
Kwa mfumo wa sasa nchini, kuanzia shule ya awali hadi darasa la saba, lugha ya kufundishia ni Kiswahili, lakini kuanzia kidato cha kwanza hadi kwenye vyuo, lugha ni Kiingereza. Ingawa ukweli ni kwamba hata kwenye vyuo, mwalimu akiona haeleweki kwenye ukumbi wa mhadhara, huwa anabadilisha lugha na anatumia Kiswahili na mara mambo yanabadilika na kwenda vizuri.
Katika Sera imetamkwa rasmi kuwa: “Serikali itakuza elimu ya awali ya watoto wenye umri wa miaka 0-6. Elimu hii itahakikisha kudumishwa kwa maadili yetu kiutamaduni”. Lakini hali halisi ya sasa, ni tofauti na tamko la Sera. Siku hizi kuna shule za binafsi nyingi zilizochipukia zinazofundisha kwa Kiingereza, ziitwazo kwa Kiingereza “English-Medium Schools”, hata kwa zile za elimu ya awali, tena nyingine ada ni lazima kulipwa kwa fedha za kigeni, hasa za Kimarekani, Dola! Kwa msingi huo, haitawezekana kuwa elimu hiyo “itahakikisha kudumishwa kwa maadili yetu ya kitamaduni”, kama yenyewe inatolewa kwa lugha ya kigeni ya kikoloni na kulipiwa kwa fedha za kigeni!.
Dira ya Taifa ya Maendeleo 2025, sehemu yake inasema: “Tanzania haina budi ijijengee misingi ya kujitegemea inayotokana na mazingira ya ukombozi wa kisakolojia, kifikra na kuweza kujiamini ili jamii iweze kuamua kuliongoza gurudumu lake la maendeleo kwa lengo la kutosheleza mahitaji ya msingi ya watu wote, wanaume, wanawake na watoto”. Je, tutaliweza hilo kwa kufundishia lugha ya kigeni, ya kikoloni?
Ni Siasa, Uchumi na Utamaduni
Karibu nchi zote duniani, zinatumia lugha zao kufundishia. Lakini katika Afrika karibu nchi zote (isipokuwa Ethiopia, inayotumia lugha yake ya Amharic na maandishi yake, pamoja na nchi za Kaskazini mwa Afrika zinazotumia Kiarabu na maandishi yake) zinatumia lugha za kigeni za Kiingereza, Kifaransa au Kireno, zilizorithiwa kutoka kwa Wakoloni hao. Haishangazi basi kuwa miaka 50 sasa tangu ukoloni uondoke, bado tunakuwa tegemezi kutoka kwa wakoloni hao.
Msomi B.F.P. Masele, katika makala yake yenye kichwa cha habari:
“Kiswahili au Kiingereza? Siasa na lugha muafaka ya kufundishiaTanzania,” alikariri “janga” lilioikuta nchi ya Afrika ya Madagaska iliyoamua mwaka 1975 kutumia lugha yake ya asili ya Kimalagasi, inayofahamika na kutumika kwa ufasaha zaidi nchini humo, katika nyanja zote za maisha ya watu, ikiwa ni pamoja na kufundishia elimu ya awali hadi vyuo vikuu.
Kwa mujibu wa Masele, baada ya Madagaska kukumbwa na hali mbaya ya kiuchumi, nchi ya Ufaransa, iliyokuwa ikiitawala zamani, ilishinikiza kuwa Kimalagasi kifutwe kama lugha ya kufundishia au kutumika katika shughuli nyingine rasmi kitaifa. Serikali, ikalazimika kukirudisha Kifaransa kuwa lugha kuu Madagaska baada ya kupewa ahadi ya fedha kutoka Ufaransa ili itatue matatizo yake ya kiuchumi. “Hili ni somo muhimu sana kwa Tanzania na nchi zote zinazofanana nayo”, anasema Masele.
Masele anaongeza: “Utekelezaji wa maamuzi ya matumizi ya Kiswahili kufundishia katika ngazi zote za elimu umekuwa mgumu ingawa jambo lenyewe liko wazi kiutafiti, kitaaluma, kipedagogia na kimantiki tangu zamani. Ugumu unatokana na ukweli kwamba, ingawa Kiswahili ni suala linalohusu lugha, mizizi yake ya fitina imejikita katika uwanja nyeti wa siasa, huku siasa hii ikifungamana na masuala ya uchumi na utamaduni. Bila ya kuichokonoa mizizi hii kutoka katika siasa, uchumi na utamaduni ilikojificha, si tu itakuwa vigumu, bali haitawezekana kukithamini Kiswahili”.
“Waafrika,” Masele katika makala hiyo amemnukuu mtaalamu mwingine nchini, M.M. Mulokozi akisema: “ni watu wa pekee duniani waishio kwa vitu vya kuazima; utamaduni wa kuazima, dini za kuazima, lugha za kuazima, majina ya kuazima, teknolojia ya kuazima, fasihi/fani za fasihi za kuazima, nywele na rangi za ngozi za kuazima, sanaa za kuazima, mavazi ya kuazima, vyakula vya kuazima…vitu ambavyo wengi wetu vinatufanya tuwe viumbe bandia, vichekesho vya dunia.”
Hivyo basi ni maoni yangu kuwa, kwa vile miaka 50 imekwishapita tangu uhuru bila ya kukifanya Kiswahili kiwe lugha ya kufundishia nchini katika ngazi zote, maandalizi yaanze sasa kwa kufundishia Kiswahili Sekondari na baadaye Chuo Kikuu. Kwa namna hii, utamaduni wetu utaendelezwa, vijana wetu wanaopata elimu watajijua vizuri wanatoka wapi na wanakwenda wapi na watakuwa na kitu cha kujitambulisha kama taifa. Isitoshe elimu itapanuka mno na taifa litapata wataalamu wanaoweza kujitegemea na wazalendo na hivyo utajengeka utamaduni wa kuwaamini wataalamu wetu na siyo wa nje. Ikifikia hapo, kasi ya maendeleo nchini itakuwa kubwa mno, kwa muda mfupi sana, kiajabu.

Salamu Kutoka Bongo!

Pokeni salamu kutoka Tanzania. Najua LGF alishawapelekea picha ikinionyesha nikishuhulikiwa na joto la Dar.
Nataka kuwaarifu kuwa niweza kusalimika hapa Bongo kwa zaidi ya mwezi sasa.
There is a story I read (I do not remember where) some time ago. In summary it went like this: One experimentalist took a frog and put it in a cooking pot with cold water. The frog was comfortable there.
Slowly the water temperature was raised and the frog kept on adjusting to the new environment. It continued like this up to when the water reached boiling point and the frog was turned to a frog-stew. On the second
experiment the water was first brought to boiling point and then the frog was dropped in.
It immediately jumped out and it survived though with some injuries.
Why am I telling this story? Many of those I know from before are at times > at a loss when I lament at the situation I see. Wanasema macho yatazoea tu na nitaona kila kitu sawa. Yaani nitakuwa frog-stew.
My arrival in TZ after about 5-years of absence was like that frog that was dropped in boiling water. I wanted to jump from every situation I found myself. These include
1. To be told to teach a class of 208 students in a room with only 98 chairs (A108 for those familiar with FoE now CoET). Wengine wanachungulia> dirishani. I am told this is quit common in some classes.
2. Really run down of the University of Dar-es-Salaam. For example: my favorite walkway "Havard" cafeteria through Hall 2 to my Hall 5 residence (ili ukutane na Warembo wa Hall 3) is barely passable.
3. The traffic mess all over Dar. BTW I am NOT PROUD of what I have become, i.e. driving in Dar like the rest of them.
4. The change in the people's values, very materialistic, selfish, uncaring. This is my conclusion based on how people drive, the way they built security walls without taking into consideration those down stream they need a road too, Furthermore, the lack of care for the environment (mabonde yote yamejengwa) no wonder few hours of rain pour as we had the last two days there are no wetlands to slow down the waters and many many more.
IMPORTANT
On the other hand there are some real improvements:1. Since my arrival I have no real memorable power outage yet.
Though nlishakatikiwa maji halfway by shower thus end-up finishing the operation with a small Kilimanjaro water I had in the house.
2. LGF amenisahau kabisa, baada ya kupata safari ya hafla siku ambayo tulikuwa tukutane ( touge-in-chic. the HAVES have to working overtime to maintain their position at the top.
3. Lot of new constructions, thou I do not like the structural system they are using: heavy concrete frame with solid block for partitioning walls. Two things: either we need to stop paying Architects by the parcentage of the cost of the building or file mulpractice to structural engineers or both.
BOTHERING DEVELOPMENTS
1. In my opinion, some people have more money than the government, thus they can literally do what they want, including things such as to pay to have a road closed at peak-hour to off-load your truck. I witnessed this with my own eyes.
2. The widening gap between the HAVES and the HAVE-NOTS is a ticking bomb.
3. The weak goverment is making it possible for the HAVES to accelerate 2) above.
Concerning the "mafuriko" you heard in the news, If you believe those who say that it was heavy rains that caused the flooding you can well start raising funds for I have a bridge I will like to sell to you. The operative phrase should be "Environmental Degradation Caused Flooding and Loss of Bridges " With the wetlands all dessimeted there is no where for the water to be held and percolated slowlly throughout the catchment area and thus have river floww throughout the year and thus no excuse for
TANESCO to cry falling Dam levels.
Allow me to stop my rambling here. I am going to try to locate the missing LGF. Kama ukimwona mwambie namtafuta !!!!!!!!!!!!.

Josiah Kibira University in Bukoba
This summer, president Jakaya Kikwete was in Bukoba to attend the 100 anniversary of the Lutheran Church in the area. As part of those festivities, Josiah Kibira University College was dedicated.
In his speech, Kikwete noted that it was about time for Bukoba to have a university since Bukoba people are known to be "Nshomile" (Booksmart) and yet had no university in the area. The comment was all in good fun, the crowd reciprocated with a weak cheer and laughter.
