Jessica alikuwa na Day Care nyumbani kwake. Kulikuwa na watoto wadogo saba mle wote chini ya miaka mitatu. Aliwaaacha wenyewe na kwenda dukani. Alivyorudi alikuwa nyumba yake inaungua moto. Aliwadanganya polisi kuwa alikuwa chooni nyumbani wakati wote kumbe mwongo! Hakufungwa jela kwa vile polisi hawakutegemea kuwa angekimbia.
Hivi sasa Jessica Tata yuko katika orodha ya wahalifu wakuu 15 wa U.S. Marshals (Top 15 Most Wanted List). Wana hisi kuwa amekimbilia Nigeria kwa ndugu zake.

(CNN) -- A Houston day care owner is among the U.S. Marshals Service's "most wanted," more than a week after authorities say she carelessly started a fire that killed four children and then fled.
The federal agency on Friday added Jessica Tata to its "15 Most Wanted" fugitive list, cautioning the public that she should be considered "armed and dangerous."
Houston fire department investigators twice tried to talk to the 22-year-old Tata on February 25, the day after the blaze in which seven children were trapped inside the home day care, according to a press release Friday from the U.S. Marshals. She initially refused and then, later that day, referred all questions to her lawyer -- the last known contact between her and law enforcement.
A U.S. Marshals task force later discovered that Tata flew to Georgia on Sunday, and officials have said they believe she may have gone on to Nigeria.
She subsequently was charged with six counts of reckless injury to a child, three counts of abandoning a child under 15 and four counts of manslaughter -- one apiece for the four children's deaths. Another three children were injured, but survived.
In addition, the U.S. Marshals release notes that Tata is also wanted for "unlawful flight to avoid prosecution."
Houston Fire Chief Terry Garrison said Wednesday that the department trusted the day care center operator after she told authorities she would talk about the fatal fire.
He told reporters that investigators initially believed Tata, who was upset at the fire scene, was a victim. She did not say much at the scene or the hospital.
"What she told us was not truthful," said Garrison, adding that investigators did not learn that until later. Tata said she was in the center's bathroom, the chief said. Witnesses contradicted that account, according to an arrest affidavit.
Tata left the seven children unsupervised in the home day-care facility and drove off in her car, according to the affidavit.
The blaze likely originated on an electric stove, which was on and had a pot on it containing oil, according to Houston Fire Department arson investigator Thomas Wood. A definitive cause for the fire will be announced once the investigation is complete.
Neighbors John Chestnut and Geoffrey Deshano told investigators that they heard Tata screaming soon after she pulled into her driveway and went to the front door, the arrest affidavit said. No other adults or day care employees were at the facility, the men said.
The two told reporters that Tata's car was full of groceries when she returned to the house, adding that they called 911 and tried to help get the children out as smoke seeped from the building.
Investigators said they did not believe Tata to be a flight risk.
"Somewhere along the way, we may have made a mistake," Garrison said. "We're going to learn from our mistake. We're not going to blame anybody. We're not going to make excuses."

IT is 50 years today since Mwalimu Mathew Douglas Ramadhani died. Mwalimu Mathew was a man of many firsts – he was Tanzania’s first university graduate, first black education officer and first black secondary school headmaster.
Born on September 11, 1915 in Zanzibar, Mwalimu Mathew was the fifth out of 10 children of Mwalimu Augustino Ramadhani and Bibi Margaret Majaliwa. Mwalimu Augustino was the founder and the first president of the African Association (AA) of Zanzibar in 1936.
Mwl Mathew got his education at St Paul’s High School in Zanzibar from September, 1925 to July, 1931, when he completed Standard Six and proceeded to St Andrew’s College, Minaki, Kisarawe, where he obtained the Grade I Teachers’ Certificate in 1936. At Minaki, for three consecutive years, he was the Head Prefect.
He then went to Makerere College, Uganda, for two years and obtained the Cambridge School Certificate in 1938.
Because of his father’s death on August 28, 1938, he was permitted by the Director of Education of Tanganyika, who had sponsored him, to terminate his studies in Makerere and to return to Zanzibar to teach at St Paul’s High School, Kiungani, since the school had a majority of pupils from Tanga.
On September 6, 1942, he married Bridget Anne Constance Masoud, a fellow teacher who qualified in 1940 at Kitchwele Girls School, Dar es Salaam.
Five years later, in September, 1947, Mwalimu Mathew obtained a two-year Colonial Development and Welfare Scholarship for Zanzibar and went to the London Institute of Education where he obtained a Teachers’ Professional Certificate in 1948.
He was advised to proceed to a three year degree course as it would be difficult to return to England for a degree. However, the Zanzibar Government was reluctant to sponsor him beyond the initial two years.
One of the reasons given was that the government could not guarantee an employment for him as a graduate! Nevertheless, he went ahead using the funds of the remaining one year of scholarship.
He proceeded to Sheffield University where he studied English, Geography, Mathematics and Economics.
He then toiled for his second under graduate year by washing dishes in hotels and restaurants. His eldest brother, Francis Cecil Ramadhani, contributed immensely by looking after Mathew’s family of a wife and three children: Marina, Augustino and Henry.
However, he was lucky to secure a Colonial Development and Welfare Scholarship for Tanganyika for his third year and he graduated with B.A. (Econ) in 1951.
Because of the scholarship for the third year, he was required to work in Tanganyika for at least three years and he was to teach at St Andrew’s College, Minaki, Kisarawe.
However, a misunderstanding over the terms of service led him to join the Department of Education of Tanganyika as an Assistant Education Officer, though a graduate and was posted to Mpwapwa Secondary School in April, 1952.
On June 9, 1953, he was promoted as an education officer and was posted to Tabora Senior Boys’ Secondary School as a teacher from January 1954 to December 1958, when he returned to Mpwapwa as the Headmaster.
In September 1960, he went to Manchester University for further studies and met his death in a train accident at Guidebridge Station, Ashton-under-Lyne, on March 1, 1961, leaving behind a widow and eight children.
He was buried a week later at the Southern Grave Yard, Manchester, after the Government of Tanganyika decided not to bring his body back home.
The late Mwalimu Julius Kambarage Nyerere had all through wanted Mwalimu Mathew to resign from teaching and assist the late Mzee Abeid Amani Karume in the fight for the independence of Zanzibar.
Every time Mwl Nyerere was in Tabora he sent a taxi at night to pick Mwalimu Mathew for a discussion. However, Mwalimu Mathew was reluctant to join Zanzibar politics. There will be a service at the All Saints Cathedral at Vinghawe, Mpwapwa, where the Bishop’s throne and Canons stalls will be consecrated in his memory.

Christina Kabla ya KuuguaSisi wazazi wa Christina Nasson Masimba, Bw na Bi. Mwinjilist Masimba, tuna ujasiri mbele za MUNGU kukushirikisha/kuwashirikisha hitaji la msaada ili kukidhi gharama za matibabu ya mtoto wetu mpendwa.
Christina ni binti mwenye umri wa miaka 6, akiwa ni mtoto wetu wa mwisho kati ya watatu ambao Bwana ametubarikia. Ni mtoto mchangamfu sana, na anayempenda Mungu wake.
Tangu tarehe 9 Septemba 2009, binti yetu huyo aliugua malaria ambayo inasadikika kupanda kichwani na kumpa shida kubwa katika ubongo wake. Na hiyo imekuwa ndiyo chanzo cha kuugua kwake mpaka sasa. Kufuatia kuumwa huko, Christana alilazwa na kutibiwa katika Hospitali ya Mkoa wa Kagera (Bukoba Government Hospital) zaidi ya mara tatu. Baadaye Januari 2010, alilazwa pia katika hospitali ya Mkoa wa Dodoma (Dodoma General Hospital) wakati tukiwa likizo, na kisha akalazwa tena Bukoba Government Hospital, tuliporudi kazini Bukoba baada ya likizo.
Christina katika hali yake ya sasa, akiwa hana furaha tena yakutosha, kutokana na kuugua kwa muda mrefu! Aidha, amelazimika kusimama Shule kwa ajili ya kutibiwa.
Ukweli Christina na sisi wazazi wake tunahitaji sana watu wenye mapenzi mema,(WASAMARIA LUKA 10:25-27) ili aweze kupata huduma ya matibabu ya kumfaa, Pia uone Christina akiwa tayari kwenda shule asubuhi, kabl;a ya kuumwa, alipenda sana kusoma nakufurahia Shule.
Kati ya Aprili na Agosti, 2010 ugonjwa ulizidi kuongezeka na kuonyesha dalili za kupooza baadhi ya viungo vyake upande wa mkono wake wa kuume. Tulijitahidi kwa kila hali kwa maombi na tiba lakini bado hali yake ilizidi kuwa mbaya kadri siku zilivyopita.
Mnamo mwezi Novemba 2010, madaktari wa Bukoba Government Hospital walitutaka twende katika Hospitali ya Rufaa ya Bugando kwa uchunguzi na matibabu zaidi. Baada ya vipimo na matibabu kwa zaidi ya mwezi mmoja bila mafanikio, madaktari wa Bugando Hospital walitupa rufaa kwenda Hospitali ya Taifa Muhimbili (Muhimbili National Hospital - MNH).

Walijitahidi kupima kila kipimo walichofikiria na, pale walipohitaji kipimo kilichokuwa hakifanyiki hospitalini hapo, walituelekeza kukipata katika hospitali nyingine nasi tulitekeleza maelekezo yao. Kwa ujumla, vilifanywa vipimo 14 kama vilivyoainishwa hapa chini. Ndipo shida iliyompata alipougua kwa mara ya kwanza ikagundulika.
Vipimo alivyopimwa ni:
CT – Scan (Kichwa).
EEG – (kipimo cha utendaji kazi wa ubongo).
FBP – (kipimo cha damu) Normal.
Sickling test –(Negative).
HB electrophoresis AA.
Echocardiogram (ECG) – normal.
CXR (normal).
Abdominal ultrasound.
LFT (normal).
RFT (normal).
TCD NCA (Middle Cerebral Artery) - both normal.
PT, PTT and INR (all normal).
HIV screening (Negative).
EEG – (consistent with focal seizure disorder).
Hata hivyo, vipimo hivyo na matibabu aliyopatiwa havikuleta ufumbuzi au unafuu katika hali ya Christina, bali hali yake ilizidi kuwa mbaya. Mnamo tarehe 20 Desemba, 2010 MNH walituruhusu (discharge) ili turejee nyumbani kwa kupitia Bugando Referal Hospital kwa kujigharamia, na kututaka turudi hospitalini hapo baada ya muda wa miezi miwili (2) ili waangalie hali yake.
Kwa kuzingatia gharama kubwa za usafiri, na ukweli kuwa hali ya mtoto ilikuwa inazidi kuwa mbaya, hatukuweza kwenda Bugando wala Bukoba. Badala yake, tulipata familia moja hapa Dar es Salaam iliyokubali kutupokea wakati tunaendelea kutafuta ufumbuzi wa matatizo ya afya ya binti yetu.
Ndipo tulipochukua hatua nyingine ya imani, na kuaza kutafuta jinsi ya kupata matibabu mahali popote. Tuliendelea na huduma za maombezi na matibabu madogo madogo hapa Dar es Salaam na Dodoma. Wakati huo huo, tulianza mawasiliano na hospitali za India ili kuona uwezekano wa kupata uchunguzi wa ziada na matibabu nchini huko.
Hivi sasa nafasi ya matibabu imepatikana katika Hospitali ya Indraprastha Appolo, New Delhi, INDIA.

Tanzania: East Afrian "Zimbabwe"- Maoni
TANZANIA: EAST AFRICAN “ZIMBABWE”

My long memory doesn’t recall anything worse than what our country is going through right now and I have been struggling to get adjectives that can best describe the political.,
Social and economic situation in Tanzania. With just a few months into JK’s last 5years of “MAISHA BBORA” accompanied by a new set of promises: BAJAJ for pregnant mothers, “Machinga “ complex and flyovers ( coming on top of JK’s prority list), problems are coming thick and fast with the government making headlines for all the wrong reasons.
The disappointing conclusion of the October 2010 general elections conducted in circumstances only few can forget seems to have opened a new political page though, with the opposition growing from strength to strength and the month – watering prospect of having a new constitution in place.
In what neutrals considered a crime against democracy, the constitutionally most trusted lips of Justice Liwis Makame, the National electoral commission Boss announced CCM’s JK the winner and the whole election thing was done and dusted. Then people were anxious to see how the House would operate minus Samuel Sitta at the helm. Whether his removal by Makamba and CO was, with all due respect, the executive’s attempt to insulate itself against Vuvuzela like noise from the parliament is beyond me but we have already Witnessed drama. No doubt JK’s heart did a somersault when CHADEMA MPS adopted “walk out” tactics during his inaugural address to the parliament. Then english - shy Sophia Simba got a unanimous nod to represent Tanzania MPS to SADC though I can barely recall anything like SADC adopting Kizalamo as one of their official languages and now Mrema chairs one of parliamentary committees even though it is common knowledge that the man is pretty past his expiry date.
No sooner had election dust settled than disaster struck. The ICC verdict demanding TANESCO to compensate DOWANS for breach of contract was out and along with it came the announcement of long spells of uninterrupted electrical blackouts throughout the country.
Consequently, nearly every one in TZ is understandably talking about DOWANS and I wasn’t surprised when I went to Dar-er-saalam recently and my 4 year old first born Denilson could pronounce “DOWANS” with embarracing ease.
As the country was sinking deeper and deeper into the mire, the DOWANS saga had JK’s administration and his cabinet in particular split with ministers operating as individuals rather than a collective unit. The moment DOWANS crept in, collective responsibility and coordination went out the window. Apparently no one knows DOWANS’ owners despite the shocking minister of energy and the Attorney general’s appetite for immediate compensation of DOWANS there by allowing a whopping 94 billion shs to go down the drain. What baffles me is why the duo are still holding their offices even after the president’s ham – fisted pronouncement that his government would legally do whatever it takes to protect the financially troubled TANESCO from dishing out all that money to compensate people he himself doesn’t know about. Surprisingly this was in stark contrast to the Attorney general’s advice and CCM’s central committee of which Rostam Aziz, a man who’s in the thick of this cleverly woven set up is a member and could easily unravel the mystery of the DOWANS thing.
And then we have just seen the form four academic disaster. JK’s government might as usual be contemplating an enquiry commission but this is easy to explain though hard to take. You don’t get mangoes from an orange tree. It has taken a couple of years for the fact to sink in that Lowassa’s scheme for the mushrooming secondary school was headed for a flop. Building secondary schools without the necessary provision of qualified teachers and equipment doesn’t solve the problem. In the first place, these schools are understaffed and a few teachers you see in the most primitive villages are as lethargic as villagers themselves with their faces suggesting they are perhaps the most dispirited and demotivated individuals on earth. It appears Lowassa and his CCM colleagues had only numbers (quantity) in mind as incentive and quality still remain alien concepts.
Consequently, the recent Form Four results are by any standard catastrophic to say the least.
Then the question springs to mind: where will the form four dropouts go? Evidently no one within CCM ranks can respond to that but since they don’t posses any employable skills, thieving and prostitution industry are the most likely destinations for these youngsters.
Additionally, our economy is limping although the Bank of Tanzania Boss, like someone offering a glass of salt water to a thirsty man, came up with statistics suggesting the economy was doing fine. The problem with professors is they think we should always trust then whenever they speak. Even my homeboy professor Mukandala still thinks his REDET has to be trusted although there’s a fine line between REDENT’s findings and SHEIKH YAHAYA’s predictions. In truth, you don’t need economic expertise to tell how badly our economy is doing. While the government ‘s response to the police after the job well done in Arusha was to squeeze their allowances which to me suggests the government treasury is nearly in the RED, the sky rocketing inflation is already in double figures and the local currency (Tsh) is as worthless as yesterday’s MTAZANIA paper.
I almost laughed my lungs out when my old friend, Mr. Clause Msemwa told me : “ You need to own a money printing machine to survive in Dares-Salaam as money disappears faster than it enters peoples pockets”.
On the evidence of what I have seen, we need divine intervention otherwise Tanzania will degenerate into East African “Zimbabwe” albeit without sanctions.
While corruption which is at its most devastating and ugly form is spreading faster than HIV, foreigners get shocked when they learn with envious eyes and disbelief how potentially prosperous Tanzania is. The country is unbelievably blessed with lots of natural resources Tanzania is the third largest producer of gold in Africa, let alone tanzanite diamonds and an awful lot of tourist attractions including African’s highest point Mount Kilimanjaro plus thousands of acres of untilled land. These resources have not provided the required momentum for progress because the leaders we have today got their priorities wrong. They put their stomach and pockets ahead of the national interests; drawing satisfaction from stolen dollars stashed in overseas accounts.
The irony of our misfortune is that this is the place where man kind originated. Fossils discovered over 3 million years by anthropologists suggest the evolution of man from his ape-like ancestors probably took place in Tanzania.
I got surprised when Dr.Mwinyi and others in CCM ranks described the Gongolamboto tragedy as “accident” and it is hard to argue with them because CCM’s Makamba would definitely spring up with his biblical quotations. I dot not believe in “luck” or “accident”. All I know is there’s always a cause for whatever happens. Sadly for CCM, casualty; cause –effect relationship are perhaps the most difficult concepts to grasp.
Now that CCM are not only split but also running out of ideas, the most likely scenario is for people themselves to improvise and bring the country back to its feet.
If what is happening right now cannot convince CCM that they are not doing their job properly then nothing else will but my advice is to remind them that the primary role of the government is to protect its citizens.
Finally, these are purely my views period. Whatever the politicians will think of me is the least of my worries.

DAR ES SALAAM, Tanzania (AP) - Thousands of people crowded a stadium for safety Thursday after a military ammunition depot exploded and showered the city with a series of blasts, killing at least 25 and prompting a stampede getaway.
In the mayhem of residents fleeing the blasts, more than 150 children lost track of their parents, and officials appealed for mothers and fathers to report to the stadium to reunite with their offspring.
"People were just running, so some children were lost in the mobs of people. Now at the centers we are trying to get them connected with their relatives," Red Cross worker Julius Kejo said.
President Jakaya Kikwete promised an investigation into the explosions Wednesday night and Thursday morning, the second fatal military ammo dump explosion in Tanzania's commercial capital in less than two years. An accident at a Dar es Salaam military base in 2009 killed more than a dozen people.
Several houses and a school were leveled during the latest blasts, which sent huge orange bursts into the night sky. Debris showered parts of the city 10 miles (15 kilometers) from the Gongola Mboto military base where the depot was located.
On the base, 23 weapons storage facilities, five vehicles, two soldier dormitories and the general store were destroyed, said Lt. Col. Kapambala Mgawe.
When the explosions hit, thousands of people living in nearby neighborhoods fled. Families scattered, separating parents from their children.
Hidan Ricco, the head of Tanzania's Red Cross disaster management team, said there were about 200 unaccompanied children at the stadium, some of whom are only months old. A city official appealed for parents to find their children.
"We can't figure out how these children ended up here," Ricco said. "We don't know where are their mothers."
The blasts closed the city's international airport, near the Gongola Mboto military base, though it opened later Thursday. Some 4,000 residents were evacuated to the national stadium in Dar es Salaam, which lies along the Indian Ocean in East Africa.
Selina Chacha, 30, was looking for two her boys - ages 8 and 10 - at the stadium.
"I'm so sad that my children are still missing. I have been running up and down looking for my them but they are nowhere to be found," Chacha said, whose house was only 1 mile (2 kilometers) from the blasts.
Stella Philip, 23, was at home cooking when the explosions began around 9 p.m. Her daughter Habiba Saleh, 8, who was playing outside at the time, is missing.
"I have not seen such deafening blasts in my life," she said. "After the blasts everyone ran for his life."
The president visited the site of the blasts and tried to assure a still-jittery public that no more explosions would happen.
Felician Luchagula, a 32-year-old health-related development worker, said he heard blasts beginning at around 9 p.m. Wednesday. They continued for several hours.
"People are getting scared of what may happen to them. People are scared that if they live near a military base it might happen again," he said.

"I'm so sad that my children are still missing. I have been running up and down looking for my them but they are nowhere to be found," Chacha said, whose house was only 1 mile (2 kilometers) from the blasts.
Stella Philip, 23, was at home cooking when the explosions began around 9 p.m. Her daughter Habiba Saleh, 8, who was playing outside at the time, is missing.
"I have not seen such deafening blasts in my life," she said. "After the blasts everyone ran for his life."
The president visited the site of the blasts and tried to assure a still-jittery public that no more explosions would happen.
Felician Luchagula, a 32-year-old health-related development worker, said he heard blasts beginning at around 9 p.m. Wednesday. They continued for several hours.
"People are getting scared of what may happen to them. People are scared that if they live near a military base it might happen again," he said.

In a statement delivered as he adjourned the parliament, Pinda said the blasts occurred Wednesday night at an ammunition bunker at the Gongola Mboto army base in Tanzania's commercial capital, Dar es Salaam. It destroyed 23 munitions depots as well as a nearby school and two houses, and forced 4,000 people to seek shelter at the national stadium.
"The death toll might rise when we ascertain the full extent of the damage caused by the explosions," Pinda said.
Earlier, another official said at least 184 people were injured in the explosions that lit up the night sky in Dar es Salaam and spread debris throughout surrounding areas.
Nyancheghe Nanai, assistant director of disaster management, was unable to say what caused the explosions but added that she "does not think" they were related to terrorism.
Two years ago, explosions at another arms depot in Dar es Salaam left 29 dead from rocket and artillery discharges, Nanai said. Those blasts were not caused by terrorism, she said.
The explosions in the densely populated city rattled neighborhoods and forced the closure of the main international airport, which is near the army base.

Sinema 'Shoga' Yafungiwa na Serikali
TAARIFA KWA VYOMBO VYA HABARI
Wizara ya Habari, Vijana, Utamaduni na Michezo imeiagiza Kampuni ya kutengeneza filamu ya 'Al-Riyamy Production Company' kuwasilisha Filamu ya 'Shoga' kwa Bodiya Taifa ya Ukaguzi wa Filamu kwa ajili ya ukaguzi.
Aidha Kampuni hiyo pia imeagizwa kutoisambaza Filamu ya 'Shoga' na kusitisha hatua nyingine yoyote kuhusiana na filamu hiyo hadi hapo Bodi ya Taifa ya Ukaguzi wa Filamu itakapojiridhisha kuwa filamu hiyo inakidhi kuonyeshwa hadharani kama ilivyoainshwa katika Sheria ya Filamu na Michezo ya Jukwani Namba 4 ya mwaka 1976.
Kampuni hiyo inatakiwa kuwasilisha kanda hiyo kabla ya tarehe 17 februari, 2011.Kwa mujibu wa Sheria hiyo hairuhusiwi kutengeneza filamu bila kupata kibali cha kutengeneza filamu.
Aidha kifungu cha 4 (1) inaelekezwa bayana kuwa kila anayetengeneza filamu anatakiwa kuwasilisha maombi kwa maandishi kwa Waziri chini ya Sheria hii yakiambatana na mswaada na maelezo ya filamu inayotarajiwa kutengenezwa.
Pamoja na mambo mengine katika kifungu cha 14 (2) Sheria inaipa Bodi ya Filamu mamlaka ya kukagua filamu, picha ya matangazo au maelezo yake kwa makusudi ya kuamua kuonyesha na ikiwa rushusu itatolewa maonyesho yawe kwa namna gani.
Katika Sheria hiyo kifungu cha 15 (1) kinapiga marufuku kwa mtu yoyote kuongoza,kusaidia , kuruhusu au kushiriki katika maonyesho ya filamu bila kuwa na kibali cha Bodi.
Sheria hii ilipitishwa na Bunge la Jamhuri ya Muungano wa Tanzania kwa waraka Namba 22 wa mwaka 1974.

Na Waandishi Wetu (Gazeti la Mwananchi)
JIJI la Dar es Salaam usiku wa kuamkia leo limetaharuki kufuatia milipiko mikubwa ya mabomu iliyotokea ghala la kutunzia silaha la Jeshi la Wananchi wa Tanzania (JWTZ), Gongolamboto, huku kukiwa na taarifa za watu kufa na zaidi ya 100 kujeruhiwa. Timu ya waandishi wa Mwananchi waliotembelea eneo la tukio usiku wa jana, walishuhudua nyumba kadhaa zikiteketea kwa moto baada ya kuangukiwa na mabomu.
Kadhalika waandishi hao wa Mwananchi walishuhudia nyumba moja ambayo ukuta wake ulibomoka baada ya kuangukiwa na bomu na ukuta huo kuangukia kundi la zaidi ya watu 12, watu watano wanadaiwa kufa.
Mmoja wa walionusurika kwenye tukio la kuangukiwa na ukuta, Juma Nganyanga, alisema kuna uwezekano ya maiti wengine kuwa chini ya ukuta huo.
Nganyanga alisema aliona kundi la watu wakiwa wamekimbilia kupumzika kwenye baraza la nyumba hiyo baada ya kukimbia nyumba zao, wakati wakiwa katika maombi ya kuomba Mungu awaepueshe na janga hilo, ghafla aliona vumbi likitimka kwenye nyumba hiyo.
Mwenye nyumba hiyo, Farida Magwa, ambaye alikuwa akibubujikwa na machozi alisema akiwa barabarani na familia yake, aliambiwa kuwa nyumba yake imepigwa bomu na kuna watu wameuawa.
Magwa alisema baadaye waliweza kutoa maiti za watu watano, wakiwamo watoto wawili, lakini kuna uwezekano wa wengine bado wapo wamefunikwa na kifusi cha ukuta huo.
Katika tukio jingine, Mwananchi ilishuhudia maiti ya mwanamke ikiwa kwenye nyumba ambayo imeteketea baada ya kupigwa na bomu eneo la Mzambarauni na maiti nyingine ikipandishwa kwenye gari eneo la gereza la Ukonga.
Pia, Mwananchi lilishuhudia jengo la hosteli ya Kanisa Katoliki Ukonga likiwa linateketea kwa moto baada ya kuangukiwa na bomu, huku wakazi wa hosteli hiyo wakiwa wamekimbia.
Moto huo ambao ulikuwa ukiendelea kuwaka hapakuwapo na jitihada zozote za kuweza kuuzima, kwani watu wote walikuwa wamekimbia.
Mlinzi wa Kanisa la Kiinjili la Kilutheri la Tanzania (KKKT) lililopo jirani na hosteli hiyo, alisema alishuhudia mabomu mawili yakitua eneo hilo, moja likitua kwenye nyumba ya hosteli hiyo na lingine pembeni karibu na gereza la Ukonga.
Milipuko hiyo ilianza majira ya saa 2.00 usiku na kuendelea mfululizo hadi saa 6.00 usiku, huku watu wakitaharuki na baadhi ya wanandungu na familia kupotezana.
Kaimu Mkuu wa Mkoa wa Dar es Salaam, Meck Sadiq, alithibitisha kutokea kwa kifo cha mtu huyo ambaye hata hivyo jina lake lilikuwa halijafahamika.
Katika Hospitali ya Amana, Ofisa Mwandamizi wa Wagonjwa wa Nje, Mussa Wambura, alisema watu wawili walifariki dunia muda mfupi baada ya kufikishwa hospitalini hapo na kwamba, hadi saa 7:00 usiku walikuwa wamepokea majeruhi 88, wengine hali zao zikiwa mbaya.
Waandishi wa Mwananchi walishuhudia magodoro yakiwa yametandikwa nje ambako wagonjwa walikuwa wamelazwa na wahudumu wa afya kutoka hospitali za TMJ na Hindu Mandal walipelekwa Amana kuongeza nguvu.
Pia, Sadiq alithibitisha kujeruhiwa kwa watu 43 na kwamba, serikali ya mkoa ilikuwa imetenga hospitali mbili za Ilala (Amana) na Temeke kwa ajili ya kupokea majeruhi na kuwatibu.
Awali, taarifa za zisizo rasmi zilizolifikia Mwananchi zilidai kuwa, mabomu yaliyolipuka ni ya masafa marefu.
Taarifa hizo zilithibitshwa na Sadiq ambaye aliwanukuu JWTZ wakisema, mabomu yaliyolipuka yanaweza kwenda umbali wa kilomita 11 kutoka eneo la tukio, Gongolamboto.
Alisema kwa mujibu wa taarifa hizo, wananchi walipaswa kuondoka eneo hilo na kuelekea katikati ya Jiji la Dar es Salaam na kwamba, wangekuwa salama baada ya kufika eneo la Tazara wakati kwa wale walioelekea Kisarawe alipaswa kwenda hadi eneo la Pugu Kajiungeni.
Mnadhimu Mkuu wa Jeshi, Luteni Jenerali Abdulrahman Shimbo, alinukuliwa akiwataka wakazi wa Gongolamboto na maeneo ya jirani kuhama makazi yao kutokana na milipuko hiyo.
Kadhalika Kamanda wa Polisi, Kanda Maalum ya Dar es Salaam, Suleiman Kova, alinukuliwa akiwataka wakazi wa maeneo hayo kuondoka kuepusha athari zinazotokana na milipuko hiyo.
Wananchi wakimbia makazi
Habari zaidi zilisema mamia ya wananchi waliyakimbia makazi yao, wengi wakielekea katikati ya Jiji la Dar es Salaam, lakini baadaye matangazo yaliyotolewa na vyombo vya usalama yaliwataka kwenda Uwanja wa Taifa kwa ajili ya kupata hifadhi ya muda.
Kwa mujibu wa mashuhuda, watu walikuwa wakikimbia ovyo huku wakipanda magari yaliyokuwa yakielekea katikati ya jiji, kusalimisha maisha yao.
Baadhi ya wananchi waliolazimika kuyakimbia makazi yao, walikuwa wakipiga simu chumba cha habari wakilalamikia kupotezana na ndugu zao.
Mamia ya watu kutoka Gongolamboto, Karakata, Tabata, Segerea, Ukonga, Kitunda, Banana na maeneo mengine jirani, walionekana wakipanda daladala, wengine wakining'inia nyuma ya magari hayo yaliyokuwa yakielekea katikati ya jiji, huku mamia kwa mamia ya watu walikuwa wakitembea kwa miguu kuokoa maisha yao.
Kadhalika pikipiki, bajaj na magari ya kama pick-up pia yalitumika kuwahamisha watu kutoka eneo la tukio kwenda kutafuta sehemu ya hifadhi ya muda.
Uwanja wa ndege wafungwa
Uwanja wa Ndege wa Kimataifa wa Mwalimu Julius Nyerere, ulifungwa kwa muda na ndege zote hazikuruhusiwi kuruka wala kutua hadi hapo itakapoarifiwa baadaye.
Waandishi wa Mwananchi walishuhudia abiria wengi wa kigeni wakiwa kwenye uwanja wa huo wakisubiri kujua hatma ya safari zao, baada ya ndege walizokuwa wakizisubiri kuamriwa kutua viwanja vya Kia na Zanzibar hadi hapo watakapopewa maelekezo mengine.
Barabara ya Pugu katika njiapanda inayoingia kambi ya jeshi, ilifungwa na magari yote yaliyokuwa yakielekea katikati ya jiji na yale yaliyokuwa yakielekea Kisarawe yalizuiwa.
Mkazi mmoja wa Kigamboni aliyepiga simu ofisi za gazeti hili jana usiku wakati milipuko ya mabomu hayo ikiendelea, alisema wakazi wengi wa Kigamboni walikuwa nje ya nyumba zao, huku wakishuhudia makombora yaliruka juu kuelekea baharini hali ambayo iliwafanya wakazi hao kukumbwa na wasiwasi mkubwa.
"Hivi ninapokupigia wewe, makombora yanapita juu na kila mtu na familia yake wako nje kwa hofu...unasikia muungurumo huu kombora jingine linapita hapa juu kuelekea baharini," alisikika mwananchi huyo.
Kauli ya Dk Mwinyi
Waziri wa Ulinzi na Jeshi la Kujenga Taifa (JKT), Dk Hussein Mwinyi, alisema milipuko hiyo ilitokea ghala namba tano na kwamba, kilichokuwa kikifanyika ni kuzuia usienee sehemu nyingine.
Dk Mwinyi alisema kambi ya Gongo la Mboto wanaishi wanajeshi na familia zao, lakini maghala ya mabomu yako mbali na kuongeza kuwa, kutokana na milipuko hiyo kuwa mikubwa hawezi kuzungumzia athari.
“Ile ni kambi ya jeshi, watu wanakaa mbali na maghala lakini kwa sababu tukio lenyewe ni kubwa sasa hivi hatuwezi kusema lolote,” alisema Dk Mwinyi.
Wakati mabomu hayo yakiendelea kulipuka mwananchi mmoja alipiga simu chumba cha habari cha Mwannchi, akisema Waziri Mwinyi yalipolipuka mabomu ya Mbagala, aliahidi kujiuzulu iwapo ingebainika kulifanyika uzembe.
Hata hivyo, Dk Mwinyi alipoulizwa usiku wa kuamkia leo kuhusu utekelezaji wa ahadi yake hiyo na majibu ya tume zinazoundwa, alisema kilichokuwa kinafanyika usiku ni kuokoa maisha ya watu, masuala mengine yatazungumzwa baadaye.
“Sasa hivi kuna jambo linaathiri watu, kwanza tuwaokoe halafu haya mengine tutazungumza,” alisema Dk Mwinyi.
Milipuko ya kwanza ilitokea barabarani mwaka 1972 wakati mabomu hayo yalipokuwa yanahamishwa kutoka Kambi ya Kunduchi kwenda Gongolamboto.
Kwenye kambi hiyo ni mara ya pili kutokea kwa milipuko ya mabomu, milipuko ya kwanza ilitokea mwaka 2008 na kusababisha maafa kwa wananchi wanaozunguka kambi hiyo, wanajeshi na familia zao.
Kila mwaka wataalam wa mabomu jeshini ambao hujulikana kama Ammo tech, wanaofanya kazi chini ya Chief Logistic and Equipment (CLE) hukagua mabomu ambayo muda wake umemalizika ili yaweze kupelekwa Kimbiji kuteketezwa.
Mbagala
Hali ilikuwa tete maeneo ya Mbagala na kusababisha watu wakiwa na watoto kukimbia ovyo, huku wengine wakijikusanya pembeni mwa barabara.
Wakazi wa Mbagala ambao walikumbwa na milipuko kama hiyo Aprili 2009, walionekana kuchukua tahadhari mapema baada kuanza kusikia milipuko kwa kuondoka ndani ya nyumba zao.
Mwananchi ilishuhudia wananchi hao wakiwa wamekusanyika pembeni mwa barabara ya Mbagala Rangi tatu-Mbande, hasa eneo la Muhimbili wanakopelekwa wagonjwa wa akili baada ya kupata nafuu, ambako kuna nafasi kubwa.
Maeneo ya Chamazi, Mbande, Charambe na Mbagala Rangi tatu, nyumba zilikuwa zikitikisika kutokana na milipuko hiyo, huku angani kukiwa kumetanda miale ya moto.
Mwandishi wa gazeti hili, Midraji Ibrahim, alisema kwenye nyumba yake iliyopo Chamazi, mikanda ya dari (ceiling board) ilidondoka kutokana na kishindo cha milipuko ya mabomu hayo.

Mwaka 2008 kulitokea mlipuko ghala la silaha kwenye kambi hiyo ya jeshi la Gongo la Mboto katika tukio ambalo vyombo vya usalama vilidai kuwa ulitokana na silaha hizo kupata joto kali.

A new book reveals shocking details on Tanzania's Former President Julius Nyerere and the 1979 Kagera War !
Dr. Bisase's new autobiography Guardian Angel, published in Oct. 2009. It sheds new light on the true character of Tanzania's late and much-respected leader, Julius Nyerere and the UNLF intrigues in Uganda.
A new book on Ugandan history by a former UNLF cabinet minister reveals shocking details on Julius Nyerere, Milton Obote, Idi Amin, and Yoweri Museveni.
Dr. Arnold S. Bisase was the Minister of Health in the UNLF government, headed by Prof. Yusufu Lule, that took power in Uganda following the fall of Idi Amin's government in April 1979.
The Lule government was ousted in June 1979 after only 68 days in office, following a vote of no confidence by the National Consultative Council, the body that served as Uganda's interim parliament after Amin's fall.
A full, detailed review on the writing style, the author, and the times he describes will be published later by the Uganda Record. However, in rough summary, the book titled Guardian Angel sheds light on the following important areas of Ugandan history:
1. It is one of the very few books --- it is quite possibly the first --- to give the world an intimate understanding of one of the most respected and even revered African personalities: Julius Nyerere, the former president of Tanzania who died in Oct. 1999.
It is a book that will shock many readers in the way it portrays Nyerere so that far from the saint the Roman Catholic Church now believes he was and the heroic status he enjoys among Pan-Africanists, Bisase's book exposes the egomaniac that Nyerere was, the manipulation he was capable of, and how far from being a welcome liberation force, the Tanzanian army that invaded Uganda to overthrow Idi Amin left misery, death, and destruction in its wake and most of these victims were Ugandan civilians, deliberately targeted.
Very few scholars or journalists have ever dared question the Nyerere image. Some questions have been asked about Nelson Mandela, but never Nyerere. Julius Nyerere is to Pan-Africanists what the late Ethiopian emperor Haile Selassie is to the Rastafarians. All governments and politicians that led Uganda after Amin's fall have likewise held Nyerere in high esteem. This book will lead many to re-assess their view of the 1979 Tanzania-Uganda war and whether it was a liberation war at all.
2. The book is the first to give a detailed account of the events and maneouvres that led to the ouster, after only 68 days in office, of President Yusufu Lule, from the point of view of a Lule supporter and therefore, from Lule's point of view. This is an important new trove of history to be added to the Ugandan historical record. It is well known that there was much intrigue within the UNLF, even as soon as it was named in the northern Tanzanian town of Moshi in March 1979. This new book adds valuable new images and anecdotes to the story of the post-Amin period in Uganda.
3. The book gives an important description of the night of the attempted assassination of President Milton Obote in Dec. 1969, explaining the unexpected calm and disciplined way in which the Uganda Army and the Uganda Police handled security at impromptu roadblocks in Kololo in Kampala soon after the incident. Coming from Bisase, a staunch Muganda, it sheds significant light on the character of the Uganda Army of the late 1960s and is important in dismissing the widely held view of the 1960s Uganda Army as a bandit force of illiterate and murderous Nilotics. However, there was violence later against Baganda. Who might have been behind it? The book at least helps present the evidence to answer this question.
4. Guardian Angel departs from the generic image of Idi Amin as a bloodthirsty tyrant and while not an apologist for him, Arnold Bisase explains the forces that were at work in Tanzania in the 1970s, vying for power with Amin and at the same time engaged in rivalry with each other and using the method of sabotage and assassination of prominent Ugandans in order to gain the ascendancy and discredit Amin. The book adds its voice to the growing number of sources who are starting to question the claims that Amin murdered or caused the murder of 500,000 or 100,000 Ugandans during his eight-year rule and the view now emerging that exiled groups in Kenya and Tanzania used to stage abductions and killings in order for Amin to get discredited.
5. In its pages and glimpses into the lives of its various characters, the book is a reminder of the powerful and in some way privileged position that Baganda enjoyed in Uganda right up to the early 1970s, at a time in 2009 when most people, including Baganda, are starting to forget what life was like before the Ugandan economy was in the hands of people from western Uganda. Today, the impression is that Uganda will, for the indefinite future, remain in the hands of Bahima and Banyarwanda and most people are resigned to that. Dr. Bisase's book shows that there was a time that this dominant economic status was enjoyed by Baganda.
6. The book offers important new details into how Joseph Mubiru, Benedicto Kiwanuka, Michael Kaggwa, and other prominent Ugandans met their deaths during the Amin years, details that were absent in Henry Kyemba's 1977 book A State of Blood and other books and publications. The author knows what he is talking about, as he was a personal friend to many of these people and got to hear first hand accounts of the moment they were seized, usually by armed men in army uniform, and never to be seen again.
If Bisase knows this and only after 38 years or so has he come out to speak about them, and in which he appears to indirectly exonerate Amin, it can only be wondered if these families that lost their relatives know as much, in spite of their silence.
The book, in print in Britain where Bisase lives, is not yet available in bookshops in Uganda.

Sinema - The Gift
Mimi na binti yangu (mwigizaji Mimi Augustin)
Devin, Mimi Augustin, Chemi na Charles Jackson aka Mzee MatumbiWiki iliyopita niligiza katika sinema fupi iitwayo 'The Gift' (Zawadi). Inatengenezwa na wanafunzi wa filamu wa Emerson College hapa Boston.
Sinema inahusu familia ya kiislamu ambao wanakaa Marekani halafu wanamchagulia binti yao mchumba. Awali ilikuwa sinema iigizwe na wahindi lakini waiigazji walikosekana kukamilisha familia katika sinema. Hivyo waliamua kufanya familia wawe waafrika. Sinema imepigwa katika 35MM format hivyo inabidi ipelekwe lab kusafishwa. Wamechanganya mambo ya kihindi ya kiafrika. Mfano kwenye arsui Bibi harusi kavaa nguo ya kihindi halafu kuna chakula cha kihindi. Natumaini itapendeza lakini. Huenda ikakamilika kabla ya mwezi wa sita.

Kama unataka kusafiri kwenda Zanzibar ni lazima upate chanjo dhidi ya ugonjwa wa manjano (yellow fever). Miaka mingi ulikuwa huihitaji lakini baada ya kuibuka upya huko Uganda wasafiri wanalazimika kuchanjwa! Ugonjwa na manjano unasambazwa na mbu kama malaria. Ukipiupata si rahisi kupona. Yellow fever vaccination needed for Zanzibar

Those travelling to Zanzibar, will now require a yellow fever vaccination, after an outbreak of the disease has caused 53 deaths in northern Uganda
So far around 226 cases of yellow fever have been reported in northern Uganda, including 53 deaths. The Zanzibar Ministry of Health is now warning all tour operators and airlines, both national and international, that visitors will require a yellow fever vaccination certificate in order to enter the country.
Before the outbreak, travellers needed to have the yellow fever jab if they were travelling to Zanzibar from a yellow fever endemic zone, now however the Zanzibar Ministry of Health have announced all visitors entering Zanzibar will need to have the yellow fever vaccination and a certificate to prove it.
Chris McIntyre of Expert Africa explained, "We've usually recommended to clients that they have the Yellow Fever vaccination if going to Zanzibar, but now they are insisting on it, wherever you are coming from.
"There have been reports of people being taken off the plane, being given the jab, and being made to pay for it. We strongly advise you to have your jab before you go."
Yellow fever is a very serious viral disease with a high rate of fatalities. It is transmitted by the day-active, stripy-legged mosquitoes called Aaedes. The disease is preventable with a yellow fever vaccine.
Dr. Jane Wilson-Howarth emphasises that is is good sense to be protected from Yellow Fever, "Those contracting the disease have about a 50:50 chance of survival. It becomes effective 10 days after the vaccine has been given and so the certificate is valid from 10 days and for 10 years.
"If you do end up getting compulsory immunisation in country (and this certainly happens on occasion in South America) you cannot know about the quality of the vaccine nor the sterility of the needles. There also may not be medical back-up in case of an allergic or other vaccine reaction."

The law to allow Tanzanians to hold dual citizenship should finally be enacted by the end of the year, Foreign Affairs and International Co-operation minister Bernard Membe said yesterday.
Speaking in Dar e s Salaam at an International Organisation for Migration (IOM) meeting, Mr Membe said research conducted on the proposal had established that the new law would not harm the country.
“The government is regretting locking out Tanzanians overseas during the 49 years of our Independence, while some African countries have been granting dual citizenship to their people,” Mr Membe said.
Tanzanians living abroad will receive the news with jubilation, as they have for many years campaigned for the introduction of such a law to enable them to belong to both their host countries and their motherland.
Many have complained that lack of such a law disadvantages them, as it denies them opportunities they could access if they were citizens of the countries where they work.
Yesterday, Mr Membe explained that the issue had taken many years to conclude because the ministry did not wish to “rush such a sensitive issue”. He added: “We decided to conduct a thorough research before introducing this law, which deals with the basic rights of a person.”
The research had enabled the government to establish that dual citizenship “is not bad, as some people were trying to depict it”.
The minister went on: “On the contrary, there will more benefits for the country and the individuals, if we to adopt the law to enable our fellow Tanzanians living abroad to market our country as well.”
During the research, it had been found that Tanzanian experts working abroad had been contributing immensely to their host countries. Therefore, he said, the enacting of the law would enable them to also assist their motherland without any hitch.
Mr Membe said the ministry had already started to move to tap the great economic potential of the Tanzanians overseas.
After receiving the report, the ministry established a special department to deal with the affairs of those in the Diaspora.
“Everything regarding how to deal with the Tanzanians living abroad is almost ready. We need to fully utilise their skills and wealth to push forward our development agenda,” he said.
The Dual Citizenship Act, the minister added, would give those abroad the right to adopt the citizenship of their host countries while maintaining their Tanzanian nationality.
Under the current law, a Tanzanian who adopts the citizenship of another country is automatically stripped of his nationality.
Minister Membe said they had directed all the country’s embassies and high commissions overseas to register all Tanzanians to enable the government to have full information and data on the nationals living abroad.
Speaking to reporters at the meeting, which brought together experts from various ministries, embassies and some Tanzanian experts working in the UK, Mr Daniel Mwasandube, a quantity surveyor based in Britain, said many Tanzanians had opted to leave the country in search of better lives.
He said most of them “are very patriotic but lack of supportive laws”, such the one granting dual citizenship, has blocked them from serving their country better.
“Many Tanzanians cannot land high paying jobs abroad, though they have the qualifications, simply because employers look for people who hold the passports of those countries,” he said.
In preparation for the introduction of dual citizenship, the Law Reform Commission was tasked to conduct a national study and gather the public’s views.
In 2006, the commission recommended amendments to the relevant laws so that Tanzanians can also enjoy dual citizenship.
According to the ‘Final Report on the Introduction of Dual Citizenship in Tanzania’, the commission chaired by Judge Anthony Bahati, said the issue deserved “a positive and forwarding-looking consideration”.
The commissioners said it was high time Tanzania adopted dual citizenship because in a globalised world, the country could not develop without interaction with other nations.
Dual citizenship, according to the commission, was desirable as it conferred benefits both to the country and nationals desiring to hold the citizenships of other countries.
“A person with dual citizenship has greater flexibility in his choice of where to live and/or work,” reads part of the report.
But the members of the commission also recommended that national identity cards be issued first before adopting the system.
Once it becomes law, Tanzanians will no longer have to renounce their citizenship, and the same will apply to foreigners wishing to take up Tanzanian citizenship, if their countries of origin allow that.

The law to allow Tanzanians to hold dual citizenship should finally be enacted by the end of the year, Foreign Affairs and International Co-operation minister Bernard Membe said yesterday.
Speaking in Dar e s Salaam at an International Organisation for Migration (IOM) meeting, Mr Membe said research conducted on the proposal had established that the new law would not harm the country.
“The government is regretting locking out Tanzanians overseas during the 49 years of our Independence, while some African countries have been granting dual citizenship to their people,” Mr Membe said.
Tanzanians living abroad will receive the news with jubilation, as they have for many years campaigned for the introduction of such a law to enable them to belong to both their host countries and their motherland.
Many have complained that lack of such a law disadvantages them, as it denies them opportunities they could access if they were citizens of the countries where they work.
Yesterday, Mr Membe explained that the issue had taken many years to conclude because the ministry did not wish to “rush such a sensitive issue”. He added: “We decided to conduct a thorough research before introducing this law, which deals with the basic rights of a person.”
The research had enabled the government to establish that dual citizenship “is not bad, as some people were trying to depict it”.
The minister went on: “On the contrary, there will more benefits for the country and the individuals, if we to adopt the law to enable our fellow Tanzanians living abroad to market our country as well.”
During the research, it had been found that Tanzanian experts working abroad had been contributing immensely to their host countries. Therefore, he said, the enacting of the law would enable them to also assist their motherland without any hitch.
Mr Membe said the ministry had already started to move to tap the great economic potential of the Tanzanians overseas.
After receiving the report, the ministry established a special department to deal with the affairs of those in the Diaspora.
“Everything regarding how to deal with the Tanzanians living abroad is almost ready. We need to fully utilise their skills and wealth to push forward our development agenda,” he said.
The Dual Citizenship Act, the minister added, would give those abroad the right to adopt the citizenship of their host countries while maintaining their Tanzanian nationality.
Under the current law, a Tanzanian who adopts the citizenship of another country is automatically stripped of his nationality.
Minister Membe said they had directed all the country’s embassies and high commissions overseas to register all Tanzanians to enable the government to have full information and data on the nationals living abroad.
Speaking to reporters at the meeting, which brought together experts from various ministries, embassies and some Tanzanian experts working in the UK, Mr Daniel Mwasandube, a quantity surveyor based in Britain, said many Tanzanians had opted to leave the country in search of better lives.
