Tanzania to Demolish 400 Houses Built Illegally Over Water
Pipeline

    April 25, 2013 (All Africa Global Media) -- The Tanzanian
government will demolish within two weeks about 400 houses
illegally built over a water pipeline built in 1976, Dar es
Salaam Water and Sewerage Authority public relations officer
Mecktridis Mdaku said Wednesday (April 24th).

 

    "Some people decided to build houses illegally on top of
this old pipeline," Mdaku told Sabahi. "Now that we are laying a
new pipe, we have to demolish their houses without compensation."

 

    Minister of Water and Irrigation Jumanne Abdallah Maghembe
presented his ministerial budget on Wednesday, telling
parliament that the project to lay a 1.8-metre in diameter
pipeline from Ruvu Chini to Dar es Salaam would be ready by
February 2014.

 

    Maghembe said contractors have finished the construction of
a 120-billion shilling ($74-million) water filtration plant at
Ruvu Chini River. He said laying the new water pipeline is the
only remaining step.

 

    Prime Minister Mizengo Pinda told parliament two weeks ago
that the 55-kilometre pipeline from Ruvu Chini to Dar es Salaam
would supply additional 360 million litres of water daily. The
old pipeline, which supplies 180 million litres of water daily,
will continue to supply water as well, for a total of 540
million litres daily.

Nakumbuka nilipokuwa TSJ tulikuwa na waliomaliza Darasa la Nane, na uzoefu wa kazi, lakini walipata shida kwenye masomo.

Tume ya Vyuo Vikuu Nchini (TCU), imepanga kuanza kuwadahili wanafunzi wa kujiunga na masomo ya vyuo vikuu kwa kutumia uzoefu wao.

Udahili huo utakaoanza mwaka huu wa masomo 2013/14, utakuwa ukiwahusisha wale ambao elimu yao imeishia darasa la saba na kuendelea, lakini walikosa sifa ya kuendelea na masomo kwa ngazi ya chuo kikuu.

Kupitia utaratibu huo mpya, mtahiniwa atajiunga na Chuo Kikuu kulingana na fani atakayoiomba na atatakiwa kufanya mitihani mitatu na kufaulu kwa wastani wa daraja B.

Mkurugenzi wa Ithibati na Ubora wa Elimu ya Juu kutoka TCU, Dk Savinus Maronga aliliambia gazeti hili kuwa baada ya kuona kuna watu wengi wanaopenda kuendelea na masomo ya elimu ya juu, lakini wameshindwa kutokana na kutokuwa na vigezo, TCU imeamua kuanzisha mitihani hiyo maalumu.

Alisema kuwa mfumo huo unaojulikana kama ‘Recognition of Prior Learning’ (RPL), utamwezesha mwombaji kudahiliwa vyuoni kupitia tume hiyo kama wanavyofanya watahiniwa wengine.

Sifa zinazotakiwa
Kuhusu sifa za kujiunga, Dk Maronga alisema kuwa mwombaji anatakiwa kuwa na umri kuanzia miaka 25 na kuendelea, sambamba na kuwa na elimu isiyopungua darasa la saba.

“Mwombaji anatakiwa kuwa na nia ya kujiunga na elimu ya chuo kikuu na uzoefu wa kile ambacho anakusudia kukisoma.

Awe na uwezo wa kuandika na kusoma Lugha ya Kiingereza, ambayo ndiyo inayotumika kufundishia vyuoni,”alisema Dk Maronga na kuongeza:

“Kuna watu wameishia darasa la saba, lakini wamefanya kazi katika eneo moja, mfano karani wa mahakama, mwandishi wa habari kwa muda mrefu. Hivyo mfumo huu utawawezesha kuendelea na masomo bila tatizo.”

Vigezo
Mkurugenzi huyo alisema, kutakuwa na mitihani ya masomo matatu, ambayo mtahiniwa ili apate nafasi ya kuendelea na masomo ni lazima afaulu kwa wastani wa daraja B.

Alisema daraja la kwanza linaloanza na alama A ni 75-100, daraja B+ ni 60-75, B ni 50-59, C ni 40-49, D ni 35-39 na daraja E ni 0-34.

“Katika mitihani mitatu atakayoifanya, atatakiwa kupata wastani wa daraja ‘B’ na somo husika la fani yake atatakiwa kupata alama B ili kuwa na vigezo vya kupata cheti kitakachomwezesha kuendelea na masomo yake,”alisema Dk Maronga.

Alibainisha kuwa mitihani itakayokuwa ikitumika kudahili watahiniwa itakuwa ni wa somo la Kiingereza na Hisabati utakaokuwa na alama 30.

Mtihani wa Pili utakuwa na alama 30 ambao ni mtihani wa Maarifa na wa tatu utakuwa na alama 40, utakaokuwa ukitokana na fani husika ya mwombaji.

“Mfano mtahimiwa anataka kusomea sheria au uandishi wa habari, atatakiwa kufaulu kwa asilimia 50 somo husika, hivyo endapo atakosa kupata asilimia 50 ya somo lake hatapata cheti kitakachomwezesha kuendelea na elimu ya juu,”alisema Dk Marango na kuongeza:

“Cheti tutakachompatia mtahiniwa kitakuwa halali kwa kipindi cha miaka mitatu na baada ya hapo mwombaji atatakiwa kufanya upya mitihani hiyo.”

Viambatanisho
Kutokana na maelezo ya TCU, mwombaji anatakiwa kuambatanisha cheti cha kuzaliwa au hati ya kusafiria,wasifu wake pamoja na vyeti vya ushiriki mzuri kutoka sehemu anayofanyia kazi.

Vingine ni nakala za vyeti vya taaluma, picha ndogo ‘passport size, nakala za vyeti vya taaluma za masomo ya hapo awali, ripoti ya tathmini ya utendaji kazi wake kazini kwa walioajiriwa kutoka kwa mwajiri na nakala ya kozi za awali alizokwishafanya.

Vituo vya Mitihani
Mkurugenzi huyo alisema mitihani itafanyika kati ya Mei na Juni mwaka huu katika vituo vinne vilivyoandaliwa katika vyuo.

Alisema kuwa chini ya mfumo huo Chuo Kikuu cha Dodoma (UDOM), kitahusika na masuala ya Elimu huku Chuo Kikuu Tumaini Makumira cha Dar es Salaam (TUMADARCo) kikihusika na Uandishi wa Habari na Mawasiliano kwa Umma.

Chuo cha Kilimo Sokoine (SUA), kitahusika na Kilimo na Wanyamapori wakati Chuo Kikuu cha Mzumbe (MU) kitahusika na masuala ya usimamizi na utawala,uhasibu, sheria na Teknolojia ya Habari na Mawasiliano (ICT).

“Kwa kuwa ndiyo tunaanza, tumeamua kutenga vituo vinne, lakini mwakani tunatarajia kuongeza viwe vingi ili kukidhi mahitaji ya wananchi walio wengi,”anasema Dk Maronga.

Margaret Thatcher Despised in Life and Death!

From The CITIZEN Thatcher: Despised in life and death The late British Prime Minister Margaret Thatcher The mean-spirited woman, Margaret Thatcher, the former British Prime Minister who was hated and loved in almost equal measure, the woman nicknamed by Soviet journalists as the “Iron Lady” because of her stubbornness, was buried on Wednesday. She died of a stroke on April 8 at the age of 87. Although the British government didn’t accord her a state funeral, which requires a vote in Parliament, she did receive a ceremonial send-off with military honors in the same way as Princess Diana and the Queen Mother in 1997 and 2002 respectively. That is what befitted the politician whose death received cheers and toasts. Some high-profile dignitaries who it was hoped would attend her funeral declined, surprisingly including the Bushes, and expectedly, the Clintons. The former Soviet leader Mikhail Gorbachev was reportedly busy attending to another important matter in Moscow. Thatcher mattered less to them at her death. The former US first lady, Nancy Reagan, 91, whose husband Ronald Reagan together with Thatcher formed then what could have been likened to the “axis of evil” in today’s world, didn’t show up as well. A staunch believer of the brutal Thatcher-Reagan right-wing policies, former US vice-president Dick Cheney, represented himself. Serving foreign leaders cared less about Thatcher’s funeral with the exception of the Israeli Prime Minister Benjamin Netanyahu and Polish Prime Minister Donald Tusk. Germany’s Chancellor Angela Merkel dispatched her foreign minister, Guido Westerwelle, while President Barack Obama opted for a low-key presence sending two former secretaries of state from the 1980s, George Shultz and James Baker. A couple of former leaders who were close to her during her 11-year period perhaps to keep themselves busy invited themselves to the funeral, the likes of the former South African president Frederick W. de Klerk and the former US secretary of state Henry Kissinger. During her rule Thatcher managed to befriend only two African leaders, Kenya’s Daniel arap Moi and Malawi’s Kamuzu Banda, and while Banda is no more, for his own respect Moi couldn’t have flown to London. The two leaders received enormous aid and foreign direct investment from London for being “good boys” at a time when almost the entire continent hated her. Africans don’t condemn the dead but this time around I am not sure! No African leader bothered to fly to London to attend her funeral; they simply let their high commissioners attend if schedules permitted. South Africa in particular, sent the deputy high commissioner. Argentina’s ambassador Alicia Castro was clear about it: no attendance, as she recalled how Thatcher re-took the Falkland Islands through war after Argentinean troops liberated them in 1982. Last but not least, Nelson Mandela’s family openly snubbed the occasion despite an invitation from the British High Commission in Pretoria. All Africans still remember how terrible Thatcher was in supporting the apartheid regime in South Africa that jailed and killed many Africans. Completely far from reality, British Premier David Cameron argued the ceremony was “a fitting tribute to a great prime minister respected around the world.” Come on, respected around the world? Yes, conservative Britons may respect her for lifting the UK from its knees when the world was referring to Britain as the “sick man of Europe”, but nothing more. Listing all evils attributed to Thatcher may be too much, but let me recall a few. In her own country she hated jobless Britons; she fought with trade unions; despised immigrants; called the Irish freedom fighters terrorists; taxed people mercilessly; tortured prisoners; defended the wealthy at the expense of the poor; and totally divided her nation along minor ideological issues. Thatcher didn’t care much about other people’s lives. At one time she let ten hunger strikers from the Irish Republican Army (IRA) die in prison. No wonder that today in Belfast fresh graffiti read: “Iron Lady? Rust in hell” and “Maggie rot in hell.” Too bad! But one thing I liked about her was her stance towards the union of her country, although she never liked the idea of one strong Europe with a single currency. This character was rare among many people and leaders in Africa, then and now. On the international stage, just like her partner Reagan, she called the South African freedom fighters terrorists, never understood other freedom fighters like the Palestinians and other Africans, harassed socialist and communist nations from South America to Asia, and kept spending huge amounts of money building a defense arsenal in anticipation of an imaginary attack from the Soviet Union. Eventually, Britons realized the world at large was right; she was not human like everyone else and dumped her in 1990. She maintained her strong personality to the end, which was never short of admirers until her last breath. She may not have had the power to influence world politics today, but still, the world is better without her! Good riddance Margaret Thatcher!

Commercial sex business flourishes in Dar es Salaam

AT LEAST 15,000 male clients meet female sex workers every night in Dar es Salaam. Findings have revealed that there are 7,500 female sex workers, a research by the Ministry of Health and Social Welfare on HIV Behavioural and Biological Surveillance (2010) has revealed.

The study conducted through National AIDS Control Programme (NACP) aimed at providing information on the prevalence of HIV infection, Sexually Transmitted Infections (STIs), Reproductive Tract Infections (RTIs) and associated risk factors among commercial sex workers. A total of 537 samples of sex workers aged between 15 and older were collected and the respondents also provided blood specimens for HIV, Hepatitis B (HBV), Hepatitis C and Syphilis among other infections.

Dr Hezekiah Owenya, a seasoned psychologist, says as long as frustrations in life are there, and love relationships are constantly in dilemma, extra marital affairs are inevitable. “Marriage, for example, continues to face challenges, misunderstanding and bitterness. Under such circumstances male clients will not stop meeting female sex workers,” Dr Owenya says. He adds; “It is, therefore, very unfair to accuse female sex workers alone and leave the male clients who go out to look for girls in the streets and pay as much as they could. Some of the frustrated which they eventually get addicted to and make it a way of life.

Sex workers are there to stay despite the fact that they earn a living in a very dangerous manner,” Dr Owenya warns But the ‘Daily News on Saturday’ wanted to assess the situation further. A world of its own guiding regulations was uncovered. Different groups of sex workers, for example, operate under different ‘philosophy.’ Daring girls are permanently stationed near Kinondoni Makaburini area.

The peculiarity of Sinza site is that older females already with children are not welcome. “Number one disqualification from the ‘membership’ here (Sinza) is child bearing. Customers flock to this place to pick us every night. They say they like girls more than older women. This is good because it helps set a good price ranging between 20,000/- and 50,000/- per night.

On lucky days one gets up to 100,000/- or more,” OPQ explains. The locality is another world of its kind. This is the place where ‘service providers’ of different ages meet. Again, the location offers perhaps the cheapest deal as low as 2,000/- per round. Asked about awareness in Aids preventive measures, a woman there says; “Aids is not the only killer disease on earth. There are so many causes of death. Besides, better die of Aids than hunger.” Another setting is Manzese kwa Mfuga Mbwa where local brews are sold nearly in every household. Rooms furnished with dim kerosene lamps for the business are rented at a cost of 1,000/- and chances for HIV/ Aids infection are equally high.

Other social groups known to be pushed to the business without their consent include students especially from higher learning institutions. Some of commercial sex workers are employed but admitted to have grown interest in the business to supplement their income. For example, there are ‘secret’ houses in Dar es Salaam specifically known as ‘Dada Poa Danguro’ meaning that ladies especially from upcountry regions are accommodated and ‘sold’ but the income goes to the business owner. This paper revealed the trick employed by sex workers at a place known as ‘Kwa Babu’.

At this location, educated girls gather and employ the following trick to ‘milk’ clients. This is the trick; a sex worker would invite a customer for a “quick service.” But secret communication with the police stationed in tinted cars parked in the vicinity goes on for timely ‘arrest’.

Wakili wa Serikali, Kongora alipinga maombi hayo, huku wakili mwenzake Komanya akisema kuwa wakati huu si wa kutoa dhamana kwa kuzingatia mazingira ya tukio lililosababisha kuwepo kwa kesi hiyo.

Kutokana na hoja hizo, Hakimu Kisoka aliiahirisha kesi hiyo hadi Aprili 16, mwaka huu atakapotoa uamuzi iwapo washtakiwa wapate dhamana ama la. Naye Waziri wa Ardhi, Nyumba na Maendeleo ya Makazi, Profesa Anna Tibaijuka ametangaza kiama dhidi ya wamiliki wenye maghorofa yaliyojengwa kinyume cha utaratibu jijini Dar es Salaam.

Akizungumza kwenye Ofisi ndogo ya Bunge, Profesa Tibaijuka alisema kwa kuanzia angesaini hati ya kuamuru kubomolewa kwa jengo lililokuwa karibu na lile lililoanguka wiki iliyopita na kuua idadi kubwa ya watu. Alimwonya mmiliki wa jengo hilo anatakiwa kufanya ubomoaji mara moja tena kwa gharama zake.

“Serikali ikibomoa jengo hilo ina maana atatakiwa kulipia gharama za zoezi hilo,” alionya Profesa Tibaijuka, ambaye aliapa kuanza leo ukaguzi wa maghorofa mbalimbali ya jijini Dar es Salaam.

The task is ours, the Tanzanian youth, to decide the future and the fate of our Nation. Our fathers, the first generation of leaders, have done their part; they fought political colonialism and afforded us the political independence. The time has come for them to pass on the torch to us, so we can fight for socio-economic independence. We must show up, accept the torch and lead our Nation into new horizons. The future of Tanzania is in our hands – the Tanzanian youth. This is the task we cannot ignore; this is the task we cannot pass to someone else. It is our task, it is our duty. The question is what are we going to do about it? Are we going to show up for this noble task? Are we going to report for duty? Or are we going to let our Nation stray into wilderness and chaos without leadership? Are we going to decide the fate of our own future or are we going to let few politicians decide our fate and our future?

Our fathers – the first generation of leaders – have grown old. Their actions and leadership can attest to that. The time has come for them to pass on the torch and for us to take the realm. Let us help them retire in peace as we take over the noble task of leading our nation.
