DAR ES SALAAM (Reuters) - A Tanzanian 10-year Treasury bond auction was hugely undersubscribed on Wednesday, with the central bank selling less than 5 percent of the amount of bonds on offer.

The Bank of Tanzania had offered 20 billion shillings of the fixed-rate Treasury bonds with an 11.44 percent coupon.

It received bids worth just 0.926 billion shillings and accepted all of them, making the auction one of the country's worst bond sales in recent history.

The central bank said the weighted average yield to maturity in the auction was 16.9791 percent.
 
The central bank rejected all bids at a Treasury bond sale on December 15 for the second time in four months as investors sought high yields that the bank was unwilling to pay.

(CNN)  Bank of America will pay $335 million to settle federal claims that its Countrywide unit discriminated against minority borrowers, Justice Department officials announced.


Attorney General Eric Holder said a federal probe found discrimination against 200,000 qualified African-American and Hispanic borrowers from 2004 to 2008 during the height of the housing market boom. He said minority borrowers who qualified for prime loans were steered into higher interest rate subprime loans.

Bank of America purchased Countrywide in 2008 for $4 billion in a deal that made the bank the nation's leading mortgage lender at the time. The deal closed in July 2008 ahead of the meltdown in financial markets that fall.

Dar es Salaam, Tanzania - With at least four people reported killed in flash floods, Tanzania's meteorological agency is asking resident's of the country's Indian Ocean coastal areas to brace up for more downpours and flooding. The flash floods followed a heavy rain that hit this commercial capital of the East African country since early Tuesday. Meanwhile, floods have left trails of destroyed properties in slum areas of the city and cut off road links in many suburbs, causing traffic jams throughout the day.

According to Tanzania Meteorological Agency (TMA) Director General Agnes Kijazi, the downpour, which still pounded the coastal belt Wednesday, was due to a pressure build-up over the Indian Ocean.

The rain started with a very strong wind and thunderbolts that blew up some electricity transformers, leaving parts of the city without electricity.

“The situation is likely to last for at least two days,” said Kijazi.

The Police Force and the Tanzania People’s Defence Forces have joined hands, using helicopters in a search and rescue exercise within Dar es Salaam and surrounding areas.

Government officials blame some of the victims in low-lying areas for inviting the disaster after being warned several times to move to higher level ground.

“We have announced many times that people should not construct houses or stay in valleys, but most of them ignored the directive and this is the result,” said Dar es Salaam Regional Commissioner Said Mecky Sadick.

December is usually part of the dry season that runs through to March, when the long rainy season sets in.

GARISSA, Kenya (AP) - A local official says twin grenade blasts have injured four people in a northern Kenyan town.

North Eastern Province Police Commissioner James Seriani says one grenade was thrown into the staff canteen at the prison in the town of Garissa late on Thursday. The other explosion happened simultaneously at a local hotel.

The attacks are the most recent in a string of grenade and bomb blasts since Kenya sent troops into Somalia two months ago.

Kenya says it wants to break the al-Qaida linked Somali insurgency, which it blames for a series of attacks on Kenyan soil.

LAGOS, Nigeria (AP) - A rescue official says at least 30 people died after an overloaded boat capsized in Nigeria's oil-rich southern delta.

Emergency manager Napoleon Ezekiah told The Associated Press on Friday that at least 14 others are feared dead after the boat going from Eagle Island to Mgbuodohia in Rivers state capsized Tuesday night.

Ezekiah says the engine-powered wooden boat had a capacity of about 35 people, but is believed to have been carrying as many as 55 passengers on the journey that usually takes about 5 minutes.

  He says six people survived, including a woman who gave birth Thursday to "a bouncing baby boy."
 
People rely largely on boat travel in rural parts of Nigeria's oil-rich but impoverished delta, a region of swamps, mangroves and creeks, roughly the same size as South Carolina.

KUSITISHA BIASHARA YA WANYAMAPORI HAI

Wizara ya Maliasili na Utalii inatoa taarifa kuwa kutokana na Tangazo la Serikali (Government Notice) Na. 435 la tarehe 09 Desemba 2011 wafanyabiashara wenye vibali halali vya kumiliki na kusafirisha wanyamapori ambavyo hadi tarehe 18 Agosti, 2011 vilikuwa havijamaliza muda wake kisheria wanatakiwa kusafirisha wanyama hao ndani ya kipindi cha miezi mitatu (siku 90) tangu tarehe 9 Desemba 2011.

Tangazo hili la Serikali limetolewa kwa kutambua kuwa wakati amri ya kusitisha biashara ya wanyamapori hai ilipotolewa tarehe 18 Julai 2011, kuna baadhi ya kampuni ambazo tayari zilikuwa na wanyamapori katika mazizi yao waliokuwa wamekamatwa kwa mujibu wa sheria.

Muda uliotolewa kwa wafanyabiashara ni kwa mujibu wa Kanuni za Ukamataji wa Wanyamapori za mwaka 2010 zilizotangazwa kwa Tangazo la Serikali Na. 244 la tarehe 02 Julai, 2010. Kanuni ya 12(4) na (5) ya Kanuni hizo inaelekeza kuwa wanyamapori waliokamatwa kwa ajili ya usafirishaji nje ya nchi kibiashara wanatakiwa wawe wamesafirishwa kwa kipindi kisichozidi miezi mitatu tangu kukamatwa.

Vilevile, kutokana na Tangazo hilo (Na. 435 la tarehe 09 Desemba 2011) Wizara imezuia Ukamataji, Uingizaji na Usafirishaji wa Wanyamapori hai isipokuwa wadudu tu (Class 21). Hii inatokana pia na Amri ya kuzuia ukamataji ijulikanayo kama The Wildlife Conservation (Capture of Animals) (Prohibition) Order, 2011.

Mwisho, Wizara inapenda kuufahamisha Umma kuwa matumizi mengine ya wanyamapori hai pamoja na mazao yake kwa shughuli zisizo za kibiashara na zenye manufaa kwa Taifa, kama vile utafiti, yanaruhusiwa.

Hali UDSM Sasa ni Shwari!

Ukweli ni kwamba hapa chuoni kwa sasa ni shwari kabisa. Walimu tunaendelea na ufundishaji kama kawaida ingawa siku kadhaa hivi vipindi vya kuanzia saa 5 vilikuwa havifundishwi kutokana na wanafunzi kugoma. Kimsingi waliokuwa wanasababisha hali kutokuwa shwari ni wanafunzi wachache amabao walikuwa wakiwahimiza wenzao wawaunge mkono kwenye mgomo. Mwanzoni madai yao yalikuwa ni kupewa mikopo kwa wale waliokuwa wamenyimwa na baadaye wakabadili madai kwa kutaka wenzao waliokuwa wamesimamishwa kuachiwa pasipo masharti bila ya kuangalia kama baadhi yao walikuwa na kesi mahakamani.


Kwa tarehe 12, yaani juzi jumatatu, wanafunzi hao waliamua kuleta vurugu hapa chuoni kwa kwenda cafeteria kuwamwagia wenzao chakula, kuweka mchanga kwenye chakula kilichokuwa jikoni na kwenye masufuria na kuvunja majokofu yalioko cafeteria. Pia waliharibu mabasi yanayotoa huduma kati ya hosteli ya mabibo na chuo na kusababisha huduma hiyo kusitishwa mpaka leo. Ila jana Makamu Mkuu wa Chuo ametoa tamko na Baraza la Chuo na kuamua kwamba wanafunzi 8 wanasimamishwa masomo, 35 watasimamishwa kwa miezi 9 na 15 watapewa onyo.

Hata hivyo, bado polisi wanachukua tahadhari kwa kuhofu kuwa huenda wakajipanga tena kuja kuleta vurugu. Kimsingi inasemekana kuwa hao wanafunzi waliosimamishwa wanataka kupanga vurugu ili chuo kifungwe na wote warudi nyumbani. Kwa sasa hapa chuoni kuna landcuiser tatu za FFU lakini hakuna askari wa kutosha na hawana maji ya kuwasha zaidi ya kuwepo tu kwaajili ya tahadhari. Uamuzi wa kutowatawanya jana kwa virungu kumesadia sana kuiweka hali ya chuo kuwa shwari.

Ohio landlord fights 'White Only' pool sign ruling

CINCINNATI (AP) — A landlord found to have discriminated against a black girl by posting a "White Only" sign at a swimming pool wants a state civil rights commission to reconsider its decision.

The Ohio Civil Rights Commission found on Sept. 29 that Jamie Hein, who's white, violated the Ohio Civil Rights Act by posting the sign at a pool at the duplex where the teenage girl was visiting her parents. The parents filed a discrimination charge with the commission and moved out of the duplex in the racially diverse city to "avoid subjecting their family to further humiliating treatment," the commission said in a release announcing its finding.

An investigation revealed that Hein in May posted on the gated entrance to the pool an iron sign that stated "Public Swimming Pool, White Only," the commission statement said.

Several witnesses confirmed that the sign was posted, and the landlord indicated that she posted it because the girl used in her hair chemicals that would make the pool "cloudy," according to the commission.

Hein, of Cincinnati, hung up when The Associated Press called her for comment Tuesday. A message was left at her lawyer's office.

The commission's statement said that its investigation concluded that the posting of such a sign "restricts the social interaction between Caucasians and African-Americans and reinforces discriminatory actions aimed at oppressing people of color."

Commissioners were scheduled to hear Hein's request for reconsideration at a meeting Thursday in Columbus, commission spokeswoman Brandi Martin said.

If the commissioners uphold their original finding, the case would be referred to the Ohio attorney general's office, which would represent the commission's findings before an administrative law judge, Martin said.

Penalties in the case could include a cease-and-desist order and even punitive damages, but the administrative law judge would determine any penalties, Martin said.

It still would be possible for the parties to reach a settlement before resorting to legal action, she said.

Any decision by the administrative judge could be appealed to Hamilton County Common Pleas Court in Cincinnati, Martin said.

Taifa limefikia Pabaya kwa Ugonjwa wa Udini


Naomba kulitumia jamvi hili kuelezea hisia zangu na uchungu nilio nao kwa taifa hili kwa jinsi mbegu ya udini ilivyopandwa na kutishia uhai wa nchi yangu niipendayo sana ya Tanzania. Labda nianze kwa kusema kwamba binadamu wote tumezaliwa ama kuumbwa na sura ya mfano wa Mungu lakini sisi tumeongeza sura za ziada juu ya wanadamu wenzetu. Matokeo yake ni kwamba mbali na sisi sote kuumbwa na Mungu mmoja na wote kuwa sawa mbele zake, kwa bahati mbaya dini tulizo nazo zimetufanya tuweke sura za ziada kwa wanadamu wenzetu na kuwahukumu na kuwachukia kwa vigezo vya dini zetu na kwa bahati mbaya sijawahi kusikia kuwa katika hizi dini zetu kuna vyeti maalumu toka kwa Mungu vinavyotuambia dini zetu ni bora kuliko nyingine na hivyo zina haki ya kuhukumu wengine. Ni viongozi wetu wa dini ndio wanaotulisha chuki dhidi ya wengine na sisi tunayapokea mafundisho yao bila kuhoji.

Hebu niende kwenye hoja yangu ya leo. Nimesoma Mwananchi leo kuwa Shule ya sekondari ya Ndanda imefungwa kwasababu ya mgomo baridi wa wanafunzi wa kiislamu wanaodai kuwa wanabaguliwa, wanataka udahili ulio sawa kati ya wakristo na waislamu na wanataka wajengewe msikiti hapo shuleni. Habari hii imenikumbusha vuguvugu hili ambalo limeibuka sana tangu wakati wa uchaguzi mwaka jana na vuguvugu hili la waumini wa kiislamu limekuwa likichochewa pia na magazeti ya kiislamu, vyuo na shule za kiislamu na kwa upande wa dini ya kikristo nako lipo vuguvugu la kuwaambia waumini wao wajipange dhidi ya wenzao.

Yapo matukio kadhaa yaliyotokea nchini ambayo yanaashiria kukua kwa chuki hizi za kidini nchini. Nikikumbuka machache, ni nyaraka za kidini wakati wa uchaguzi hususani zile za kuwahimiza waislamu kutomchagua mkristo, kauli mbiu za vyombo vya habari vya kidini kuwahimiza waumini wao kupambana na mfumo kristo nchini, vurugu za kidini chuo kikuu cha Dodoma, mihadhara ya kidini huko Arusha na vurugu za kidini huko Mwanza nk. Inasikitisha sana kuona sisi watanzania wa leo tunafanywa maadui kwa njia ya dini za kigeni. Naionea huruma Tanzania yangu inakoenda si kuzuri.

Kamwe sitasita kupaaza kilio changu kuwalaumu wanaisasa wanaotumia dini kwa maslahi ya matumbo yao na si taifa hili. Nakilaumu chama cha mapinduzi, tena nakilaumu kwa wazi kabisa kwa kubeba bango la udini kama mtaji wa kisiasa na kuliacha taifa likichakaa. Taifa lililosimikwa katika misingi ya uzalendo leo linasimikwa katika misingi ya ubaguzi. Ninashindwa kuelewa kwanini ndugu zangu waislamu wanawaona wakristo kama maadui hapa nchini na siku zote wameaminishwa hivyo, kwanini?

Kama kuna jambo ambalo sitasita kulisema wazi ni hili la CCM kutumia dini kama mtaji wa siasa kila kinapofika kipindi cha uchaguzi. Lakini chuki zilizojengwa sasa ni hatari zaidi na ninasikitika kuwa taifa litaangamia. Najiuliza, mwaka jana walidai Chadema ni chama cha kidini, lakini sijawahi kumwona wala kumsikia mgombea wa Chadema wa urais akitumia makanisa kwa kampeni. Hakuwahi kuomba achangishe harambee za makanisa, sherehe za kidini nk, lakini hawa viongozi wa CCM wanatumia makanisa na misikiti kujinadi. Nani mdini hapa? Naipenda Tanzania, nalipenda taifa langu, nawachukia sana wanaoligawa taifa hili kwa misingi ya ukabila, udini na rangi. Sote tuungane kulitetea taifa letu.

NEWARK, N.J. (AP) - A New Jersey woman who police say injected a man's penis with silicone, resulting in his death, has been charged with manslaughter.

  The Essex County prosecutor's office says 34-year-old Kasia Rivera gave 22-year-old Justin Street the injection on May 5. Such injections often are used to enlarge body parts, such as the buttocks.

   Street died the day after his injection. His death was ruled a homicide following an investigation and a medical examiner's determination he died of a silicone embolism.

   Rivera also faces charges for the unauthorized practice of medicine. She was arrested Friday and is being held on $75,000 bail. It's unclear if she has a lawyer. No telephone listing could be found for her home in East Orange.

TORONTO (AP) - Canada's immigration minister says the country is carrying out the biggest citizenship-fraud crackdown in its history.

 Jason Kenney said Friday that the federal government is investigating 6,500 people from more than 100 countries for their allegedly fraudulent attempts to become Canadian citizens or maintain permanent resident status.

  Kenney says Canada is seeking to revoke citizenship from more than 2,100 people who cheated the system - a total that has climbed from 1,800 last July.

  The federal government is also monitoring 4,400 permanent residents believed to be involved in residence fraud in case they try to obtain citizenship.

Kenney says Canada has the highest rate of immigrants in the developed world who go on to become citizens.

Tumepata taarifa kwamba, Mwanahabari mwenzetu, Alfred Ngotezi amefariki ghafla akiwa mjini Arusha usiku huu. Ngotezi ni Mwandishi wa Habari za siku nyingi na alikuwa kifanya kazi hiyo akitokea mjini Mwanza, lakini baadaye akajiunga na Shirika la Taifa la Hifadhi ya Jamii (NSSF).

NSSF wako mjini Arusha kwa ajili ya uenyeji wa Mkutano wa Kimataifa wa Mashirika ya Hifadhi ya Jamii Barani Afrika (ISSA) ambao utaanza Jumatatu 05.12.2011.
Mkurugenzi Mkuu wa NSSF, Dk Ramadhani Dau ndiye aliyetujulisha kuhusu kifo hicho cha Ngotezi na baadaye Meneja Uhusiano wa NSSF, Eunice Chiume pia kutueleza kile kilichotokea.

Ni kwamba Ngotezi ameanguka ghafla na walipombeba wakitaka kumpeleka hosipitali, tayari alikwishapoteza maisha. Alikuwa anakula, then akaomba bendi impigie muziki, kisha akacheza vizuri tu. Alipomaliza kuburudika aliwapa mikono wanamuziki kama ishara ya shukrani, halafu alirejea kwenye meza na kuketi. Baada ya dakika chache kupita alinyanyuka kwenda chooni, lakini hakufika kwani alianguka kisha kukutwa na mauti.

Kwa wahariri tuliokwenda Tanga, Kagera na Mwanza, mtamkumbuka bwana huyu (Ngotezi) kwa michapo yake na ucheshi wake pia, kwani tulishirikiana naye sana. Ni miongoni mwa walioshiriki sana kazi ya kuratibu suala la mashamba ya mkonge kule Tanga.

Kifo chake ni pigo kwa tasnia ya habari kwani alituwakilisha vyema NSSF, lakini zaidi mchango wake katika sekta ya habari utakumbukwa daima. Pole nyingi kwa familia ya Marehemu Alfred Ngotezi, pole sana Dk Dau na wafanyakazi wa NSSF kwa ujumla na zaidi ya yote poleni sana wana habari wa Tanzania.

Ngotezi umetangulia, wengine tutafuata kila mmoja kwa zamu yake, RIP Alfred Ngotezi.

Veteran broadcaster and media practitioner David Wakati has died.

Reports reaching this paper yesterday said that Wakati died on Wednesday night at Regency Hospital in the city where he had been admitted following a long, but undisclosed, illness.

According to a close relative, Moses Wakati, the former director of then Radio Tanzania (RTD) died after falling sick for a long time.

Speaking at the deceased's Msasani residence, a close relative, Moses Wakati, said preparation for his burial was going on at the family residence.

“We cannot disclose the specific date for the burial…we are awaiting the arrival of other relatives from outside the country,” he said.

Wakati retired as Radio Tanzania Dar es Salaam (RTD) director in 1985.

LOUISVILLE, Ky. (AP) — When Stella Harville brought her black boyfriend to her family's all-white church in rural Kentucky, she thought nothing of it. She and Ticha Chikuni worshipped there whenever they were in town, and he even sang before the congregation during one service.

Then in August, a member of Gulnare Free Will Baptist Church told Harville's father that Chikuni couldn't sing there anymore. And last Sunday, in a moment that seems from another time, church members voted 9-6 to bar mixed-race couples from joining the congregation.

The policy has drawn a firestorm of criticism in just a few days and sent church leaders scrambling to overturn it, perhaps as early as Sunday. The executive secretary of the church's national organization said he has been inundated with angry phone calls, and had an inch-high stack of emails printed out on his desk.

"We are not a group of racist people," said Keith Burden of the National Association of Free Will Baptists. "We have been labeled that obviously because of the actions of nine people."

The resolution approved by the Gulnare church says it does not condone interracial marriage and "parties of such marriages will not be received as members, nor will they be used in worship services and other church functions, with the exception being funerals."

Ballots were cast after the service, attended by about 35 to 40 people, but it wasn't clear why so few people voted.

The church member and former pastor who pushed for the vote, Melvin Thompson, wouldn't tell The Associated Press why he did it.

"I am not racist. I will tell you that. I am not prejudiced against any race of people, have never in my lifetime spoke evil" about a race, Thompson said earlier this week in a brief interview. "That's what this is being portrayed as, but it is not."

Thompson stepped down as pastor earlier this year for health reasons, according to Harville's dad, Dean Harville. He said it was Thompson who told him that Chikuni couldn't sing at the church, a small, one-story red brick building with few windows and a white steeple.

After giving interviews earlier this week, the church's current pastor, Stacy Stepp, and several other church members did not return phone calls Friday. One of the members said they were shocked. Stepp said he voted against the measure and would work to overturn it.

The national group distanced itself from the resolution in a statement Thursday, saying it "neither condemns nor disallows" interracial marriage.
It said the church was working to reverse its policy and added, "We encourage the church to follow through with this action."

Harville, who is now engaged to Chikuni, said earlier this week that she felt betrayed by the church.
"Whether they keep the vote or overturn it, it's going to be hard for me go back there," she told AP.

Gulnare is a small town in Pike County, in eastern Kentucky. The county celebrates its Appalachian heritage in the spring with the Hillbilly Days Festival in downtown Pikeville, the county seat, and the Apple Blossom Festival in Elkhorn City, according to a tourism website.

Harville is working on her master's degree in optical engineering at an Indiana college. She met Chikuni, who is from Zimbabwe, at Georgetown College in central Kentucky.

"It's like we were kind of blindsided," Harville said of the church's action.
More than 40 years ago, the U.S. Supreme Court knocked down a Virginia statute barring whites from marrying nonwhites, overturning bans in 15 other states. But while interracial marriages have soared since then, many churches remain largely segregated.

Curtiss Paul DeYoung, a professor at Bethel College who has studied interracial churches, said church members opposed to a more diverse church usually just go somewhere else.

"Rarely today do you see it so blatantly come to a vote. Usually people just leave but they don't say much about it," DeYoung said. "I think this is still one of the last hurdles around race for a lot of folks in this country. It's just rarely stated this bluntly."

The Free Will Baptists trace their history to the 18th century. They emphasized the Arminian doctrine of free will, free grace, and free salvation, in contrast to most Baptists, who were Calvinists and believed Christ died only for those predestined to be saved.

There are some 4,200 churches worldwide. The National Association of Free Will Baptists organized in Nashville, Tenn., in 1935 and is now based in Antioch, Tenn.
The group said in its statement that the denomination has no official policy regarding interracial couples "because it has not been an issue."

(AP) - The spokesman for the government of Guinea-Bissau says that President Malam Bacai Sanha has been hospitalized in Paris since Nov. 26.

Aniceto Alves denied rumors on Saturday that Sanha is seriously ill. He said the president left the small West African nation of Guinea-Bissau on Nov. 23 for a medical checkup in Senegal, before continuing three days later to a hospital in Paris.

Alves said that that Sanha went to Paris for a medical checkup that he needs to do every six months in Paris. He said that Sanha did a preliminary exam in Senegal, then continued onto Paris.

Sanha's health has been the subject of intense speculation. Since his election in 2009, he has been hospitalized several times for long stretches in Senegal and Paris with the government always describing the visits as routine checkups.

Sanha is known to be a diabetic.

Kesho tarehe 2 Disemba 2011 katika Ukumbi wa Makumbusho Dar es salaam (mkabala na IFM) kuanzia saa 4 asubuhi EWURA imeitisha Mkutano wa Wadau kujadili ombi la TANESCO la kupandisha bei ya umeme kwa wastani wa 155% (zaidi ya mara tatu ya bei ya sasa).

Nawaomba wanamtandao wote tuhamasishe umma kwa kutumia TEHAMA (sms, facebook, twitter, email na njia nyingine) ili wananchi waweze kuhudhuria mkutano husika kwa wingi na kutoa maoni.

Mtakumbuka kwamba tarehe 23 Novemba 2011 nilitoa taarifa kwa umma kwamba Serikali inapaswa kusitisha ombi la dharura la kupandisha bei ya umeme kwa kiwango kikubwa ili kuepusha athari katika usalama na uchumi kutokana na mfumuko wa bei na kupanda kwa gharama za maisha. Aidha, serikali inapaswa kuchukua hatua za haraka kulinusuru Shirika la Umeme Tanzania (TANESCO) dhidi ya mzigo mkubwa wa gharama unaotokana na ufisadi wa muda mrefu katika mikataba ya gesi asilia na gharama za mitambo ya kufua umeme wa dharura badala ya kuweka mkazo katika kuongeza bei ya umeme kwa wananchi wa kawaida.

Izingatiwe kuwa tarehe 9 Novemba 2011 Mamlamka ya Udhibiti wa Huduma za Nishati na Maji (EWURA) ilipokea ombi la dharura toka Shirika la Umeme Tanzania (TANESCO) la kuidhinisha ongezeko la bei za huduma ya umeme kwa wastani wa asilimia 155 ya bei ya sasa (zaidi ya mara tatu).

Naomba umma wa watanzania uzingatie athari za maombi hayo katika uchumi wa nchi na maisha ya wananchi kwa ujumla hivyo mjadala wa kitaifa unahitajika na natoa mwito kwa wananchi kuweza kutoa maoni yao kuanzia sasa. Aidha ni muhimu kwa wananchi kushiriki kwa wingi katika mkutano wa kukusanya maoni ya wadau ulioitishwa na EWURA tarehe 2 Disemba 2011.

Umma wa watanzania ufahamu kwamba ongezeko hili sio ombi la TANESCO pekee bali ni agizo kutoka kwa serikali kwa kurejea maelezo ya Waziri wa Nishati na Madini William Ngeleja bungeni katika mkutano wa nne wa bunge na kusisitizwa na kauli ya Waziri Mkuu Mizengo Pinda mwezi Septemba 2011 akihutubia mkutano wa hadhara mkoani Mara.

Namshangaa Rais Jakaya Kikwete katika hotuba yake kwa taifa tarehe 18 Novemba 2011 alipozungumzia utekelezaji wa mpango wa dharura wa umeme hakuwaeleza watanzania kwamba uwasilishaji wa ombi hilo ni sehemu ya mpango huo wa dharura ambao utawaongezea wananchi bei ya umeme na gharama na maisha na hivyo kuathiri utekelezaji wa ahadi ya maisha bora kwa kila mtanzania.

Wananchi wakumbuke kwamba hii ni mara ya pili katika kipindi cha takribani mwaka mmoja kwa TANESCO kupandisha bei ya umeme; mara ya kwanza ikiwa mwezi Januari 2011 ambapo umeme ulipanda kwa asilimia 18.5 na kuchangia katika kupanda kwa gharama za uzalishaji katika nchi na kuongeza ugumu wa maisha kwa wananchi.

Ombi la TANESCO la wakati huo la kupandisha umeme lilikuwa ni asilimia 34 likakataliwa na EWURA na kushushwa mpaka asilimia 18.5, sasa Rais Kikwete, Waziri Mkuu Pinda na Waziri Ngeleja wanapaswa kuwaeleza watanzania sababu za kufanya ombi hilo la dharura kuwa la wastani wa asilimia 155 ili wananchi waweze kutoa maoni kwa kuzingatia mzigo ambao umma unataka kubebeshwa.

Pamoja na matatizo ya kifedha ya TANESCO ambayo serikali inapaswa kuyashughulikia kwa pamoja na mambo mengine kutoa ruzuku katika kipindi hiki cha mpito; gharama kubwa za uzalishaji zinazolikabili shirika zinachangiwa na ufisadi wa muda mrefu katika mikataba ikiwemo ya uzalishaji wa gesi na ukodishaji wa mitambo ya kufua na pia maamuzi ya kukopa kibiashara katika kutekeleza mpango wa dharura wa umeme.

Kabla ya kuongeza bei ya umeme kwa watanzania wa kawaida, Serikali iwaeleze wananchi imewapunguzia mzigo kiasi gani kwa kupitia upya mikataba ya kifisadi inayolinyonya Shirika la Umeme Tanzania kama ilivyopendekezwa kwenye ripoti mbalimbali ikiwemo katika maazimio ya Bunge ya mwaka 2008 juu ya mkataba wa ukodishaji wa mitambo ya kufua umeme ya Kampuni ya Richmond Develepment Company LLC ambapo orodha ya mikataba na makampuni mengine ilitajwa.

Aidha, umma uelezwe pia ukweli iwapo uamuzi wa kuchukua mikopo ya kibiashara yenye riba kubwa umeongeza zaidi gharama za uzalishaji wa umeme na hivyo kuifanya TANESCO iongeze zaidi bei ya umeme kwa wateja ikizingatiwa kuwa tarehe 15 Julai 2011 na 13 Agosti 2011, nilisisitiza bungeni serikali ipunguze bajeti katika maeneo mengine yasiyokuwa ya lazima na kuelekeza rasilimali nyingi zaidi kwenye umeme bila kuongeza mzigo mkubwa wa riba utakaolipwa na wananchi kupitia ongezeko la bei.

Uamuzi huu wa kupandisha kwa kiwango kikubwa bei ya umeme utasababisha ongezeko la ziada la mfumuko wa bei hali ambayo ni tishio wa usalama na uchumi wa nchi na maisha ya wananchi kwa ujumla.

Serikali izingatie kwamba mfumuko wa bei nchini hivi sasa umefikia asilimia 17.9 na bidhaa zinazochangia mfumuko huo kwa kiwango kikubwa ni vyakula, mafuta na umeme. Kupanda kwa bei kwenye sekta ya nishati pekee kumekuwa kwa asilimia 37.4 na kusababisha kupanda kwa gharama za maisha, sasa viongozi wajiulize itakuwaje umeme ukapopanda kwa wastani wa asilimia 155.

Wananchi wakumbuke kwamba katika hotuba yake kwa taifa tarehe 18 Novemba 2011 Rais Kikwete ameelezea kwamba mfumuko wa bei na kuporomoka kwa thamani ya shilingi ya Tanzania dhidi ya dola kwa ujumla kumetokana na uchumi wa nchi mbalimbali duniani hususani za Ukanda wa Sarafu ya Ulaya (Eurozone) kuwa katika kipindi kigumu na cha mashaka na kueleza kwamba suluhisho la matatizo la uchumi wetu litategemea uchumi wao.

Kauli hii imedhihirisha kwamba Serikali haina mpango wa haraka wa kukabiliana na mfumuko wa bei, kuporomoka kwa shilingi na kupanda kwa gharama za maisha. Hali itakuwa mbaya zaidi iwapo tutaruhusu pamoja na sababu za nje ya nchi yetu tukaongeza vyanzo vya ndani vya kuongezeka kwa gharama za uzalishaji na bei za bidhaa kwa kupandisha bei ya nishati ya umeme ambayo chanzo chake ni hapa hapa nchini. Hivyo, mpango huu wa kupandisha bei ya umeme kwa wastani wa asilimia 155 unapaswa kusitishwa ama kubadilishwa kwa kulinda maslahi ya makundi mbalimbali kwa kuzingatia aina za matumizi.

Tanzania stands firm on aid-gay rights spat with UK


DAR ES SALAAM (Reuters) - Tanzania has become the latest African government to say it will not legalise homosexuality even if that means it loses substantial financial aid from Britain.
Government officials reacted strongly to Prime Minister David Cameron's threat to cut aid to countries that deny gay rights.
"Tanzania will never accept Cameron's proposal because we have our own moral values. Homosexuality is not part of our culture and we will never legalise it," foreign affairs minister Bernard Membe was quoted as saying by Tanzania's Guardian newspaper.
"We are not ready to allow any rich nation to give us aid based on unacceptable conditions simply because we are poor. If we are denied aid by one country, it will not affect the economic status of this nation and we can do without UK aid."
Tanzania, a former British colony and one of Africa's biggest per capita aid recipients, received $453 million (282 million pounds) of aid for its 2011/12 budget, with Britain the largest provider of general budget support.

Ghana's President John Atta Mills said Wednesday his government would never legalise homosexuality. Uganda has also reacted strongly to Cameron's comments.
The Department for International Development (DFID) gave Tanzania 144 million pounds in aid in 2009/10 and has pledged to spend an average of 161 million pounds per year in Tanzania until 2015.
Homosexuality is a serious criminal offence in Tanzania, punishable by imprisonment, but no one has been prosecuted.
"We cannot be directed by the United Kingdom to do things that are against our set laws, culture and regulations," Membe was quoted as saying.
Zanzibar President Ali Mohamed Shein also rejected the British demands for gay rights to be respected in Tanzania.
"We have strong Islamic and Zanzibari culture that abhors gay and lesbian activities, and to anyone who tells us that development support is linked to accepting this we are saying no," Shein told journalists Thursday.
Zanzibar, Tanzania's semi-autonomous archipelago, enacted a law in 2004 banning homosexual relations. Male offenders face more jail time, up to 25 years, than convicted women.
Homosexuality is illegal in 37 African countries, and rights groups say gays are often the targets of violent hate campaigns.

Mwenyekiti wa CCM Rais Dkt Jakaya Mrisho Kikwete Jumamosi (Nov 19) jioni amewasili mjini Dodoma tayari kwa vikao muhimu vya chama hicho tawala vitavyofanyika kwa siku nne katika ukumbi wa Makao Makuu ya CCM maarufu kama White House.


Katika Uwanja wa ndege wa Dodoma Dkt Kikwete amepokewa na viongozi pamoja na wana CCM wengi wakiongozwa na Makamu wa Rais Dkt Mohamed Ghalib Bilal na Waziri Mkuu Mizengo Pinda ambaye ni Mwenyekiti wa Wabunge wa CCM.

Baada ya mapumziko mafupi katika Ikulu ndogo ya Dodoma Dkt Kikwete alielekea ukumbi wa St. Gaspers ambako aliongea na wabunge wa CCM na kupata nao chakula cha usiku.

Katika hotuba yake, Dkt Kikwete aliwapa changamoto wabunge hao wa CCM waende kwa wapiga kura wao na kuwaelemisha kuhusu mchakato wa upatikanaji wa Katiba mpya uliopitishwa Jumamosi Bungeni Dodoma.

Dkt Kikwete aliwasisistizia wabunge hao umuhimu wa kupeleka elimu hiyo ya mchakato wa kupata katiba mpya kwani hivi karibuni kumekuwepo na upotoshaji mkubwa wa nini kinachoendelea, na kusema kuwa wakiwa wabunge wa chama tawala ni wajibu wao kuelimisha umma kwamba kanuni na sheria zote zimefuatwa katika kupitisha muswada huo ambao umesomwa kwa mara ya pili, baada ya kusomwa mara ya kwanza kwa mujibu wa sheria.

Rais Kikwete aliwakumbusha wabunge hao kwamba mchakato huo si jambo geni na kwamba ndio uliofuatwa na Marais wote toka wa awamu ya Kwanza hadi ya tatu, akisisitiza kwamba ni muhimu wanancho wote wakaelewa hilo, ikizingatiwa kwamba kuna baadhi ya watu wachache wanaotaka kupotosha umma kwamba hatua hiyo ni batili wakati sio kweli, ikizingatiwa kwamba kila lililo katika katiba ya sasa limezingatiwa.

Pia aliwasihi Watanzania kujitokeza kutoa maoni yao ya ni katiba gani wanayoitaka pindi muda wa kufanya hivyo utapowadia, na wasikubali kughiribiwa na wachache waliopania kupindisha ukweli.

Kwa mujibu wa ratiba leo Jumapili kutakuwa na Kikao cha Kamati ya Usalama na Maadili ukumbi wa White House kitachofanyika kutwa nzima, kitachofuatiwa na kikao cha Kamati kuu ya CCM Jumatatu na Jumanne. Halmashauri kuu ya CCM itakutana kuanzia Jumatano hadi Ijumaa.

Prof. Chris Maina Peter of UDSM Appointed Member of the UN International Law Commission

A Tanzanian distinguished Professor Chris Maina Peter (pictured) was yesterday voted Member of the United Nations’ International Law Commission (ILC) by the 66th UN General Assembly.

Announcing the results here yesterday, the President of the 66th United Nations General Assembly, Ambassador Nassir Abdulaziz Al-Nasser said Prof Peter is among the 34 members voted in the commission out of 49 candidates who had vied for the seats. A former Kenyan Attorney General, Amos Wako has also been voted member of the Commission.

Prof Chris Maina Peter, who is currently a Professor of Law at the University of Dar es salaam, was among13 contestants from the African continent who were vying for the nine slots reserved for the African
countries in the UN's legal body.

Prof Peter who is currently in Ethiopia for official engagement said " I am delighted for the honor and more so to my government for seconding my candidacy and a spirited campaign."

Other countries that fielded candidates from Africa South Africa, Kenya, Sudan, Libya, Algeria, Cameroon, Egypt, Malawi, Mozambique, Nigeria, Mali and Cote d'Ivoire.

Prof Peter will serve in the Commission for the period of five years effective January next year.

Prof Chris Maina Peter was born on 14th April 1954 and holds a Ph D in Law from the University of Konstanz in Germany. He once served as a Member of the United Nations Committee on the Elimination of the Racial Discrimination (CERD), United Nations High Commissioner for Human Rights, Geneva, Switzerland.

Prof. Peter has also published widely in the area of Human Rights, Humanitarian Law, Public International Law and Good Government.
