Basic Duties
Heads a sub-Section such as revenue, Expenditure, Students¡¦ Accounts, Budgets, Final Accounts, Salaries etc. and Supervises staff in the respective sub-section.

2. Assistant Accountant (8 Positions)
Required qualifications Bachelor Degree or Advanced Diploma in Accountancy, Finance or a full Intermediate Professional stage with Module C&D with ability to use relevant computer application software. Basic Duties Maintains accurate accounts records and custodian of accounts documents

3. Accounts Assistant (10 Positions)
Required qualifications Diploma in Accounting/ATEC II from a recognized University/Institution or its equivalent Basic Duties Receives and keeps in proper custody all incoming bills and claims and maintains primary books of accounts

4. Internal Auditors (3 Positions)

Required qualifications Bachelor Degree/Advanced Diploma in Accounting, Finance, Commerce or its equivalent from recognized University/Institution PLUS CPA (T), ACCA or equivalent professional qualification. Basic Duties Executes audit programmes and advises the Chief Internal Auditor on audit issues and Financial Management

5. Human Resources/Administrative Officer (12 Positions)

Required qualifications Bachelor Degree/Advanced Diploma in Public Administration, Business Administration, Law, Human Resources, Management Education, or its equivalent from a recognized University/Institution. Basic Duties Deals with general University administration and Management

6. Records Management Assistant/Clerical Officers (7 Positions)

Required qualifications Secondary Education Certificate PLUS Certificate/Diploma in Records Management from Public Service College or any other recognized College/Institution Basic Duties Handles all registry activities and office records

7. Receptionists (7 Positions)

Required qualifications Form IV/VI certificate with pass in English and Kiswahili who has undergone the Receptionist course at a recognized institution. He/ she must be fluent in English and Kiswahili languages Basic Duties Receives and directs guests/visitors of the University

8. Personal Secretaries (5 positions)

Required qualifications Form IV/VI certificate with secretarial services Certificate/Diploma from Public Service College who passed 80 w.p.m. shorthand either in Kiswahili or English, Certificate in computer programs e.g. windows, Microsoft office Internet, E-mail and Publisher. Use of modern office equipment will be a necessary requirement. Basic Duties
Performs secretarial duties including typing of all correspondence

9. Drivers (15 positions)
Required qualifications Secondary School Examination Certificate plus a combination of Driving Licence Class D and E, C1, C2 and C3 in a new system OR class ¡§C¡¨ Driving License in old licensing system with a clean record in a reputable institution including of not causing an accident for at least the past three years. He/she must have attended and passed Advanced Drivers Course Grade II at the National Institute of Transport or any other recognized institution OR Driving Trade Test II from a recognised institution.

10. Office Attendants (12 Positions)
Required qualifications Holder of National Form IV Certificate with passes in English and Kiswahili
Basic Duties:
After receiving appropriate orientation attendants will be assigned duties and responsibilities as per specific requirements of the area of deployment.

11. Public Relations Officer (1 Position)

Required qualifications National Form Four Examination Certificate with a Certificate in Medical Laboratory Technology or its equivalent from a recognized University/institution Basic Duties Performs specified health laboratory jobs under close supervision and takes care of instruments and equipment in the laboratory

18. Health Laboratory Technologist (2 Positions)

Required qualifications Diploma in Medical Lab Technology or its equivalent from a recognised University/institution Basic Duties Carries out, independently, specified routine medical laboratory duties which require a higher degree of technical knowledge and skills.

19. Health Officers (3 Positions)

Required qualifications Degree or Advanced Diploma in Public Health/Environmental Health Sciences from a recognized University/institution Basic Duties
(i) Supervises Plans and co-ordinates health activities in the campus including sanitation, controls of communicable diseases like malaria, cholera, etc.

Required qualifications Form IV certificate plus a Nurse/Midwife certificate or Public Health Nurse Certificate from a recognized institution. Basic Duties Administers drugs and treatment as prescribed by the Medical Officers and provides health education on family planning, nutrition, vaccination, sanitation and child spacing

Required qualifications Diploma in Pharmaceutical Technology or its equivalent from a recognized University/institution Basic Duties Carry out dispensing duties and responsibilities including Pharmaceutical Production i.e. compounding/manufacture under supervision of senior staff

35. Laboratory Technicians (4 Positions)

Required qualifications NTA Level 6, Diploma in Medical Lab. Technology, (DMLT), City & Guilds I & II (CGLT), Civil, Electrical, Water Resources Engineering, Higher National Cert. (HNC) or its equivalent from a relevant recognised University/ institution Basic Duties
(i) Carries out specified tasks connected with research, laboratory practical, students' projects, consultancy and services.

Serikali Iombe Wananchi Msamaha - Mgao wa Umeme

Imeripotiwa kuwa Waziri wa Afrika Mashariki, Samuel Sitta, ameitaka serikali iwaombe radhi wananchi kwa mgao wa umeme unaoendelea. Kauli hiyo ya Sitta imewafanya maadui wake ndani ya serikali, CCM na baadhi ya vyombo vya habari vinavyotumiwa kuibuka na kumuita waziri huyo kuwa ni msaliti na lazima afukuzwe kazi.Lazima tukubali kuwa tuna tatizo kubwa sana la uwajibikaji katika nchi hii. Ni wajibu wa serikali kuhakikisha kuwa Watanzania wanapata umeme kwa ajili ya kuhakikisha ukuaji wa uchumi, upatikanaji wa huduma za jamii na maisha ya kila siku ya wananchi.

Leo hii, wastani wa asilimia 15 tu ya Watanzania milioni 44 wanapata umeme. Na serikali imeshindwa kuhakikisha kuwa asilimia hiyo ndogo ya wanaopata umeme wanapata huduma ya uhakika. Hapa ndipo dhana ya uwajibikaji inapokuja.

Kitendo cha serikali yenyewe kulazimika kuitoa bajeti ya wizara ya nishati na madini Bungeni ili
wakajipange upya ni ishara nyingine kuwa serikali haiko makini kwenye kutatua mgao wa umeme. Ni baada tu ya kuona kuwa Wabunge wamekuja juu na huenda hawatapitisha bajeti hiyo ndiyo serikali ikashituka usingizini na kusema wanahitaji muda wa kujipanga zaidi.

Wakati serikali imeongeza bajeti ya miundombinu kwa asilimia 85 na kufikia shilingi trilioni 2.78 ($1.73 billion), ilitenga shilingi bilioni 402.4 ($250m) tu kwa wizara ya nishati na madini katika kipindi hiki ambacho taifa liko kwenye janga kubwa la umeme. Ni kweli tunahitaji barabara, bandari, reli na airport, lakini ni lazima tuweke vipaumbele sawa. Kama pesa hazitoshi kufanya vyote kwa wakati mmoja, serikali makini ingetatua tatizo la umeme kwanza ndipo ijenge barabara.

Narudia tena, tatizo la umeme nchini si ukame. Ni matokeo ya serikali kutotoa kipaumbele kwa suala hili tangu ilipoingia madarakani. Ndiyo maana serikali imekiri yenyewe kuwa katika kipindi chake cha kwanza cha miaka mitano, imeongeza megawati 145 tu kwenye gridi ya taifa. Lazima kuwe na hatua za dharura, muda mfupi na muda mrefu (immediate, medium-term na long-term) za kukabiliana na tatizo hili. Serikali inabidi isimamishe safari za nje, posho, semina, manunuzi ya Landruiser VX, na matumizi mengine ya anasa ili pesa zote ziende kwenye umeme. Na ikibidi hata ikope pesa nje ili kuwekeza kwenye umeme. Kwenye global financial crisis, serikali ilitoa 1.7 trillion shillings (over $1 billion) na kugawa pesa hizi kwa kampuni zenye utata. Leo hii serikali inasemaje haina pesa za kuzalisha umeme na kutoa $250m tu? Athari za mgao wa umeme ni kubwa mara dufu kuliko zile za global financial crisis.

Serikali inabidi ifanye budget re-allocation kubwa na kutoa pesa kwenye wizara na mufungu mengine na kuzipeleka kwenye umeme.

Huko Afrika Kusini mwaka 2008 wakati nchi hiyo ilipokutwa na tatizo la umeme, aliyekuwa Rais wa wakati huo, Thabo Mbeki, alikuwa na uungwana wa kwenda mbele ya Bunge la nchi hiyo na kuwaomba radhi wananchi kwa mgao wa umeme. Sijaona mkuu wa nchi yetu akichukua hatua kama hii.

Thabo Mbeki alisema kuwa Eskom (TANESCO ya Afrika Kusini) ilikuwa inaomba pesa serikalini kila siku iwekeze kwenye umeme serikali ikakataa na kuwambia wasubiri mpaka baadae. Mbeki akakiri kuwa Eskom ilikuwa sahihi na serikali ilikosea. Na akaomba radhi. Wataalamu wa TANESCO waliikataa Richmond, vigogo serikalini wakalazimisha wapewe mkataba na matokeo yake tumeyaona. Hakuna aliyeomba radhi, na mhusika kuu akabaki kusema hajutii maamuzi yake na kujisifu kuwa yeye ni hodari wa kufanya maamuzi magumu. TANESCO kila siku imekuwa ikiomba pesa za miradi mikubwa ya umeme lakini serikali imekuwa ikiwaambia waendelee kusubiri tu. Hakuna aliyekiri kosa, kuomba radhi wala


Idara ya hali ya hewa iko pale kufanya utabiri wa hali ya hewa. Hivyo basi, tangu mwaka 2005 walitabiri kuwa 2010/11 kutakuwa na upungufu wa mvua. Hata hii leo wanaweza kutoa utabiri wa hali ya hewa ya mwaka 2015/16 itakuwaje. Serikali ilikuwa na taarifa tangu miaka mitano au hata kumi iliyopita kuwa mwaka huu kutakuwa na mvua chache na hii itaathiri uzalishaji wa umeme, upatikanaji wa chakula, mfumuko wa bei, nk. Serikali iache kusingizia ukame. Iombe radhi kwa taifa kuwa mgao huu wa umeme unatokana na serikali yenyewe kutotoa kipaumbele kwa tatizo hili na kutojipanga kukabiliana nalo. Na iseme ukweli chanzo cha mgao ni nini, umeleta athari gani kwa taifa, serikali inafanya nini na tatizo hili litaisha lini. Serikali sikivu ingewaomba radhi wananchi wake. Na wananchi makini na wazalendo wangedai uwajibikaji kutoka serikalini, si visingizio vya ukame!

Mshiko Boston kwa Wanawake

Seeking Female Swahili Speakers

I am seeking female native speakers of Swahili who live in the Massachusetts area, for a Swahili language recording project.

We make the Pimsleur programs, a unique way for people to learn to speak foreign languages. Click here for examples of the product.

Speakers will need to come to our studio in Concord (Mass.) about 8 times for recording sessions. The recording sessions last about 2.5 hours each. Depending on speakers' individual schedules, recording sessions will most likely be in the evening hours. The sessions will be taking place in August. Pay is $30 / hr. The MBTA commuter rail goes to Concord from North Station, Porter, and Waltham.

But first things first -- I welcome all qualified candidates for auditions. Auditions are here in Concord, last less than one hour, and are not paid. Any number of women may audition. After auditions are complete, we will choose one woman for the job. The audition is like a job interview for your voice where you simply read the Swahili script aloud and we record it for our judges. We choose the one with the best voice. (Auditions for male speakers are closed.)

U.S. Embassy Emergency Message!

Emergency Message for U.S Citizens - WORLDWIDE CAUTION

The Department of State has issued this Worldwide Caution to update
information on the continuing threat of terrorist actions and violence
against U.S. citizens and interests throughout the world. U.S. citizens
are reminded to maintain a high level of vigilance and to take
appropriate steps to increase their security awareness. This replaces
the Worldwide Caution dated January 31, 2011, to provide updated
information on security threats and terrorist activities worldwide.

The Department of State remains concerned about the continued threat of
terrorist attacks, demonstrations, and other violent actions against
U.S. citizens and interests overseas. The Department of State believes
there is an enhanced potential for anti-American violence given the
death of Osama Bin Laden in May 2011. Current information suggests that
Al-Qaida and affiliated organizations continue to plan terrorist attacks
against U.S. interests in multiple regions, including Europe, Asia,
Africa, and the Middle East. These attacks may employ a wide variety of
tactics including suicide operations, assassinations, kidnappings,
hijackings, and bombings.

Extremists may elect to use conventional or non- conventional weapons,
and target both official and private interests. Examples of such targets include high-profile sporting events, residential areas, business offices, hotels, clubs, restaurants, places of worship, schools, public areas, and other tourist
destinations both in the United States and abroad where U.S. citizens
gather in large numbers, including during holidays.

U.S. citizens are reminded of the potential for terrorists to attack
public transportation systems and other tourist infrastructure. Extremists have targeted and attempted attacks on subway and rail systems, aviation, and maritime services. In the past several years, these types of attacks have occurred in cities
such as Moscow, London, Madrid, Glasgow, and New York City.

EUROPE: Current information suggests that Al-Qaida and affiliated
organizations continue to plan terrorist attacks against U.S. and
Western interests in Europe. European governments have taken action to
guard against terrorist attack, and some have spoken publicly about the
heightened threat conditions. In the past several years, attacks have
been planned or occurred in various European cities.

MIDDLE EAST and NORTH AFRICA: Credible information indicates terrorist
groups also seek to continue attacks against U.S. interests in the
Middle East and North Africa. For example, Iraq remains dangerous and
unpredictable. Attacks against military and civilian targets throughout
Iraq continue. Methods of attack have included roadside improvised
explosive devices, mortars, and shootings; kidnappings still occur as
well. Security threat levels remain high in Yemen due to terrorist
activities there. The U.S. Embassy has had to close several times in
response to ongoing threats by Al-Qaida in the Arabian Peninsula (AQAP).
U.S. citizens as well as other Westerners have been targeted for attack
in Yemen. U.S. citizens have also been the targets of numerous
terrorist attacks in Lebanon in the past (though none recently) and the
threat of anti- Western terrorist activity continues to exist there. In
Algeria, terrorist attacks occur regularly, particularly in the Kabylie
region of the country. In the past, terrorists have targeted oil
processing facilities in both Saudi Arabia and Yemen.

The events of the last few months in many countries in the Middle East,
including Egypt, Libya, Yemen, Bahrain, and Syria, have resulted in
civil unrest and large-scale protests and demonstrations. The situation
in Libya remains volatile and dangerous and the threat of violent
military and terrorist operations remains high, even in opposition-controlled areas. U.S. citizens are warned that demonstrations intended to be peaceful can escalate into violent clashes. U.S. citizens are reminded that demonstrations and riots can occur with little or no warning. U.S. citizens are urged to avoid areas
of demonstrations if possible and to exercise caution if within the
vicinity of a demonstration.

AFRICA: A number of Al-Qaida operatives and other extremists are
believed to be operating in and around Africa. Since the July 11, 2010
terrorist bombings in Kampala, Uganda, for which the Somalia-based, U.S.
- designated Foreign Terrorist Organization al-Shabaab has claimed
responsibility, there have been increased threats against public areas
across East Africa. The terrorist attacks of August and September 2010
against the Transitional Federal Government (TFG) and African Union (AU)
peacekeeping forces in Somalia, as well as the bombing of hotels and
minibuses in Somalia, highlight the vulnerabilities to terrorist attacks in East Africa and around the world. Additionally, the terrorist group Al-Qaida in the Lands of the Islamic Maghreb (AQIM) has declared its intention to attack
Western targets throughout the Sahel (which includes Mali, Mauritania,
and Niger). It has claimed responsibility for kidnappings, attempted kidnappings, and the murder of several Westerners throughout the region, including southern Algeria.

U.S. citizens considering travel by sea near the Horn of Africa or in
the southern Red Sea should exercise extreme caution, as there has been a notable increase in armed attacks, robberies, and kidnappings for ransom by pirates. Merchant vessels continue to be hijacked in Somali territorial waters, while
others have been hijacked as far as 1,000 nautical miles off the coast
of Somalia, Yemen, and Kenya in international waters.

The U.S. government maritime authorities advise mariners to avoid the
port of Mogadishu and to remain at least 200 nautical miles off the
coast of Somalia. In addition, when transiting around the Horn of

SOUTH ASIA: The U.S. government continues to receive information that
terrorist groups in South and
Central Asia may also be planning attacks in the region, possibly
against U.S. government facilities, U.S.
citizens, or U.S. interests. The presence of Al-Qaida and its
affiliates [Taliban elements, Lashkar-e-Tayyiba, indigenous sectarian
groups, and other terror organizations, many of which are on the U.S.
government's list of Foreign Terror Organizations (FTOs), poses a
potential danger to U.S. citizens in the region. Terrorists and their sympathizers have demonstrated their willingness and ability to attack targets where U.S. citizens or Westerners are known to congregate or visit. Their actions may include, but are not limited to, vehicle-born explosive attacks, improvised explosive device attacks, assassinations, carjacking, rocket attacks, assaults, or kidnappings.

Such attacks have occurred in a number of South Asian states, including
Pakistan, where a number of extremist groups continue to target U.S. and
other Western citizens and interests, and Pakistani government and
military/law enforcement personnel. Suicide bombing attacks continue to
occur throughout the country on a regular basis, often targeting
government authorities such as police checkpoints and military
installations, as well as public areas such as mosques, and shopping
areas. In Afghanistan, remnants of the former Taliban regime and the
Al-Qaida terrorist network, as well as other groups hostile to International Security Assistance Force (ISAF)/NATO military operations, remain
active. There is an ongoing threat of kidnapping and assassination of
U.S. citizens and Non-Governmental Organization (NGO) workers throughout
the country. There is an increased threat of terrorism in India.
Terrorists have targeted public places in India frequented by
Westerners, including luxury and other hotels, trains, train stations,
markets, cinemas, mosques, and restaurants in large urban areas.

CENTRAL ASIA: Supporters of terrorist groups such as the Islamic
Movement of Uzbekistan, Al-Qaida, the Islamic Jihad Union, and the
Eastern Turkistan Islamic Movement are active in the Central Asian
region. Members of these groups have expressed anti-U.S. sentiments and
attacked U.S. government interests in the past. Previous terrorist
attacks conducted in Central Asia have involved improvised explosive
devices, suicide bombings, assassinations, and kidnappings.

Hapa Marekani naona hao Stars waimbaji na waigizaji ni kama Miungu Midogo. Watu wanawaabudu mno. Nimebahatika kukutana na Stars wengi na lazima niseme ni binadamu kama sisi ila tu wana hela zaidi, wanajulikana zaidi.

Nasema hivyo, kwa sababu nashangaa vyombo vya habari vya hapa USA! Habari kuu ni kifo cha yule mwimbaji mlevi wa Uiingereza, Amy Winehouse (27)! Ile habari ya mshenzi kuua watu karibu mia huko Norway ni habari ndogo sana! Khaa! Maiti ya Amy imechomwa moto leo (Cremation). Lakini bado tutaenedelea kusikia habari zake na jinsi alivyoingia 27 Club (yaani klabu ya waimbaji maarufu waliokufa wakiwa na miaka 27 wakiwemo Jimi Hendrix). Je, ile habari ya kuwa baada ya wiki moja serikali ya USA haitakuwa na pesa je?

Kwanza, watu wengi walitabiri kuwa huyo Amy Winehouse atakufa kabla ya wakati wake. Alikuwa mlevi wa pombe na madawa ya kulevya bila haya. Mnafahamu wimbo wake, 'Rehab' ambao ana kashifu kwenda kwenye Rehab (hospitali/kliniki za walevi kupona ulevi wao).

Sasa huyo jamaa wa Norway, ni Mzungu, Anders Behring Breivik (32) ukiona picha yake watu wanasema handsome anafaa kuwa modo, lakini mimi namwona kama wale Aryans wa Hitler! Ni mzungu mwenye itikadi kali ya Kikristo (Christian Fundamentalist) lakini hapa Marekani zaidi wanastahili kumwita White Supremacist (yaani mzungu anaona kuwa Uzungu na ngozi nyeupe ndo wanaostahili kuishi dunia hii).

Ina maana kuwa, huyo mzungu angekuwa hana sura nzuri, au angekuwa si mzungu, angekuwa mwislamu ingekuwa habari ya maana zaidi? Watu 76 wamekufa, ile si habari kubwa? Bila shaka watasema kuwa wanataka kuuza magazeti na watu watapenda zaidi kusikia habari ya kifo cha Amy Winehouse. Wanajuaje?

Ndugu zangu,

Kuna mengine yamenipita hapa kati. Leo nimesikiliza mahojiano ya mwandishi wa BBC na Rais Jakaya Kikwete kuhusu tatizo la upatikanaji wa umeme Tanzania.

Nimefuatilia pia maoni ya Watanzania mtandaoni juu ya majibu ya Kikwete. Tafsiri yangu; uongozi wa nchi ni kitu kigumu sana. Wengi wamemshambulia Kikwete kwa majibu yake kiasi wengine wamediriki kuandika; kuwa hatuna Rais.

Tunafanya makosa sana kutoa hukumu zenye kusukumwa na hisia hasi. Nimesikiliza mara mbili majibu ya Rais. Sikuona mahala pa kumshutumu Rais isipokuwa nimesikitishwa na maswali ya mwandishi wa BBC ambayo kwa Kikwete ilikuwa kama penalti alizokuwa akipigiwa mikononi na yeye kuzidaka huku akitabasamu.

Tusisahau, kuwa Kikwete ni mwanasiasa mahiri. Mwandishi anayekutana na Kikwete ni vema akajiandaa vilivyo juu ya namna ya kumbana Kikwete ndani ya majibu yake. Afanye hivyo ili kupata maswali mapya na hivyo basi habari mpya kutokana na majibu ya Rais.

Niseme tu, mahojiano yale ya Kikwete na BBC hayakutoa maswali mapya wala kuja na habari mpya. Na huo si udhaifu wa Kikwete bali mwandishi wa BBC aliyemhoji Kikwete.

Si tumemwona? Kikwete aliweza kucheza anavyotaka kwenye mahojiano yale. Na umahiri wake ulijidhihirisha pale alipogeuza sura ya mahojiano yale na Kikwete kuchukua nafasi ya mwandishi kwa kumbana mwandishi na husuan juu ya maarifa ya mwandishi katika eneo husika;

Wakati mwingine na nyinyi mjifunze hayo mambo ya kitaalamu kulikoni kuuliza tu hivi hivi. Unajua ungekuwa na wewe unauliza kwa hoja - unajua kwamba hiki kitu hiki ingekuwa umeme wa jua miezi miwili tu upo - tungeweza kufanya hivyo. Kikwete anamwambia mwandishi wa BBC.

Katika mahojiano yale Kikwete alikwenda na takwimu zake mfukoni. Na Kikwete hakosi majibu ukimwuliza juu ya umeme wa jua, upepo na mvuke. Ana hoja anaposema kuwa umeme huo pia unahitaji mipango na kuwa huwezi kupata umeme wa jua kesho kwa vile jua linawaka.

Kama msikilizaji ningependa mwandishi ambane Kikwete kwenye maeneo ya ufisadi kwenye mikataba ikiwamo yenye kuhusiana na nishati ya umeme. Hakika, kama tungedhibiti ufisadi kwenye mikataba, basi, ni imani ya wengi kuwa tungejenga uwezo wa kuzalisha MW nyingi zaidi za umeme na kwa kasi kabisa, kulifanya tatizo la umeme kuwa ni historia.
