Nakushukuru sana Mama Mwantumu Malale, Mkuu wa Chuo Kikuu cha Waislamu cha Morogoro na viongozi wenzako kwa kunialika kuja kujumuika nanyi katika siku hii adhimu ya ufunguzi wa jengo la Kitivo cha Sayansi katika Chuo Kikuu cha Waislamu cha Morogoro. Mmenipa heshima kubwa ya kuwa sehemu ya historia ya Chuo hiki. Kwa kweli, nimefarijika sana kuona Chuo chetu kinazidi kupata mafanikio ya kutia moyo hasa ukizingatia ukweli kwamba kina muda mfupi tu tangu kuanzishwa kwake.

Natoa pongezi nyingi kwako, Makamu Mkuu wa Chuo na wale wote walioshiriki kubuni wazo la kuwa na jengo la Kitivo cha Sayansi na kufanikisha ujenzi wake. Juhudi zao na moyo wao wa kupenda maendeleo ndio umetufanya sisi kujumuika hapa leo kushuhudia mafanikio haya. Hakika ni jambo la kujivunia. Pia, nawapongeza sana Wajenzi na Mhandisi Mshauri kwa kazi nzuri waliyofanya ya ujenzi wa jengo hili. Sote tunaliona jengo lilivyojengwa vizuri na kwa namna yake linapendezesha mandhari ya Chuo.
Kwa namna ya pekee napenda kwa niaba yenu nitoe shukrani zangu za moyoni kwa taasisi ya Al-Barakah kwa kufadhili ujenzi wa jengo hili. Asanteni sana kwa ukarimu wenu na upendo mkubwa mliouonesha kwa nchi yetu na watu wake. Naomba taasisi nyingine na watu binafsi waige mfano huu mzuri wa kusaidia miradi mbalimbali inayonufaisha jamii. Tukumbuke ule msemo wa wahenga kuwa “kutoa ni moyo, usambe si utajiri”.

Kwa miaka mingi madhehebu ya dini na mashirika ya dini yamekuwa washirika muhimu sana wa Serikali katika kusukuma mbele gurudumu la maendeleo ya nchi yetu. Yamekuwa yanajihusisha na kutoa huduma kwa jamii kama vile afya, elimu na nyinginezo. Kwa ajili hiyo watu wengi sana nchini wamenufaika na wanaendelea kunufaika na huduma zinazotolewa na mashirika ya dini.
Kwa miaka mingi mashirika na taasisi za madhehebu ya dini ya Kikristo ndiyo yaliyokuwa yakionekana kutoa huduma hizo. Kwa upande wa Waislamu, ukiacha Mtandao wa Maendeleo wa Aga Khan, mchango umekuwa mdogo sana. Ni jambo la faraja kubwa kuona Taasisi ya Maendeleo ya Waislamu (MDF) ikionyesha njia. Kwa kumiliki na kuendesha Chuo Kikuu cha Waislamu cha Morogoro kwa ufanisi, MDF inatoa mchango muhimu katika kuendeleza elimu ya juu na maendeleo nchini. Idadi kubwa ya wanafunzi waliofuzu masomo yao na waliopo katika Chuo hiki tangu kilipoanzishwa mwaka 2005 ni ushahidi tosha wa kazi nzuri inayofanywa na MDF. Hongereni sana. Tunawaombea kwa Mola mpate mafanikio makubwa zaidi miaka ya usoni kwa upande wa elimu na huduma nyingine muhimu.

Katika kipindi cha miaka saba sasa, Serikali yetu imeongeza sana uwekezaji katika upanuzi wa elimu tangu ya awali hadi elimu ya juu. Tumeamua kufanya hivyo kwa sababu vijana wengi waliokuwa wanastahili kupata elimu ya awali, msingi, sekondari, ufundi na elimu ya juu walikuwa hawapati. Tanzania ni kubwa kuliko Kenya na Uganda kwa eneo na idadi ya watu lakini ndiyo tuliokuwa na idadi ndogo ya wanafunzi kwa ngazi zote hizo. Kwa mfano, mwaka 2005 idadi ya wanafunzi waliokuwa Chuo Kikuu nchini Kenya ilikuwa 108,407, Uganda 88,360 na kwa baadhi ya nchi za SADC kama vile Afrika Kusini idadi hiyo ilikuwa 717,973. Wakati wenzetu wakiwa na idadi hiyo, sisi tulikuwa na wanafunzi 40,719 tu katika vyuo vikuu nchini. Hali ilikuwa hivyo pia kwa elimu ya sekondari. Kenya ilikuwa na wanafunzi 925,341, Uganda 619,519 na Afrika Kusini 4,186,882 wakati Tanzania ilikuwa na wanafunzi 524,325 tu waliokuwa katika shule za sekondari.
Tuliona hali hii haikubaliki hivyo tukaamua hatuwezi kuiacha iendelee. Tukaamua kudhibiti. Tukachukua hatua tulizochukua za kupanua elimu katika ngazi zote. Matokeo ya uamuzi huo ni kwamba vijana wanaopata fursa ya kupata elimu katika ngazi zote wamekuwa wengi kuliko wakati mwingine wo wote katika historia ya nchi yetu, tumewafikia na kuwapita majirani zetu. Kazi kubwa tunayoendelea nayo sasa ni kuwekeza katika kuimarisha ubora wa elimu waipatayo vijana wetu kwa kuongeza walimu, vifaa vya kufundishia, vitabu na huduma nyinginezo. Inshallah hata kwa dhamira yetu, hii njema Mola atatuwezesha. Mwanzo mgumu lakini hatma itakuwa nzuri.

Kufuatia juhudi hizo, idadi ya wanafunzi waliopo kwenye vyuo vikuu nchini imeongezeka sana, kutoka wanafunzi 40,719 mwaka 2005 hadi wanafunzi 166,484 mwaka 2012. Kwa upande wa sekondari mwaka 2011 tulikuwa na wanafunzi milioni 1.79 na wenzetu wa Kenya walikuwa na wanafunzi milioni 1.77. Haya ni mafanikio makubwa.
Serikali itaendelea kuwekeza kwenye upanuzi wa fursa za elimu na ubora wake. Hata hivyo ushiriki wa wadau wengine kuunga mkono juhudi za serikali ni jambo muhimu sana. Tumeweka mazingira mazuri kwa wadau hao kufanya hivyo na mafanikio yanaonekana wazi. Kama nilivyokwishasema awali, mashirika ya dini yamekuwa wadau wa kutumainiwa na mchango wao uko wazi. Unajieleza wenyewe. Kwa mfano, katika vyuo vikuu 49 vilivyopo nchini, vinavyomilikiwa na umma ni 14 tu. Vyuo vikuu 24 vinamilikiwa na mashirika ya dini na 11 na sekta binafsi.
Ndugu Mkuu wa Chuo;
Serikali inatambua na kuthamini mchango mkubwa na muhimu unaotolewa na vyuo vikuu vinavyomilikiwa na mashirika ya dini na sekta binafsi. Ninyi mmekuwa washirika wazuri na wa uhakika katika kusukuma mbele gurudumu la maendeleo ya elimu katika nchi yetu. Napenda kuwahakikishia kuwa Serikali itaendelea kuwaunga mkono na kushirikiana nanyi ili kuwawezesha vijana na Watanzania wengi zaidi waweze kupata elimu. Uamuzi wa kufanya utaratibu wa mikopo kwa wanafunzi wa elimu ya juu uhusishe wanafunzi wa vyuo visivyokuwa vya umma ni moja ya mambo mengi muhimu yanayofanywa na Serikali kuthibitisha usemi wangu huo.
Tulipoingia madarakani mwaka 2005 tulifanya mambo mawili muhimu kuhusu mikopo kwa wanafunzi wa elimu ya juu. Kwanza uamuzi kwamba, mikopo itolewe kwa wanafunzi wa vyuo vikuu vya umma na vile visivyokuwa vya serikali. Kabla ya hapo ilihusu vyuo vya umma pekee. Pili kwamba, kila mwaka tuongeze fedha zinazotengwa kwa ajili ya Mfuko huo ili idadi ya wanafunzi wanaonufaika iongezeke. Tulikuta Mfuko ukiwa na shillingi billioni 56.1 unanufaisha wanafunzi 16,345 mwaka 2005. Tukaongeza kila mwaka na katika mwaka huu wa fedha (2012/13) tumetenga shillingi bilioni 345 zinazowanufaisha wanafunzi 98,772.
Tutaendelea kuongeza fedha katika Mfuko huo ili wanafunzi wengi zaidi wanufaike na hata ifikie siku moja tuweze kuwakopesha wote bila ya kujali sifa ya uwezo wa wazazi au walezi kulipa ada. Kwa kasi tuliyonayo na kwa jinsi tunavyozidi kufanikiwa katika kukusanya mapato ya serikali, naamini miaka michache ijayo tunaweza kufikia lengo hilo. Nawasihi Bodi ya Mikopo iwekeze katika kuimarisha uwezo wa kuwafuatilia waliokopeshwa kulipa mikopo waliyopewa. Matamanio yangu ni kuwa fedha zilizotolewa zizunguke ili tupunguze kiasi kinachotolewa na bajeti ya serikali kila mwaka.

Niruhusuni nitumie nafasi hii kukupongeza wewe Mkuu wa Chuo, Makamu Mkuu wa Chuo, Wahadhiri na Jumuiya nzima ya Chuo Kikuu hiki kwa kazi kubwa na nzuri muifanyayo ya kuendeleza na kuboresha Chuo. Tumeshuhudia ujenzi wa jengo nililolifungua leo. Tumeona mafanikio kwa upande wa ongezeko la idadi ya wanafunzi, walimu, wafanyakazi na fani zinazofundishwa katika kipindi hiki kifupi cha uhai wa Chuo hiki.
Nimefurahishwa na kufarijika sana kusikia kuwa ubora wa elimu inayotolewa hapa chuoni ni jambo linalopewa kipaumbele cha kwanza. Jambo hili ni muhimu sana kulisisitiza kwani tunataka wahitimu wa Chuo hiki wafanane na wahitimu wa Chuo chochote kizuri nchini na hata duniani. Ningependa kuona wahitimu wa Chuo hiki wanagombewa katika soko la ajira. Hili ni jambo linalowezekana. Kinachotakiwa ni uamuzi wa Baraza na Seneti kuwa iwe hivyo na kuchukua hatua zipasazo. Sina shaka kuwa mnaweza kufanya hivyo. Hakika mnaweza, na sote kwa umoja wetu tunaweza.

Nimefurahi sana, pia, kusikia kuwa Chuo kinatoa mafunzo ya ualimu. Bila ya shaka mnaelewa kwa nini nafurahi. Tuna uhaba mkubwa wa walimu nchini hivyo Chuo cho chote kinachotoa mafunzo ya ualimu hunifurahisha. Endeleeni kuimarisha mafunzo hayo ili Chuo chenu kitambulike na kukubalika nchini kwa sifa ya kutoa walimu wazuri. Walimu wa kutoka Chuo hiki wawe wale wanaojua vyema masomo wanayofundisha, mahiri kufundisha na waadilifu. Naomba pia mtoe kipaumbele cha juu kwa mafunzo ya ualimu wa masomo ya sayansi na hisabati. Mkifanya hivyo, mtakuwa mnatoa mchango mkubwa katika jitihada za kupunguza uhaba wa walimu wa masomo hayo nchini. Naamini kitendo cha kuzindua Jengo la Kitivo cha Sayansi, kilichofanyika muda mfupi uliopita kinatoa matumaini ya Chuo Kikuu cha Waislamu cha Morogoro kuchangia katika jitihada za kupunguza pengo la walimu wa sayansi nchini.

Nimewasikia mkieleza kwa ufasaha changamoto kubwa na ndogo ambazo Chuo inakabiliana nazo. Nawapongeza kwa dhati, wewe na viongozi wenzako kwa ubunifu wenu na hatua mnazochukua kuzikabili changamoto hizo. Nawaahidi msaada na ushirikiano wangu na wa serikali kwa yale yaliyoko kwenye uwezo wangu na wa serikali katika kutafuta ufumbuzi kwa changamoto zinazowakabili.
Nawapongeza kwa uamuzi wenu wa kutafuta vyuo vikuu rafiki vilivyoko katika nchi mbalimbali duniani mnavyoweza kushirikiana navyo. Endeleeni kufanya hivyo kwani vyuo vikuu vingi duniani hufanya hivyo. Hamtakuwa wa kwanza na wala hamtakuwa mnafanya jambo la kustaajabisha. Mnaweza, mkipenda, kuwaomba Mabalozi wetu waliopo katika nchi mbalimbali duniani wawasaidie. Ni wajibu wao kufanya hivyo kwani kusaidia kusukuma maendeleo ya hapa nchini kutoka huko waliko ndilo jukumu lao la msingi. Vile vile, nimefurahishwa na mipango yenu ya baadaye ya kuwa na matawi katika mikoa mbalimbali nchini. Hongereni kwa uamuzi wenu wa busara. Lazima Chuo kitanuke kwa maana ya kuwa kikubwa zaidi, makao makuu na kwa kuwa na vyuo vishiriki na shule au vitivo sehemu mbalimbali nchini.
Ndugu Mkuu wa Chuo;
Kazi iliyo mbele yenu ni kubwa, hivyo ni vyema kuweka mikakati mizuri na mipango thabiti ya utekelezaji na ufuatiliaji wa dhamira yenu hiyo njema. Rai yangu kwenu ni kuwaomba muwe wabunifu zaidi hasa katika kutafuta vyanzo vingine vya mapato vitakavyosaidia Chuo kujiendesha bila kutegemea ada peke yake. Chuo kiangalie uwezekano wa kufanya shughuli zitakazowaingizia mapato kama vile kufanya shughuli za kutoa ushauri. Pia muangalie uwezekano wa kuwekeza wenyewe kwenye miradi ya kiuchumi au kwa kushirikiana na wawekezaji katika baadhi ya maeneo.
Kuhusu nafasi mbili za ufadhili nilizopewa na Chuo kikuu cha Tun Abdul Razak cha Malaysia, nitafuatilia kujua kilichoendelea na kinachoendelea. Je, nafasi hizo bado zipo? Zikiwepo, nitawasiliana na wahusika waangalie uwezekano wa kuwapeni. Kama zimeshagawiwa basi tusubiri safari ijayo. Kwa masuala ya ardhi na maombi mengine nimeyasikia, yaleteni tuangalie namna ya kusaidiana.

Wafanyakazi wote wa Chuo cha Waislamu cha Morogoro;
Napenda kuwakumbusha kuwa mnayo dhamana kubwa na wajibu mkubwa na wa kihistoria. Ule ukweli kwamba ni mara ya kwanza kwa Taasisi ya Waislamu wazawa kuwa na Chuo Kikuu inawapeni wajibu maalum wa kuhakikisha Chuo kinafanikiwa. Ni mtihani na changamoto ya aina yake kuthibitisha kuwa Waislamu nao wanaweza kuwa na Chuo kizuri na chenye kutoa elimu ya ubora wa hali ya juu. Kwa sababu hiyo hamna budi kuhakikisha kuwa mna mipango mizuri ya kujenga Chuo cha hadhi na ubora wa hali ya juu. Ihakikishwe kuwa mipango hiyo inatekelezwa kwa ukamilifu.
Aidha jumuiya yote inao wajibu wa kufanya kazi kwa bidii, ubunifu, maarifa na weledi ili dhima hiyo ya Chuo iweze kutimizwa kwa ukamilifu. Timizeni wajibu wenu ipasavyo ili jina la Chuo Kikuu cha Waislamu cha Morogoro likue haraka. Sifa yake isambae na kuvuma kote nchini. Chuo kifanye vizuri ili wanafunzi waone fahari kuwa wahitimu wa Chuo hiki. Chuo ambacho, wazazi wapende kuleta vijana wao kuja kusoma hapa. Kwa jinsi Mkuu wa Chuo alivyoeleza, mimi nina imani mnaweza, fanyeni kweli.
Ndugu Wanafunzi wa Chuo cha Waislamu cha Morogoro;
Naomba wote muone fahari ya kuwa wanafunzi katika Chuo cha kihistoria hapa nchini. Nawasihi mjitume kwa kadri ya uwezo na vipaji mlivyopewa na Mwenyezi Mungu mfanikishe kile kilichowaleta. Jifunzeni kwa bidii mfaulu vizuri ili mkihitimu muwe kielelezo kizuri cha mafanikio na ubora wa Chuo Kikuu Cha Waislamu cha Morogoro. Muwe Mabalozi na kioo cha ufanisi wa Chuo hiki. Nawasihi mjiepushe na mambo yatakayowapunguzia muda au kuwaondoa katika shughuli ya msingi iliyowaleta hapa ya kujifunza mpate digrii katika fani mliyochagua mwenyewe kuisomea. Vishawishi ni vingi na wapo watu wengi wanaopanga kuwashawishi mtumie muda wenu adhimu kufanya wanayoyataka wao ambayo mkishiriki huwatoa kwenye malengo na kutekeleza yao. Mambo ya dunia ya nje ya Chuo ni mengi huna budi kutambua lipi ufanye na lipi usifanye na kwa wakati gani!
Mwanafunzi wa Chuo Kikuu ni mtu mzima, si mtoto. Lazima ujue kuwa unawajibika kwa kila unaloamua na kutenda. Amua kuwajibika vizuri. Fikiri kabla ya kutenda, changanua lipi ni lipi kabla ya kufanya uamuzi wa kile unachotaka kufanya. Wakati wote uongozwe na busara na hekima na siyo jazba na ushabiki wa matakwa ya kundi. Kama ni jema fanya na kama si jema usifanye. Kwanza tambua wewe ni nani na uko hapa kwa ajili gani. Lazima ujue kuwa hatma ya yote uko peke yako. Utafaulu au kufeli wewe. Utapata shahada wewe na si mtu mwingine. Hakuna ubia wa kufaulu au kufeli au kiwango cha kufaulu. It will always remain personal. Katika masomo unanufaika wewe. Shirikiana na wengi lakini usisahau kujali maslahi yako. Maslahi ya wengi yasiyojumuisha yako, yahoji vizuri kabla ya kuamua kushiriki au kufanya. Vinginevyo labda kama umeamua kujitoa muhanga, uwe shujaa. Hata kwa hilo, sijui utakuwa shujaa wa nani.

Kabla ya kumaliza napenda kutambua na kumshukuru Rais wa Awamu ya Tatu, Mheshimiwa Benjamin Mkapa na viongozi wa MDF kwa juhudi zao za pamoja zilizowezesha Chuo hiki kuwepo. Nitakuwa mchoyo wa fadhila nisipowashukuru wananchi wanaokizunguka Chuo kwa ujirani mwema na wakazi wa Morogoro kwa ujumla kwa kukipokea vizuri na kuishi na wanajumuiya wa Chuo hiki kwa upendo mkubwa. Naomba muendelee na moyo na ushirikiano huo.

As afternoon turned to evening in Vatican City on Wednesday, a little after 7 p.m. local time, white smoke rose from a chimney above the Sistine Chapel and bells rang through St. Peter's Square — the traditional signals that the church's cardinals have chosen a new pope.
A little more than an hour later, his identity was announced. It is 76-year-old Cardinal Jorge Mario Bergoglio of Buenos Aires, Argentina.
Now, as NPR's Sylvia Poggioli has said, the new pope and the church face a choice: "Whether to continue an inward looking conservative path or to open up to the broader world of the faithful and introduce more collegiality, as had been indicated by the reforms of the Second Vatican Council 50 years ago."

The papal selection came after five votes by the 115 cardinals eligible to cast ballots. They voted once on Tuesday, twice Wednesday morning and then twice again on Wednesday afternoon. It takes a two-thirds majority (77 in this case) to become pope.

Wamesema mara ya mwisho baridi kali namna hii kutokea visiwa vya Uingereza ilikuwa miaka 30 iliyopita.
Leo kila mtu nliyekutana naye jijini: mzee, mtoto, mwanaume, mwanamke, alilalama na kulaani baridi.
Hata "maglovu" nliyovaa mkononi hayasaidii. Ngumi haikunjiki sawasawa. Miti kule nyuma imepukutika matawi- zimebaki tu kuni kavu. Ndevu zangu zimenyaushwa. Upepo wa kutoboa kisindano sindano ulikuwa ukisaidia baridi kuwa kali zaidi.

Having no baggage to claim, I proceeded through customs at Matsapha
airport, Swaziland, without delays, thanks largely to holding a
Commonwealth passport. I did not require a visa and had no cause to
explain my situation to Swazi officials. I proceeded to Mbabane, the
capital, taking a ride with an Eritrean UN official who had collected
a relation from the same flight.
By the time I arrived in Mbabane it was late afternoon, and I noted that
the following day was a public holiday. Finding accommodation was my main
concern as I wandered aimlessly along Allister Miller Street, Mbabane's
main road. As I passed Jabula Inn, a main road hotel, a lean man who
looked to be in his late fifties or early sixties emerged. Apparently
he had detached himself from a group of people he was conferring with
in the hotel foyer. He wore a fez hat and was far too dark to be Swazi
(most Swazis are light in complexion).
His right hand held a set of joined beads which he counted quickly and
repeatedly, as if he was meditating or praying although he continued
to talk with people as he did this. He gesticulated and looked at me
as if he recognised me. I returned the look, thinking I recognised him
from somewhere. We exchanged glances and it occurred to me that I knew
the man, but I couldn't recall from where.
He made the first move, greeting me in Swahili. I returned his greeting,
surging forward to shake his hand. There was no doubt the man I had
just greeted was the renowned Nairobi-based Tanzanian astrologer, Sheikh
Yahya Hussein. Now I remembered seeing his pictures in newspapers almost
every day, advertising his trade, although I could never work out how
he recognised someone like me he had never seen before.
Hussein invited me to his room, cutting through a long queue of people who
had come to consult him. He was, as he frequently told the Swazi press,
a prophet, faith-healer, palm-reader and fortune-teller, not merely an
astrologer who could determine the influence of the planets on human
affairs. He even told the local media that King Hussein of Jordan was
one of his clients, and he provided them with a photograph of him shaking
hands with the monarch. This, of course, generated more business for him.
Hussein led me into his room with quick, short strides, nodding at
people in the queue. He was booked in Room 1 at Jabula Inn and had a
room-within-a-room inside his quarters. This provided him with the space
he needed: one room for consultancy, the other for his private sleeping
quarters.
He invited me into his private room; it seemed there was someone else
in the consultation room. A beautiful woman, about half Hussein's age,
sat on the unkept bed, seemingly vegetating. She held a can of Castle
Beer which seemed empty. Hussein talked briefly to the man in the other
room, then joined us.
Africans generally respect elders as sages of infinite wisdom. Hussein's
professional standing and the trust others confided in him encouraged
me to tell all. Moreover, he had the title of sheikh, which, with its
spiritual overtones, projected a sense of moral purity and authority. To
my surprise, he knew quite a bit about my situation.
Before I had finished my story Hussein telephoned the receptionist
and asked her to come to his room. A tall, well-built woman with big
eyes arrived and Hussein instructed her to give me a room for several
nights at his expense. She agreed, but said the vacant room had to
be tidied up. As we waited Hussein asked me to place my paper bag,
which I still nursed on my lap, under his bed. He wanted me to go and
buy some articles for him. On my return I picked up my paper bag and,
being very tired, proceeded to the room Hussein had hired for me. It
was there that I realised that some items were missing: the telex from
Germany; the letter I had received from a friend, Amos Ole Chiwele,
a refugee recognised by the UN; and the cover of my air ticket.
I hastily returned to Hussein's room hoping to retrieve these items,
which I nevertheless doubted could have fallen out of the packet. A
thorough check under Hussein's bed revealed no trace of the missing
items. Hussein supervised as I searched the bed, all the time claiming
that nobody had touched my bag during my absence. I did not at any time
imply this might have occurred. The items had unfortunately disappeared,
rather mysteriously.
Swaziland granted me political asylum within weeks. But due to other
factors which I had overlooked in Kenya - Tanzanian troops were stationed
next door in Mozambique - the United Nations High Commissioner for
Refugees (UNHCR), in Mbabane, was working hard to find a country in
which I could be permanently settled. Indeed, on the day Cartridge and
I lunched together I had only one and a half months in which to leave
for resettlement in Canada.

My diet consisted of boiled rice and fried fish; sometimes there was
simply no lunch or dinner because, as I was told later, there was a
food shortage in Mozambique. In the mornings I would get black tea with
a doughnut, sometimes nothing at all. Every morning for ten minutes I
was allowed out of my cell to pass water and wash my face; but washing
my face proved difficult with handcuffs. Lights blazed day and night,
their controllers oblivious to the lack of electricity elsewhere in
Mozambique. I felt as if I was in a grave, buried alive.

This was the second time I had been in detention, the first going back
to August 1971 when I was a student teacher at Morogoro.
I was detained at Morogoro merely for expressing a political opinion. I
had been appointed editor-in-chief of Mhonda college's newsletter,
which, as it turned out, never got off the ground anyway. Basically, the
newsletter intended to reflect the thinking of the college community,
using articles from students and staff. But an English lecturer had
insisted that all articles be censored before publication. I strongly
disagreed, setting him and myself on a collision course.

Supporters say it is never too late to right a wrong.
Historian Valerie Cunningham came across the slaves' petition in state archives nearly 30 years ago. It was originally submitted to the New Hampshire General Assembly on Nov. 12, 1779, while the Revolutionary War was still being fought.
The slaves all served in the war effort and believed the freedom being sought by colonists should be extended to them as well.

CNN) -- Uhuru Kenyatta, the son of Kenya's founding leader, won the presidential election by a razor-thin margin, sending throngs of supporters singing and dancing on the streets.
Kenyatta clinched 50.07%
of the vote to edge out his main rival and boss, Prime Minister Raila
Odinga, barely earning the required majority to avoid a runoff, the
election commission announced Saturday.
To avoid a runoff, a candidate needed to break past the 50% mark to get a majority in the Monday election.
Kenyatta's win marks a unique quandary for the West.
He has been indicted by
the International Criminal Court for allegedly funding a local militia
to conduct reprisal attacks in the last election in 2007. His running
mate, William Ruto, also faces ICC charges at The Hague. Both have
denied the charges.
Kenyatta, who serves as
the deputy prime minister in the current administration, has said the
indictment will not affect his ability to do his job if elected.
"I have been a member of
the government and I've still been able to execute my duties," he said a
few days before the election. " I still believe I will be able to
execute my duties as president once selected."
The international community, he said, should respect the will of Kenyans.
His trial was scheduled to start next month, but judges delayed it until July 9 to give the defense more time to prepare.

Tanzanian Journalist Absalom Kibanda Sent to S.A. for Treatment

As the manhunt for the two individuals who violently assaulted seasoned journalist Absalom Kibanda Tuesday night moves into higher gear, the firebrand chairman of Tanzania Editor’s Forum (TEF) has had to be flown to South Africa for specialised medical care. The journalist, who is also the group managing editor for New Habari Corporation, was grievously wounded following a vicious attack as he came home from work right outside his house at Mbezi Juu in Dar es Salaam. He suffered serious injuries to his left eye. His assailants also knocked several teeth off him and hacked off a finger on his left hand. Just before he was flown out, the TEF chair told local reporters he believes the incident has something to do with his work as a journalist.
After the incident, Mr Kibanda was rushed to Muhimbili National Hospital (MNH)’s Orthopaedic Institute (Moi), where doctors referred him to a South Africa hospital for further treatment.
The Citizen witnessed him being airlifted at Julius Nyerere International Airport. He left aboard Flight Link around 4pm.
Following these brutal events, the Inspector General of Police, Mr Said Mwema, has assigned four detectives from the Police Force headquarters to beef up investigations into what happened that fateful night, but no arrests had been made when we went to press yesterday.
However, Dar es Salaam Special Police Zone Commander, Mr Suleiman Kova, and Kinondoni Regional Police Commander, Mr Charles Kenyela, said they had formed a joint investigation team to look into the matter.
A statement by minister of Home Affairs Emmanuel Nchimbi said IGP Mwema’s decision is meant “to increase efficiency.” At JNIA, Mr Kibanda shared the harrowing details of Tuesday’s events with the local press.
“I was approaching the gate of my home at midnight. While I was waiting for my gate keeper to open it, two people approached my car and smashed the window screen.”He went on: “As I was trying to escape through the passenger’s door, they grabbed me and began hitting me.” The assailants, he said, attacked him with heavy tools and sharp metals.
“I heard the third person who was off my sight encouraging his colleagues to shoot and finish me…but the two were resisting. An interesting thing is that, they were addressing each other by a title ‘afande’[literally translates ‘Sir’] normally used by police officers,” he noted.
He said when the gatekeeper opened the gate and saw what was happening, he called for help, and the attackers fled.Dr Nchimbi’s statement said Mr Kibanda was found about 30 metres from his car. Nothing was taken from him despite the fact that he had two cellphones and a laptop in his vehicle.
He becomes the fifth journalist to be attacked within the past six months. Two journalists were killed and three others were seriously harmed during this short period.
In September last year TV reporter David Mwangosi was killed by the police in Iringa as he covered a political rally. In January this year Issa Ngumba – a Kakonko-based correspondent with Radio Kwizera –was found dead in the forest with bullet wounds in his body.
Last November, an editor working with Business Times Limited, Mr Mnaku Mbani, was shot and seriously injured by suspected robbers who were attempting to hijack the vehicle he had hired for the day. The following month Shabaan Matutu, a journalist with Free Media Group, was shot in his home by the police in what law enforcement called ‘a case of mistaken identity.’
Mr Kibanda was scheduled to appear in court yesterday as part of an ongoing treason case against him and two others: former group managing editor for Mwananchi Communications Limited (MCL) Theophil Makunga and Tanzania Daima columnist Samson Mwigamba.
They are alleged to have published a “seditious” article in 2011. Following this violent assault on Mr Kibanda, the Kisutu Resident Magistrate’s Court adjourned the case to March 26.

“I heard the third person who was off my sight encouraging his colleagues to shoot and finish me…but the two were resisting. An interesting thing is that, they were addressing each other by a title ‘afande’[literally translates ‘Sir’] normally used by police officers,” he noted.
He said when the gatekeeper opened the gate and saw what was happening, he called for help, and the attackers fled.Dr Nchimbi’s statement said Mr Kibanda was found about 30 metres from his car. Nothing was taken from him despite the fact that he had two cellphones and a laptop in his vehicle.
He becomes the fifth journalist to be attacked within the past six months. Two journalists were killed and three others were seriously harmed during this short period.
In September last year TV reporter David Mwangosi was killed by the police in Iringa as he covered a political rally. In January this year Issa Ngumba – a Kakonko-based correspondent with Radio Kwizera –was found dead in the forest with bullet wounds in his body.
Last November, an editor working with Business Times Limited, Mr Mnaku Mbani, was shot and seriously injured by suspected robbers who were attempting to hijack the vehicle he had hired for the day. The following month Shabaan Matutu, a journalist with Free Media Group, was shot in his home by the police in what law enforcement called ‘a case of mistaken identity.’
Mr Kibanda was scheduled to appear in court yesterday as part of an ongoing treason case against him and two others: former group managing editor for Mwananchi Communications Limited (MCL) Theophil Makunga and Tanzania Daima columnist Samson Mwigamba.
They are alleged to have published a “seditious” article in 2011. Following this violent assault on Mr Kibanda, the Kisutu Resident Magistrate’s Court adjourned the case to March 26.

International Women’s Day is a day of celebration and a day of challenge, often rolled into one. In realising how far we have come towards ensuring genuine equality of opportunity for women as for men, it becomes clear how far we still have to go.
For every iconic female leader – a President Johnson-Sirleaf in Liberia, for example – there are a thousand female voices in Africa which are unheard. In individual African countries, and across the continent at large, we see a joust between success and shortcoming. Africa may lead the world in the proportion of women who sit in some if its parliaments, but it lags badly behind the rest of the world in others. Statistics report countries in which three percent of women have experienced sexual violence – a figure which is three percent too high – and those in which no less than a thirty-three percent have been confronted and affronted with such crime.
The mathematics do not make sense, when we see that women are still among Africa’s most vulnerable people. Fully two-thirds of the continent’s children out of primary school, its citizens living below the poverty line, its HIV sufferers, its disenfranchised people, are women. It is a stark fact that half of Africa’s people bear considerably more than half of its problems.
Africa’s current and unprecedented economic growth is strong – but it is flawed if it is not shared, and if it is not environmentally sustainable. Real growth has to be for women as much as for men, for younger people as for older, for rural communities as much as urban. And we know that economic growth alone does not suffice to create gender equality: it requires political and practical will to drive the gender agenda forward.
The key to that task is law: first establishing the law, and then implementing it.
On the surface at least, that may be happening. Most African countries have ratified the Convention for the Elimination of Discrimination Against Women, CEDAW, the various International Labour Organization conventions on women’s working rights, and the Maputo Protocol of 2005 which was Africa’s own stated vision of equality for its women.
But legal exceptions are widespread in national constitutions, and in the statutes governing areas like marital property, inheritance, land, and labour. Civil law sometimes has to give way to customary law, especially in rural areas. Many of the legal provisions which discriminate against women apply to them not simply as women, but as married women. In many countries, marriage changes the legal status and rights of women, often conferring legal rights and responsibilities on husbands, and removing them from wives. Some of Africa’s Family Codes limit women’s capacity to sign contracts or seek employment without the consent of their husbands. Everything has its consequences: this limits female farmers’ ability to hold secure tenure rights to land, thereby diminishing their access to credit and other goods, which in turn leads to inefficient land use and lower yields and, as research revealed last year, falls in productivity by up to 40%.
The last decade gives just as much evidence of a continent grappling with a serious issue. The Gambia’s Women’s Act of 2010 brought in comprehensive legislation to bring about gender equality. It promises the continued education of young girls who are victims of early marriage and teenage pregnancy, for instance, and prohibits their expulsion from school. Kenya’s 2010 Constitution, ‘recognising the aspirations of all for a government based on the essential values of human rights, equality, freedom, democracy, social justice and the rule of law’, is suffused with gains for women, for instance in their being given equal right to inheritance and unbiased access to land. Article 19 of the Moroccan constitution makes men and women equal citizens under the law, with the same social, economic, political, environmental and civil rights. Its title should be a rallying cry for us all: ‘Honour for women’.
Women’s equality and opportunity before the law is the shared responsibility of governments and peoples alike. National and international development organisations, too, must play their role. The African Development Bank makes loans and grants of tens of millions of dollars each year, to promote women’s economic empowerment. Where laws establish gender equality – in the letter, in the spirit and in the practice – we should give our utmost support.

Tukio hilo la kinyama linafanana kwa kiasi fulani na lile la alilofanyiwa Mwenyekiti wa Chama cha Madaktari Tanzania, Stephen Ulimboka.
Tukio hilo la kusikitisha lilitokea juzi usiku wakati Kibanda akirejea nyumbani kwake Goba Punguni, Kata ya Mbezi Juu, kutoka kazini.
Tayari mwandishi huyo mkongwe wa habari, amesafirishwa jana kwenda Afrika Kusini kwa matibabu zaidi. Aliondoka jana akisindikizwa na daktari kutoka Taasisi ya Mifupa Muhimu (Moi).

Akizungumza kwa tabu alipokuwa katika chumba cha wagonjwa wanaohitaji uangalizi maalumu (ICU), hospitalini Moi, Kibanda ambaye pia ni Mhariri Mtendaji wa New Habari (2006), alisema:
“Nilifika nyumbani kwangu kama saa sita usiku nikitokea kazini na nilipofika kwenye lango la kuingia ndani nilipiga honi ili mlinzi anifungulie. Lakini ghafla nilivamiwa na kundi la watu ambao walivunja kioo cha gari langu upande niliokuwa nimekaa. Nilitokea kupitia mlango wa abiria lakini sikuweza kuwakimbia watu wale kwani walinikamata na kuanza kunishambulia kwa vitu vizito.”
“Baada ya kutoka kwenye gari, nahisi nilikanyaga sehemu mbaya, nikateleza na kuanguka wakanifuata...niliona kama watu watatu hivi wakaanza kunishambulia. Sikuwa nafahamu kilichojiri, lakini nilisikia mwingine akimwambia mwenzake afande ‘mshuti... mshuti’ huyo alipoelekeza mtutu na kujaribu ‘kushuti’ (kupiga risasi) ilikuwa kama vile imegoma.
“Nikiwa bado niko chini, wakanipiga kwa kitu cha ncha kali kwenye jicho la kushoto, wakaning’oa meno na kucha katika vidole vya mkono wa kulia, walinipiga sana na nilipata maumivu makali. Baada ya kunipiga na kunijeruhi waliniburuza hadi bembeni ya nyumba yangu na kunitupa na wakaondoka, baadaye majirani na wasamaria wema walikuja kuniokoa.
Mashuhuda Baada ya Tukio
Akizungumza jana, mzazi mwenzake, Angella Semaya alisema wakati Kibanda alipovamiwa hakusikia lolote: “Niliamshwa na kelele za majirani ndipo nami nikaenda eneo la tukio. Sikuamini kama alikuwa Kibanda kwani alikuwa ametapakaa damu huku akigugumia maumivu makali... kwanza sikumjua kama ni yeye kwa jinsi alivyokuwa.”
“Nina wasiwasi na hawa watu kuwa wametumwa kwa kuwa hawakuchukua chochote zaidi ya kumdhuru mwili,” alisema. Angella aliondoka jana na Kibanda pamoja na Mwandishi wa Habari, Eric Kabendera ili kumsindikiza Afrika Kusini atakapokuwa anapata matibabu.
Ofisa Mtendaji Mkuu wa Kampuni ya New Habari (2006), Hussein Bashe alisema: “Tulikuwa na Kibanda hadi usiku kama 5:30 hivi, tukifuatilia matokeo ya Uchaguzi Mkuu wa Kenya na tulipoona hakuna kinachoendelea zaidi, tukaagana kurudi makwetu.”
“Kwa kweli taarifa za kuvamiwa na kushambuliwa kwake zimetushtua, kwani ameumizwa sana hasa jicho. Daktari alishauri jicho liondolewe lakini nilikataa, jopo la madaktari bingwa wa macho wamemtazama na kuthibitisha kweli limeumia sana, tumewasiliana na mwajiri wetu ameamua kumpeleka Afrika Kusini kwa matibabu zaidi.
“Nawashukuru madaktari kwa jinsi walivyompokea na kumshughulikia katika kiwango kinachotia moyo. Pia waandishi kwa umoja waliouonyesha kwa kujitokeza haraka na kumjulia hali.”
Tasnia ya Habari
Jukwaa la Wahariri Tanzania (TEF), limeelezea kushtushwa na tukio la kutekwa, kupigwa na kujeruhiwa kwa mwenyekiti wake.
Taarifa ya TEF iliyotolewa jana na Katibu wake, Neville Meena, imesema shambulio hilo ni uthibitisho kwamba mazingira ya kikazi ya waandishi wa habari Tanzania siyo salama tena... “Tunapaswa kuchukua hatua za kutathmini upya mazingira ya kazi zetu, ili kuhakikisha kwamba walau tunakuwa salama.”
Alisema mwendelezo wa vitendo vya kuwashambulia waandishi wa habari ambavyo katika siku za karibuni vimeibuka, vinalifanya jukwaa liamini kwamba wanahabari sasa wanatishwa ili wasiweze kutekeleza majukumu yao ipasavyo.
“Utesaji huu aliofanyiwa Kibanda unafanana na ule aliofanyiwa Dk Ulimboka. (Rejea vitendo vya kupigwa kichwani, kung’olewa kucha na meno).
Aidha, Meena alisema: “Tunaamini kwamba yaliyomkuta Kibanda hayawezi kutenganishwa na msimamo wake kikazi au kama mtu binafsi. Tunasema hivyo tukizingatia kwamba wahusika hawakuchukua chochote liwe, gari au vitu vilivyokuwamo ndani ya gari hilo vikiwamo laptop, ipad, simu za mkononi na vinginevyo.”
"Tunaamini vyombo vya dola, vitachunguza na kuwatia mbaroni kisha kuwachukulia hatua za kisheria wahusika wa tukio hili na mengine kadhaa ambayo sasa yamegeuka kuwa sehemu ya utamaduni katika nchi yetu.”
Awali, Mjumbe wa Bodi ya TEF, Theophil Makunga alisema wakati huu wanahabari na wanafamilia wakisubiri uchunguzi juu ya tukio hilo, kitendo hicho hakina budi kulaaniwa.
“Hatuwezi kusema nini chanzo cha tukio hilo kwa sasa, lakini tunaamini limetokana na kazi yake. Tunalaani vikali kwani tunaweza kusema kazi yetu sasa si salama tena,” alisema Makunga.
Mhariri Mtendaji wa Nipashe, Jesse Kwayu alisema tukio hilo halina uhusiano na ujambazi kutokana na mazingira ya jinsi lilivyotokea na kutaka hatua za haraka za kisheria zichukuliwe dhidi ya wahusika.
Mhariri wa Habari wa Tanzania Daima, Edson Kamukara alisema: “Matukio ya kutekwa na kushambuliwa kwa waandishi wa habari yamekuwa yakishika kasi... ni jambo la kusikitisha na hatuwezi kukaa kimya kwa hili.”
Baada ya Tukio
Katika taarifa yake jana, Dk Nchimbi alisema Inspekta Jenerali wa Polisi (IGP), Said Mwema ameteua timu ya maofisa wa polisi wanne kutoka Makao Makuu ya Upelelezi kuungana na wapelelezi kutoka Kanda Maalumu ya Polisi Mkoa wa Kinondoni ili kuhakikisha waliohusika wanakamatwa.
Baadaye jana Kamanda wa Polisi Kanda Maalumu ya Dar es Salaam, Suleiman Kova alisema ofisi yake imeunda jopo la maofisa wa polisi tisa ambao wameshaanza kazi ya upelelezi wa tukio hilo.
Kova alisema kitendo alichofanyiwa Kibanda si cha kihalifu, bali kukomoana na visasi kwa kuwa upelelezi wa awali umeonyesha kuwa waliomvamia hawakuchukua chochote.
Akizungumzia tukio hilo, Mkurugenzi wa Idara ya Habari (Maelezo), Assah Mwambene alisema Wizara ya Habari, Vijana, Utamaduni na Michezo kupitia idara yake imepokea kwa mshtuko tukio la kupigwa na kutendewa ukatili.
Alisema kitendo kilichofanywa kwa mhariri huyo ni ukatili uliopitiliza na kwamba wanaliachia Jeshi la Polisi lifanye kazi yake.

Kabla ya Kibanda kupelekwa Afrika Kusini, viongozi mbalimbali wakiongozwa na Makamu wa Rais, Dk Gharib Bilal walifika kumjulia hali. Wengine ni Waziri wa Afya na Ustawi wa Jamii, Dk Hussein Mwinyi, Mwenyekiti wa Chadema, Freeman Mbowe, Mkurugenzi wa Idara ya Habari (Maelezo), Assah Mwambene na Yussuf Omar Chunda na Mwenyekiti wa Wamiliki wa Vyombo vya Habari Tanzania (MOAT), Dk Reginald Mengi.
Mengi na Mbowe Akizungumza tukio hilo, Dk Mengi mbali ya kulaani, aliwataka waandishi wa habari kuandika ukweli na kuhakikisha haki inapatikana kwa kuwa jambo hilo ni zito.
Alisema kuna haja ya polisi kufanya uchunguzi wa kina ili ukweli halisi upatikane na wahusika wafikishwe katika vyombo vya sheria.
Mbowe alisema: “Tuungane katika kutetea uhuru wa vyombo vya habari. Uvamizi wa Kibanda ni doa kubwa katika tasnia ya habari bila kujali yuko chombo gani na yeye ndiye mkuu wa Jukwaa la Wahariri, ni wazi atakuwa amezungukwa na maadui wengi.”

KARONGA,
Malawi, Feb 27 2013 (IPS) - Since he was nine years old, Martin Mhango
from Karonga village in northern Malawi has known no other livelihood
than fishing. And for the last 33 years he has been fishing freely on
Lake Malawi – that is, until last October when he was detained and
beaten by Tanzanian security forces.
“They
stopped me, dragged me to the beach where they beat me up and detained
me. They told me that I had trespassed and was fishing on the Tanzanian
side,” Mhango, 42, told IPS. “I was told to never fish on their side
again. He had been fishing on both sides of the lake for years, he
said, just as Tanzanian fisherfolk did.
The dispute over Africa’s third-largest lake, which is also known as Lake Nyasa in Tanzania, dates back half a century.
Malawi
claims sovereignty over the entirety of the 29,600-square-kilometre
lake that straddles the borders of Malawi, Mozambique and Tanzania.
Meanwhile, Tanzania says 50 percent is part of its territory.
The
dispute between both southern African countries reignited when Malawi
awarded exploration licenses to United Kingdom-based Surestream
Petroleum in 2011 to search for oil and gas on Lake Malawi.
Tanzanian authorities want Surestream Petroleum to
postpone any planned drilling on the lake until the dispute is resolved.
But Malawi has remained defiant.
Last
December, the Malawian government awarded the second-largest oil
exploration license (after the Surestream license) to South African
company SacOil Holdings Limited.
So far, oil companies have yet to begin drilling and are still exploring the centre of the lake, which has been cordoned off.
But
several fishing families like Mhango’s that work along Songwe River in
northern Malawi are already caught up in this row, making the fisherman
fear that the two countries will eventually go to war.
After the October incident, Mhango has been careful
not to venture into the waters on the purportedly Tanzanian side, which
has affected his livelihood.
A reduced catch has lowered his income from over 286 dollars per month to just 142 dollars.
“I have all my life been a fisherman and this is the
first time I am unable to fish freely on the lake and I fear for my
future,” he said.
Josiah Mwangoshi, 52,
remembers belonging to two villages when he was growing up – one on the
Malawian side and another on the Tanzanian side.
“My village is right along Songwe River and I
remember that when the river used to shift its course, we would migrate
to the Tanzanian side and later on return to the Malawian side when the
river shifted again,” Mwangoshi told IPS.
“But I am now afraid that the Tanzanians may arrest
me. I can no longer live and fish on the Tanzanian side where I also
have a family, because it’s now clear that the dispute is very deep,” he
said.
Reports of alleged beatings and harassment of
Malawian fisherfolk in October last year forced Malawi’s President Joyce
Banda to cut off the dialogue that had started between the two
countries.
The wrangle deepened when last November Tanzania
published a new map shifting the boundary between Tanzania and Malawi to
the middle of the lake.
Banda, angry with the
new map and Tanzania’s harassment of fisherfolk, called a press
conference in the capital Lilongwe a few days later and announced that
she had protested to the United Nations General Secretary and cancelled a
planned state visit to Tanzania.
But Tanzanian
High Commissioner to Malawi, Patrick Tsere, defended his country’s
actions saying that no Malawian fisherfolk have ever been harassed in
Tanzanian territorial waters.
“Tanzania’s security forces
have never engaged in such behaviour. It’s rather us who have been
worried that Malawian planes have been seen flying into Tanzania
territory without our permission,” Tsere told IPS.
Many believe that the row over the lake has the potential to worsen if significant oil and gas is discovered.
“This
dispute has been around for over 50 years but it has heightened and
entered the public domain now because of the potential of oil and gas
discoveries,” Udule Mwakasungura, the executive director for the Centre
for Human Rights and Rehabilitation, a Malawian NGO, told IPS.
“Lake
Malawi contains more than 2,000 different fish species — our worry is
that oil exploration and its subsequent drilling will affect the fresh
water ecosystem,” he added.
The
lake has been witnessing a decline in fish stocks from 30,000 metric
tonnes a year to just 2,000 tonnes over the last 20 years, according to a
recent Ministry of Agriculture report read in parliament this February.
Last
month, both countries presented their position papers after agreeing
that the dispute would be mediate by the Southern African Development
Community former heads of state, also known as the African Forum.
“We
agreed with Tanzania that we will hand over the mediation to the
African Forum and so far we have both presented our position papers. A
mediation process should commence before the end of this month or early
March,” Malawi’s Secretary for Foreign Affairs and International
Co-operation, Patrick Kabambe, told IPS.
Mhango and Mwangoshi have pinned all their hopes on the mediation efforts.
“I
have been following news reports about this on the radio and my prayer
is that the former African leaders resolve this issue once and for all,”
said Mwangoshi.
Mhango
has similar hopes. “All I want is to go back and start fishing freely
on this lake — because without that, my family’s future is doomed.”
